INTRODUCTION The Coorong District Council comprises 8,836 square kilometers of mainly rural land serviced by the towns of Tailem Bend, Meningie, Tintinara and Coonalpyn and other smaller settlements. The resident population of the District is 6,000, with about half that number being concentrated in the towns. At any time the travelers on the main highways swell the actual number of persons in the area. Three highways being Dukes Highway, Princes Highway and Mallee Highway pass through the District carrying heavy and general traffic between South Australia and the eastern states. The Council maintains a total of 1,800 kilometers of unsealed and sealed roads throughout the District. The Adelaide - Melbourne railway line divides the District and is met by two regional feeder lines mainly carrying grain to Tailem Bend for storage and eventual movement by rail to Port Adelaide. The area has a growing tourism focus as people seek out the natural environment that is available through the extensive National Parks, which are a feature of the district. The Coorong National Park from which the District takes its name is of world significance as a wetland of international importance. Refer Appendix –1 & 5 When considering the Terms of Reference a significant numbers of areas could be addressed and we will touch on a few of those in the latter half of the submission.

Feedback to the Coober Pedy Regional Times strongly suggests that abuses of public office, including the potential targetting of individuals would continue from inside local government settings along with ongoing difficulties navigating the coloured tape of bureaucracy for residents choosing to lodge their concerns with the OPI. Many residents are elderly, ethnic, or/and have low literacy levels with no access to assistance with lodging genuine complaints or concerns. This failure in our system could equate to severe frustration, even torture for some individuals who are deserving of a peaceful retirement or similar. The growing lack of accountability in public office, along with the potential for facing cross agency collusion and other conflicts of interest, amongst the remedies, killed community confidence by the end of the evening. Mr. Wayne Lines was a legal practitioner for 25 years. Work Cover Ombudsman, and worked for the Solicitor General before being appointed State Ombudsman 5 years ago. Clair Booth investigator accompanied Wayne Lines. Mr. Lines acknowledged Coober Pedy's sad history with it's council and acknowledged that the community is still greiving over some of the issues.     March 2021 DG Newsletter Dear fellow Rotarians and friends of Rotary, Lyn and I have continued visiting clubs within our District travelling to our furthest part in Alice Springs where we were well looked after when visiting the 3 Alice Springs clubs. A big thank you to Area Governor, Ron Saint for sharing some generous Rotary fellowship with us. February 12th, Lyn and I had the pleasure of attending the Riverland and Mallee Vocational Awards at the Berri Hotel. Now in its 38th year and brilliantly hosted by the Rotary Club of Berri it is the largest event of its kind held in regional Australia. It was a fabulous example of Rotary emphasising the importance of Vocational Service and supporting young people to strive to do exceptionally well in their chosen career paths. Covid only allowed 200 to attend but was well supported by local sponsors and businesses. Congratulations Madison Lailey, Apprentice Chef at the Barmera Hotel Motel and Jakob Johinke-Milich, Apprentice Fitter and Turner at TWG Loxton, who were awarded joint winners of the 2020 Apprentice of the Year. Kathy & Bruce Richardson (Berri), joint winner, Madison Lailey, President, Mary Hansen (Berri), DG David & Lyn Jones Rotary Leadership Institute (RLI) seeks to have Rotary Clubs identify those Rotarians who appear to have the potential for future club leadership (not necessarily as club presidents) and provide those so identified with a quality education in Rotary knowledge and leadership skills which is important in any voluntary organisation. RLI was conducted on 5th-6th February for 19 Rotarians from D9510 at Charles Campbell College (see later report).
