    Testimony before the U.S.-China Economic and Security Review Commission Hearing on What Keeps Xi Up at Night: Beijing’s Internal and External Challenges February 7, 2019 Greg Levesque Managing Director, Pointe Bello Beijing Crafting a 21st Century Industrial Policy The Peoples Republic of China (PRC) is implementing an ambitious strategy to rapidly enhance its innovation capabilities to close the scientific and technological innovation gap with more advanced economies such as the United States. A number of internal and external factors are motivating this effort, but at a macro-level, PRC leaders assess that the world has entered a fast-moving technological revolution characterized by “informatization and intelligentization” [智能化·] with implications for global economic and military affairs. Simultaneously, and arguably coincidentally, the 2008 Financial Crisis created further strategic opportunities1 for China to expand its influence amid anticipated shifts in the global balance of power. The convergence of this “technological moment” and “strategic moment” are resulting in rapid changes to PRC industrial, innovation, and military modernization policies and capture the underpinnings of Chinese competitive strategy. General Secretary Xi outlined this perspective in a 2013 speech to the Politburo, stating: “At present, from a global perspective, science and technology are increasingly becoming the main force driving economic and social development, and innovation is the general trend…Since the outbreak of the international financial crisis, major countries in the world have made great efforts to formulate new science and technology development strategies to seize the commanding heights of science and technology and industry. This trend deserves our high attention.”2 PRC industrial policy emphasizing development of “core technologies” [核心技术]3 appear strongly influenced by internal assessments of the 2008 Financial Crisis, leading to shifts in policy across economic, diplomatic, and military domains.

By focusing on the history writing project commissioned by the Later Tang (923-936) court, it first aims at questioning how early-tenth-century contemporaries narrated some of the major events as they unfolded after the fall of the Tang (618-907). Second, it shows how both late- tenth-century historiographical agencies and eleventh-century historians perceived and enhanced these historical narratives. Through an analysis of selected cases the thesis attempts to show how, using the same source material, later historians enhanced early-tenth-century narratives in order to tell different stories. The five cases examined offer fertile ground for inquiry into how the different sources dealt with narratives on the rise and fall of the Shatuo Later Tang and Later Jin (936- 947). It will be argued that divergent narrative details are employed both to depict in different ways the characters involved and to establish hierarchies among the historical agents. This essay focuses on what I call the “politics of place-making” in the memoir, that is, engagements with Luoyang’s space as expressions of power before and after the city’s abandonment, as represented and un- derstood by Yang. These ignored aspects shed light on the central con- cerns that motivated his writing, thereby revealing his perspective on the intersections of place, power, and human agency. The analysis al- lows us to better understand his innovations in pioneering an unofficial, space-centered historiography that defines historical agents as place- makers whose deeds and lives are anchored spatially as much as tempo- rally.

Minna Wu The Shandong region has been of considerable interest to the study of ancient China due to its location in the eastern periphery of the central culture. For the Western Zhou state, Shandong was the “Far East” and it was a vast region of diverse landscape and complex cultural traditions during the Late Bronze-Age (1000-500 BCE). In this research, the developmental trajectories of three different types of secondary states are examined. The first type is the regional states established by the Zhou court; the second type is the indigenous Non-Zhou states with Dong Yi origins; the third type is the states that may have been formerly Shang polities and accepted Zhou rule after the Zhou conquest of Shang. On the one hand, this dissertation examines the dynamic social and cultural process in the eastern periphery in relation to the expansion and colonization of the Western Zhou state; on the other hand, it emphasizes the agency of the periphery during the formation of secondary states by examining how the polities in the periphery responded to the advances of the Western Zhou state and how local traditions impacted the composition of the local material assemblage which lay the foundation for the future prosperity of the regional culture.
