Expression of Interest Public Art Project: Yorke Peninsula Council Overview Yorke Peninsula Council is seeking Expressions of Interest, from professional artists or teams of artists, for mural installations within the Yorke Peninsula Council region at Coobowie, Stansbury, Edithburgh and Yorketown. The aim of the project is to increase visitation from the intrastate market into our regional communities, create inspiring public art supporting community identity and to increase the cultural vibrancy of the Yorke Peninsula. The proposed timeframe would see the mural project completed by end of March 2021. Any eligible artist, organisation, design team or collaborative artist collectives are encouraged to apply by submitting a proposal with concept designs for the site/s. The details for this process and site specifics are outlined below in the brief. Background ‘Prosperous, diverse and uniquely spectacular – Yorke Peninsula’ The Yorke Peninsula Council covers an area of 5,900 square kilometres, has a distance of approximately 175 kilometres between the northern and southern boundaries, and has a varying width east to west averaging approximately 30 kilometres. The Council is unique, in comparison to other Local Government Authorities, in that it is bordered by sea on three sides, as thus has 485 kilometres of coastline. The Council area contains 12 larger towns, 33 smaller townships and holiday settlement zones – the latter being predominately located along the vast coastline. Yorke Peninsula is the traditional home of the Narungga (Nharangga) people who have occupied the area for approximately 40,000 years. Yorke Peninsula is known for its rich agricultural history, with agriculture continuing to be the largest source of employment and economic output on the Peninsula. However, tourism is emerging as an industry that must grow in order to ensure a sustainable future for all. Yorke Peninsula Council, in partnership with Yorke Peninsula Tourism and the Coobowie, Edithburgh, Stansbury and Yorketown Progress Associations, gained funding through the Regional Tourism Bushfire Recovery Grant (AusTrade). This funding supports the Southern Yorke Peninsula Water Tower/Tank Mural Trail project which will see, the SA Water owned water towers in Edithburgh, Stansbury and Yorketown and the water tank and adjoining shed in Coobowie, painted. The current consultation period (first of three) aims to gather the views and ideas from each community towards what they would like to see appear within their mural. Project Scope The project includes artwork development, design and installation. The artwork should respond to the vision developed through each community consultation, reflect the culture, personality and themes of the individual community, and must include the element of water (as per SA Water requirements). Artist/artist teams are strongly encouraged to undertake their own research to understand the history of each respective town. We welcome artists to respond to the themes identified within community consultation as listed in each town brief summary below. Artists are not necessarily expected to respond to these themes literally or figuratively - abstract and contemporary expressions are welcomed and encouraged. For a summary of all community consultation responses recorded, please contact Taylor Gray, Communications and Engagement Officer (contact details below). Artists/artist teams can apply for a maximum of two towers/tanks only, and must submit different proposed designs for each. A range of media and styles will be considered, however chosen designs will need to be executed in situ. 1. Stansbury Brief Themes identified include: • Oysters, Oyster Bay, oyster colours, mother of pearl. • Beach, underwater jetty, speed boat races, sea animals, blue crabs, whiting, fishing, fishing boats, dolphins, seagulls, pelicans, plovers. • Stansbury markets, fireworks, Norfolk pine trees, wooden boats. • Agriculture, cropping, history, original exporting, native flora, farming. • ‘Prettiest town on the Peninsula’, modern, fresh design unique to Stansbury. • Gateway to Marna Banggara (Rewilding/Great Southern Arc). Flora and fauna indigenous to the Lower Yorke Peninsula. Past, present and reintroduced species. Additional notes: Top of tank is widely seen, hero image in this section should be considered. Edithburgh Brief Themes identified include: • Sea, ocean and sea life: swimming, snorkelling, diving, dive site, fishing, boating, jetty, dolphins, leafy sea dragon, fish, crabs and birds. • Windmills, history, farming, salt train, wagons, Lighthouse, combine harvester, shipping, grain, draught horses with salt bags, gypsum history. • Resident comments/memories: ‘crossing the spit to Coobowie', ‘Fireys standing united', 'bringing in the crops', ‘boats every Saturday – Kuratta, Karaka, Yandra’, ‘heaven on earth’, ‘boat called Sultana used to bring mail and stores to Edithburgh and would anchor at Sultana Bay”. Additional