A Minimalist Analysis of Uyghur Genitives Stephen Politzer-Ahles
A Minimalist analysis of Uyghur genitives Stephen Politzer-Ahles University of Kansas Abstract This paper investigates the syntactic structure of so-called genitive-possessive DPs in Uyghur, a Turkic language. Uyghur genitive-possessives bear suffixes on both the “possessing” entity (comparable to the Saxon genitive 's in English) and the “possessed” one. The suffix on the “possessor”, -ning, is considered a genitive case marker; the suffix on the “possessed” has multiple allomorphs and is considered an agreement marker that agrees in person and number with the “possessor”. Based on the multiplicity of semantic roles that the “possessing” object may bear, and the observation that it may be dropped from the DP, an analogy is made between genitive-possessive DPs and finite TPs. It is proposed that “possessors” behave in a manner parallel to that of subjects of TPs: they are introduced by a quasi-functional head n or within a gerund, and raise to [Spec,DP] to receive genitive case from D. The agreement suffix, on the other hand, is treated as the phonological realization of an Agr head that is introduced with unvalued phi-features, features which are valued when the “possessing” entity passes through the specifier of AgrP. Adopting this structure can explain data on the realization of definiteness in genitive and non-genitive DPs, and the distribution of adverbials within gerunds. Introduction One of the key components to a theory of noun phrase structure is an explanation of how possessive marking is carried out within the DP. For example, a theory of English DPs owes an explanation of where the 's comes from in phrases like “John’s book”, and how case-checking is done in such a phrase. -

CHINA (INCLUDES TIBET, XINJIANG, HONG KONG, AND MACAU) 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary Reports on Hong Kong, Macau, Tibet, and Xinjiang are appended at the end of this report. The constitution, which cites the leadership of the Chinese Communist Party and the guidance of Marxism-Leninism and Mao Zedong Thought, states that citizens have freedom of religious belief but limits protections for religious practice to “normal religious activities” and does not define “normal.” Despite Chairman Xi Jinping’s decree that all members of the Chinese Communist Party (CCP) must be “unyielding Marxist atheists,” the government continued to exercise control over religion and restrict the activities and personal freedom of religious adherents that it perceived as threatening state or CCP interests, according to religious groups, nongovernmental organizations (NGOs), and international media reports. The government recognizes five official religions – Buddhism, Taoism, Islam, Protestantism, and Catholicism. Only religious groups belonging to the five state- sanctioned “patriotic religious associations” representing these religions are permitted to register with the government and officially permitted to hold worship services. There continued to be reports of deaths in custody and that the government tortured, physically abused, arrested, detained, sentenced to prison, subjected to forced indoctrination in CCP ideology, or harassed adherents of both registered and unregistered religious groups for activities related to their religious beliefs and practices. There were several reports of individuals committing suicide in detention, or, according to sources, as a result of being threatened and surveilled. In December Pastor Wang Yi was tried in secret and sentenced to nine years in prison by a court in Chengdu, Sichuan Province, in connection to his peaceful advocacy for religious freedom. -

In Xinjiang the international lingua franca English, the national official language Mandarin Chinese, and major Turkic languages such as Uyghur and Kazakh interact and compete for linguistic prestige in different social scenarios. The power relations between the Turkic languages, including the Uyghur language, and Mandarin Chinese is one in which minority languages are surrounded by a dominant state language supported through various institutions such as school and mass media. The much greater symbolic capital that the “legitimate language” Mandarin Chinese carries enables its native speakers to have easier access than the native Turkic speakers to jobs in the labor market. Therefore, many Uyghur parents face the dilemma of choosing between maintaining their cultural and linguistic identity and making their children more socioeconomically mobile. The entry of the global language English and the recent capitalist development in China has led to English education becoming market-oriented and commodified, which has further complicated the linguistic picture in Xinjiang. -

A Systematic, Comprehensive Campaign to Stamp out Turkic Muslim Culture in Xinjiang Since May 2014, the government of China, under the direction of China‘s President Xi Jinping and Xinjiang Party Secretary Chen Quanguo, has waged a ―Strike Hard Campaign against Violent Terrorism‖ which has used the pretext of fighting religious extremism to implement a vast program of serious human rights abuses against Turkic Muslims in Xinjiang Uyghur Autonomous Region (UAR). This population includes 10 million Uyghurs, over a million Kazakhs, and hundreds of thousands of Tajiks, Kyrgyz, Uzbeks, Tatars, and others. The evidence indicates that the program is a comprehensive effort to destroy the religion, language, writings, history, and culture of Turkic Muslims in Xinjiang and force their assimilation with the majority Han population.1 The effort is being accomplished through four highly abusive methods of total population control, each of which would constitute abuses of historic proportions by itself: vast numbers of long, arbitrary, abusive, and coercive detentions in reeducation camps; ever-present monitoring of the population by mass surveillance and mandatory homestays; repression and punishment of virtually all forms of cultural and religious expression; and a comprehensive system of forced labor. The evidence shows that gross and widespread abuses and human rights violations are being carried out against the population, including violations of the rights to freedom of religion, expression, association, and privacy and the prohibitions of torture, inhuman treatment, unfair trials, and discrimination. -

