Took part in 4 sports, namely athletics, rowing, swimming and table tennis, the Delegation attained a total of 37 medals, including 13 gold, 11 silver and 13 bronze, which surpassed the previous record and ranked second in the medal table among 32 participating countries/regions. 授旗典禮 Flag Presentation Ceremony 整裝待發 Departure 4 精華點滴 Precious Moments 田徑 Athletics 游泳 Swimming 5 乒乓球 Table Tennis 6 賽艇 Rowing 凱旋返港 Triumphant Return 7 使命及目標 Mission & Objectives 使命 Mission 本會之使命是發展、推廣及組織智障人士體育活 動,務求令其盡展潛能、培養崇高體育精神及積極融 入社群。 The Mission of the Association is to develop, promote and organize sports activities for persons with intellectual disability in order to fully develop their potential in sports, to cultivate positive attitudes in sportsmanship and to facilitate their integration into our community. 目標 Objectives 1. 組織各類型體育及康樂活動予智障人士,以增進其體能及身心發展; To organize various sports and recreational activities for persons with intellectual disability with a view to enhancing their physical and mental development; 2. 舉辦工作坊及研討會予培訓智障人士的教練,以提昇其專業水準; To organize workshops and seminars to upgrade the professional standard of coaches who train athletes with intellectual disability; 3. 鼓勵社會人士參與本會工作; To encourage members of the public to participate in the work of the Association; 4. 提供各類體育及康樂設備以提高智障人士之體育水準; To provide various sports and recreational facilities to raise the sports standard of the intellectually disabled; 5. 培養智障運動員之體育精神; To promote the concept of sportsmanship to athletes with intellectual disability; 6. 組織及選拔智障人士參加本地和國際性運動競賽; To train elite athletes with intellectual disability to take part in local and international competitions; 7. 透過各項運動及康體活動使智障人士融入社群。 To integrate persons with intellectual disability with able bodies through sports and recreational activities. 8 殘疾人權利公約 Convention on the Rights of Persons with Disabilities 聯合國於2006年12月13日在《殘疾人權利公約》第三十條內加入讓殘疾人可以參與體育活動的措 施。新增條文如下: 為了使殘疾人能夠在與其他人平等的基礎上參加娛樂、休閒和體育活動,締約國應當採取適當措施, 以便: On 13th December 2006, the United Nations modified the “Convention on the Rights of Persons with Disabilities” in Article 30 to facilitate the disabled to participate in sport. Asked by: Hon MA Fung-kwok (LegCo internal reference no.: 45) Reply: The Leisure and Cultural Services Department (LCSD) keeps constant review of the provision and conditions of recreation, sports and performing arts venues under its purview. It also undertakes works projects to provide new facilities or renovate/improve existing facilities to meet the changing needs of the public. There are minor works projects primarily for the improvement and upgrading of existing recreation and sports facilities. The details and estimated expenditure of minor works projects not less than $1 million in 2020-21 and 2021-22 are at Annexes I and II respectively.     Paper No. CB(2)497/99-00(01) Paper for LegCo Panel on Home Affairs Sports Venues for 2006 Asian Games INTRODUCTION Before confirming its support for the initiative by the Sports Federation & Olympic of Hong Kong, China (SF&OC) to express an interest in bidding for the right to host the 2006 Asian Games, the SAR Government reviewed the suitability of our sports venues to host the events of the Games. To assist in this review, we engaged the services of the sports venue planning and design company Bligh Voller Nield Sport Pty Ltd (BVN) [ 百和紐特 ]. BVN’s recent experience includes helping to plan and design venues for the 2000 Olympic Games and evaluating the venues used in Bangkok for the 1998 Asian Games. STUDY PROCESS 2. The BVN brief was to assess whether or not the SAR has sufficient sports venues to host a world-class Asian Games in 2006, and one which could be the “best ever Asian Games”. BVN began work on 3 November with a programme of site visits and consolidation of information 2 available from their own data sources. Prior to beginning detailed site inspections and evaluations, BVN examined the report on venue availability prepared by the Provisional Urban Council (PUC) in September 1999. A copy of the report prepared by BVN is at the Annex. Planning Principles 3. In the course of their study the BVN team took account of the typical requirements of venues for major event planning. (Amended 10 of 1986 s. 3) Section: 2 Interpretation L.N. 194 of 2003 01/01/2004 (1) In this Ordinance, unless the context otherwise requires- "advertisement" (宣傳、宣傳品) includes any structure or apparatus erected, used, or intended to be used, solely for the display of advertisements; "analysis" (分析) includes micro-biological assay but no other form of biological assay, and "analyse" (分析) shall be construed accordingly; "animal" (動物) includes reptiles, but does not include birds or fish; "Authority" (主管當局) means the public officer designated to be the Authority by the provisions of section 3; (Amended 78 of 1999 s. 7) "bath" (浴、沐浴) includes shower bath and turkish bath; "billiard establishment" (桌球場所) means any place opened, kept or used for the purpose of playing billiards, snooker, pool or similar games; (Added 53 of 1988 s. 3) "book" ( 書籍 ) includes a document, periodical, magazine, newspaper, pamphlet, music-score, picture, print, engraving, etching, deed, photograph, map, chart, plan or manuscript, and any other article or thing of a like nature provided for the use of the public in any library; (Replaced 50 of 1979 s. 2) "canopy" (簷篷) means any shade, shelter or other structure not carrying a floor load which- (a) projects from a wall of a building and is cantilevered or supported by brackets, posts or other means; or (b) is erected on any building or in or over any open space adjacent to or on a building and is supported by posts or other means; (Added 43 of 1972 s.

Asked by: Hon LUK Chung-hung (LegCo internal reference no.: 60) Reply: The information on the natural and artificial turf pitches managed by the Leisure and Cultural Services Department (LCSD) is set out at Annex. In general, the LCSD arranges returfing for natural turf pitches every summer. The scale of returfing area varies among pitches depending on the size of the damaged area at each individual pitch. Most of the returfing work is only carried out at the heavy traffic area near goal mouth and central corridor region. Moreover, over-seeding of Ryegrass is carried out at pitches where needed in winter to increase the grass density for the sake of presentation, durability and safety as well as to protect the summer grass.

Booking Procedures for Athletics Meet Block bookings may be made by schools (a) Only sessions from 8:00am to 6:00pm on Mondays to Fridays, and from 8:00 am to 1:00 pm on Saturdays (except Sundays, Public Holidays and School Holidays). (b) Bookings may be made one school year in advance for the period from 2 September 2019 to 17 July 2020. 2. Application Procedures (a) Schools intend to organize their own athletics meets in LCSD Sports Grounds should complete the Applications Form A and Form B to apply for use of the venues in the Urban and the New Territories respectively. For joint-school athletics meets, schools should complete the Application Form C. (b) The forms should be returned to the booking office of respective venues (both first and second choices) by mail or fax on or before 2 May 2019 (Thursday). All late applications will be treated as ordinary booking. (c) Priority will be given to joint-school athletics meets to be held in all sports grounds except Wan Chai Sports Ground. A joint-school athletics meet refers to a meet organised among all/the majority of the schools of the same sponsoring body and at least three schools of the body should participate in the meet. Priority will only be granted to one joint-school athletics meet per level, i.e. primary or secondary level, for each sponsoring body in each academic year.