notes: Tower can be seen 360 degrees from quite a distance away. Image needs to pop and be bold. Vibrancy, colour, a scene with a prominent hero, featuring sea blues Address: New Honiton Road, Edithburgh SA 5583 Size of site: Surface material: Concrete Photo of site: 3. Yorketown Brief Themes identified include: • Agriculture and farming: sheep, shearing, cattle, alpacas, headers, farm machinery, barley, wheat, canola, beans and lentil crops. • Bygone era, snapshot in time, history, stone fencing, sporting connection, salt lakes, salt industry, lake scraping, Tubbs Lake, Lake Fowler, Pink Lake. • Royal Flying Doctor service, CFS tribute, native flora and fauna. • ‘Yorketown water tower overlooks Tubbs Lake, the first commercial salt enterprise in the district. Established by Augustus Tocchi in 1876 it could be known as Tocchis Tower’, ‘quintessentially 'country' untouched by the fast paced city life way of existing’. Additional notes: Located on ‘Stansbury Hill’ and will be viewed entering and leaving Yorketown. Coobowie Brief The themes identified include: • Historic ‘Coobowie Rodeo’ scenes. • Causeway, sun setting over causeway, serenity/tranquil. • Unique birdlife, bird hide, (black swans, signet, musk dusk, duocet, sivans) • Fishing, tide, jetty, ketch, marine life, fish, whiting, snapper squid, black, beach, • Farming, country, history, quiet. • 1st port on Southern Yorke Peninsula. Additional notes: Significantly smaller than water towers. Therefore, tank and shed are both to be included in an integrated concept design. The budget breakdown included must include all costs relating to the design and installation of the artwork. This includes but is not limited to: • Artist fee • Materials, masks, personal protective equipment • All equipment required o Boom Lift hire likely to be supplied by Council. • Staff • Final design of proposed artwork in the finished format • Engineering drawings and approvals (If required) • Site visits as needed • Installation on site • Risk assessment and management of site during the project (including public liability insurance certification for artist ($20 million) and/or assistants). Public Consultation and Selection Process Stage 1 - Completed Initial community consultation undertaken by Yorke Peninsula Council to determine community vision and themes respective to each town. Stage 2 – Currently undertaking Potential artist engagement undertaken through expression of interest process. Professional artist/team of artists are invited to submit an Expression of Interest response via email or post to [email protected] Attention to Taylor Gray, Communications and Engagement Officer including the following information: • Artist/s’ resume, including social media sites (max two pages). • Basic concept drawings/design for up to two water towers/tanks (to be used in stage 3 if shortlisted). • Response to themes for up to two water towers/tanks (your design should reflect upon or interpret. • Up to 5 images of relevant previous work. • Basic concept drawings/design (to be used in stage 3 if shortlisted). • Itemised budget. • Copy of current public liability insurance certification of $20 million. (Submissions will be accepted if this is not currently available but will be required prior to signing of the contract if successful). • Two references relating to previous projects. Please note: Artists who submit an EOI for this mural project will be kept on file and may be considered for future public art opportunities. It is a lot easier to look at a real plan rather than an emailed potion of a plan where you have to second guess exactly where the location is within a cemetery.

    COO-EE MARCH 2020 www.edithburgh.org.au Farewell Blaze Aid On Sunday 23rd of February Corey and Jo de Roos with their wonderful staff at The Location put on a farewell lunch for the Blaze Aid Camp and all who wished to say thank you. They will be sorely missed, not just for the hard work erecting fences over the last three months, but for their friendships forged with farmers and everyone they met. Music was provided by the Cruizn Blues band...John Weekley, Rob Kidd and Clare Murillo. Karen Warren made a heartfelt speech, followed by Terry Smith, expressing the appreciation felt by the farmers, including a big thank you to Soxy, Peter Stockings. The weather was perfect, people lingered long after lunch, chatting under the colourful umbrellas. Come back and visit us Blazeaiders and thank you all! Appetites are big at the end of each hard working day, so a home cooked meal has been much appreciated and one small way to thank these wonderful people who gathered from across Australia and beyond to clear then build new fencing. This is just one story. Sue Seiber and Bronte Mackereth have cooked several meals for them during the past three months, ending last week with a cook up of local fish...garfish, whiting and squid, chips, salads, freshly baked bread rolls, followed by individual trifles for dessert.