TEACH UYGHUR PROJECT EDUCATIONAL OUTREACH DOCUMENT UYGHUR AMERICAN ASSOCIATION / NOVEMBER 2020 Who are the Uyghurs? The Uyghurs are a Turkic, majority Muslim ethnic group indigenous to Central Asia. The Uyghur homeland is known to Uyghurs as East Turkistan, but is officially known and internationally recognized as the Xinjiang Uyghur Autonomous Region of the People's Republic of China. Due to the occupation of their homeland by the Qing Dynasty of China and the colonization of East Turkistan initiated by the Chinese Communist Party, many Uyghurs have fled abroad. There are several hundred thousand Uyghurs living in the independent Central Asian states of Uzbekistan, Kazakhstan, and Kyrgyzstan, as well as a large diaspora in Turkey and in Europe. There are and estimated 8,000 to 10,000 Uyghurs in the United States. The Uyghur people are currently being subjected to a campaign of mass incarceration, mass surveillance, forced labor, population control, and genocide, perpetrated by the Chinese Communist Party (CCP). About the Uyghur American Association (UAA) Established in 1998, the Uyghur American Association (UAA) is a non-partisan organization with the chief goals of promoting and preserving Uyghur culture, and supporting the right of Uyghur people to use peaceful, democratic means to determine their own political futures. Based in the Washington D.C. Metropolitan Area, the UAA serves as the primary hub for the Uyghur diaspora community in the United States. About the "Teach Uyghur Project" Education is a powerful tool for facilitating change. The goal of this project is to encourage teachers to teach about Uyghurs, and to persuade schools, and eventually state legislatures, to incorporate Uyghurs into primary and secondary school curriculum. -

Byler University of Washington Abstract Spirit Breaking: Uyghur Dispossession, Culture Work and Terror Capitalism in a Chinese Global City Darren T. Byler Chair of the Supervisory Committee: Sasha Su-Ling Welland, Department of Gender, Women, and Sexuality Studies This study argues that Uyghurs, a Turkic-Muslim group in contemporary Northwest China, and the city of Ürümchi have become the object of what the study names “terror capitalism.” This argument is supported by evidence of both the way state-directed economic investment and security infrastructures (pass-book systems, webs of technological surveillance, urban cleansing processes and mass internment camps) have shaped self-representation among Uyghur migrants and Han settlers in the city. It analyzes these human engineering and urban planning projects and the way their effects are contested in new media, film, television, photography and literature. It finds that this form of capitalist production utilizes the discourse of terror to justify state investment in a wide array of policing and social engineering systems that employs millions of state security workers. The project also presents a theoretical model for understanding how Uyghurs use cultural production to both build and refuse the development of this new economic formation and accompanying forms of gendered, ethno-racial violence. -

bilig SUMMER 2017/NUMBER 82 133-152 One of the Endangered Languages: Yellow Uyghur Abdürreşit Celil Karluk* Abstract The Yellow Uyghur language is used by the Yellow Uy- ghur, one of the official minorities recognized by the Chinese government. The Yellow Uyghurs generally in- habit the Sunan Yellow Uyghur Autonomous County in China. Recent data suggests that the total population of the Yellow Uyghur in China is only around 15 thousand but only around half of the population of Yellow Uyghurs can use their language in everyday life. Instead, Mandarin Chinese, as a component of China’s compulsory educa- tion system, has begun to replace the Yellow Uyghur both in the home and in several social realms. Drawing upon studies from social anthropology and socio-linguistic studies, this paper will consider the impacts that mono- lingual education policies in minorities areas, especially in Yellow Uyghur area, mixed marriages, and the sense of losing “ethno-memory” have on the marginalization of the Yellow Uyghur language. National law prohibits organizations or individuals from interfering with the state educational system for minors younger than the age of 18, effectively barring them from participating in most religious activities or receiving religious education. Some provinces have additional laws on minors’ participation in religious activities. The government continued to assert control over religion and restrict the activities and personal freedom of religious adherents that it perceived as threatening state or CCP interests, according to religious groups, nongovernmental organizations (NGOs), and international media reports.
