Chapter 3: Neighborhood Framework 3 Neighborhood Framework This section demonstrates how the balanced and focused application of the four Working West Shore 2030 strategies over the next two decades can benefit the communities of Arlington- Port Ivory, Bloomfield-Teleport, Travis-Freshkills, the Rossville Waterfront and Charleston-Tottenville. The major deep-water container port is the largest in the City and essential to port commerce in the region and Terrace employs hundreds of Staten Island Richmond residents. The existing limited road New York Arlington network creates conflicts between Container port-related truck traffic and nearby Terminal Arlington and residential communities. Mariners Marsh Goethals Bridge • Potential Open Space is in Need of Remediation. The Mariners and Arlington Marshes provide Arlington Yards opportunities for future public waterfront access and parks, however they require costly remediation. • Freight Rail is Reconnected to New Jersey. The city Goethals completed a major renovation of the Arlington Mobile Home Avenue South Avenue Park Yards, re-opened the Arthur Kill Lift Bridge and Forest upgraded the freight rail line known as the Travis SI Expressway Branch, providing connections between West Shore industrial properties and freight destinations Travis Branch throughout the country. • The Goethals Bridge is To Be Replaced. The borough’s main traffic connection to New Jersey and the nation is scheduled for replacement to meet modern Arthur Kill Rail Lift Bridge and Goethals Bridge standards, address the traffic operations and safety deficiencies of the existing bridge, and accommodate future transit and bicycle links to New Jersey. Marchi, the son of Louis and Alina Marchi, was born on May 20, 1921, in Staten Island, New York. He graduated from Manhattan College with first honors in 1942, later receiving a Juris Doctor from St. John’s University School of Law and Doctor of Judicial Science from Brooklyn Law School in 1953. He engaged in the general practice of law with offices on Staten Island and has lectured extensively to Italian jurists at the request of the State Department. Marchi served in the Coast Guard and Navy during World War II and was on combat duty in the Atlantic and Pacific theatres of war. Marchi also served as a Commander in the Active Reserve after the war, retiring from the service in 1982. John J. Marchi was first elected to the New York State Senate in the 1956 General Election. As a Senator, he quickly rose to influential Senate positions through the chairmanship of many standing and joint committees, including Chairman of the Senate Standing Committee on the City of New York. In 1966, he was elected as a Delegate to the Constitutional Convention and chaired the Senate Judiciary Subcommittee on Constitutional Issues. That same year, Senator Marchi was named Chairman of the New York State Joint Legislative Committee on Interstate Cooperation, the oldest joint legislative committee in the Legislature. Other senior state government leadership positions followed, and this focus on state government relations and the City of New York permeated Senator Marchi’s career for the next few decades.

    INTERNATIONAL DESIGN COMPETITION : 2001 ABOUT FRESH KILLS Fresh Kills Landfill is located on the western shore of Staten Island. Approximately half the 2,200-acre landfill is composed of four mounds, or sections, identified as 1/9, 2/8, 3/4 and 6/7 which range in height from 90 feet to approximately 225 feet. These mounds are the result of more than 50 years of landfilling, primarily household waste. Two of the four mounds are fully capped and closed; the other two are being prepared for final capping and closure. Fresh Kills is a highly engineered site, with numerous systems put in place to protect public health and environmental safety. However, roughly half the site has never been filled with garbage or was filled more than twenty years ago. These flatter areas and open waterways host everything from landfill infrastructure and roadways to intact wetlands and wildlife habitats. The potential exists for these areas, and eventually, the mounds themselves, to support broader and more active uses. With effective preparation now, the city can, over time, transform this controversial site into an important asset for Staten Island, the city and the region. Before dumping began, Fresh Kills Landfill was much like the rest of northwest Staten Island. That is, most of the landfill was a salt or intertidal marsh. The topography was low-lying, with a subsoil of clay and soils of sand and silt. The remainder of the area was originally farmland, either actively farmed, or abandoned and in stages of succession. Although Fresh Kills Landfill is not a wholly natural environment, the site has developed its own unique ecology.
