Hale Co-Supervisor: Shannon Speed This dissertation analyzes how the Salvadoran state, civil war veterans, and gang members share a common understanding of peace that enables them to occupy the paradoxical position of being both purveyors of violence and “peacemakers.” I conducted this work in a violent, distrustful and hyper-masculine context with the help of civil war veterans who were mentoring relatives in youth gangs to support their efforts to make peace with other gangs and the government. Throughout my 2011 - 2015 ethnographic research in San Salvador, I found that many women, relatives of civil war veterans and gang member interlocutors, characterized the 1992 Peace Accords as una paz masculinista (a masculinist peace). While la paz maculinista denotes the absence of violence between men in conflict, for women living with social and gender violence and ix ix struggling with poverty reinforced by neoliberal economic policies, life was anything but peaceful. I build on Johan Galtung’s concept of “negative” and “positive” peace by using an intersectional theory perspective. I argue that the postwar experience is shaped by a negative notion of peace that is highly gendered. I further complicate the state’s notion of postwar peacemaking through an analysis of the rise of gang and femicidal violence, and the state’s punitive responses to both as a measure to attain peace. I discovered that gangs use their own peacemaking efforts to question the state’s racialized violence and human rights violations against its members. However, neither top-down (state-led) nor bottom- up (gang-led) peacemaking efforts have seriously grappled with violence against women or with the harsh realities of living under neoliberalism. My dissertation contends that to build a lasting peace, peacemaking in El Salvador must address not just ending war, but transforming economic inequality, class-based political exclusion, and racialized and gendered violence.

    Making a Gang: Exporting US Criminal Capital to El Salvador Maria Micaela Sviatschi Princeton University∗y March 31, 2020 Abstract This paper provides new evidence on how criminal knowledge exported from the US affect gang development. In 1996, the US Illegal Immigration Responsibility Act drastically increased the number of criminal deportations. In particular, the members of large Salvadoran gangs that developed in Los Angeles were sent back to El Salvador. Using variation in criminal depor- tations over time and across cohorts combined with geographical variation in the location of gangs and their members place of birth, I find that criminal deportations led to a large increase in Salvadoran homicide rates and gang activity, such as extortion and drug trafficking, as well as an increase in gang recruitment of children. In particular, I find evidence that children in their early teens when the leaders arrived are more likely to be involved in gang-related crimes when they are adults. I also find evidence that these deportations, by increasing gang violence in El Salvador, increase child migration to the US–potentially leading to more deportations. However, I find that in municipalities characterized by stronger organizational skills and social ties in the 1980s, before the deportation shocks, gangs of US origin are less likely to develop. This study programme, which forms one element in a broader “Armed Violence and Poverty Initiative”, aims to provide the full documentation of that correlation which DFID feels is widely accepted but not confirmed. Criminal threats, fragile political and judicial systems, and social hardships such as poverty and unemployment contribute to widespread insecurity in the region. Consequently, improving security conditions in these countries is a difficult, multifaceted endeavor. Since U.S. drug demand contributes to regional security challenges and the consequences of citizen insecurity in Central America are potentially far-reaching, the United States is collaborating with countries in the region to implement and refine security efforts. Criminal Threats Well-financed drug trafficking organizations (DTOs), along with gangs and other criminal groups, threaten to overwhelm Central American governments. Counternarcotics efforts in Colombia and Mexico have put pressure on DTOs in those countries, leading some to increase their operations in Central America—a region with fewer resources and weaker institutions with which to combat drug trafficking and related criminality. Increasing flows of narcotics through Central America are contributing to rising levels of violence and the corruption of government officials, both of which are weakening citizens’ support for democracy and the rule of law. DTOs are also increasingly becoming poly-criminal organizations, raising millions of dollars through smuggling, extorting, and sometimes kidnapping migrants. Given the transnational character of criminal organizations and their abilities to exploit ungoverned spaces, some analysts assert that insecurity in Central America poses a potential threat to the United States.

Crime Threats There is serious risk from crime in San Salvador. El Salvador is the most densely populated country in Central America, with more than six million people living in an area the size of Massachusetts, high unemployment and generally low wages, and comparatively high housing costs. Some of these factors push families in lower economic status into marginal housing zones. These zones, located throughout urban areas, including in upscale neighborhoods, provide a point of origin and safe haven for criminals. Crime can run the gamut from credit card skimming to homicide, and is characterized by violence directed against known targeted victims and targets of opportunity. No information suggests that criminals specifically target U.S.

    Spreading Gangs: Exporting US Criminal Capital to El Salvador Maria Micaela Sviatschi Princeton University∗y April 7, 2020 Abstract This paper provides evidence showing how deportation policies can backfire by dissemi- nating not only ideas between countries but also criminal networks, spreading gangs, in this case, across Central America and spurring migration back to the US. In 1996, the US Illegal Immigration Responsibility Act drastically increased the number of criminal deportations. In particular, the members of large Salvadoran gangs that developed in Los Angeles were sent back to El Salvador. Using variation in criminal deportations over time and across cohorts combined with geographical variation in the location of gangs and their members’ place of birth, I find that criminal deportations led to a large increase in Salvadoran homicide rates and gang activity, such as extortion and drug trafficking, as well as an increase in gang recruitment of children. In particular, I find evidence that children in their early teens when the leaders arrived are more likely to be involved in gang-related crimes when they are adults. Criminal threats, fragile political and judicial systems, and social hardships such as poverty and unemployment contribute to widespread insecurity in the region. Consequently, improving security conditions in these countries is a difficult, multifaceted endeavor. Since U.S. drug demand contributes to regional security challenges and the consequences of citizen insecurity in Central America are potentially far-reaching—as demonstrated by the increasing number of migrants, asylum seekers, and refugees arriving at the U.S. border—the United States is collaborating with countries in the region to implement and refine security efforts. Criminal Threats Well-financed drug trafficking organizations, gangs, smugglers, and other criminal groups are threating citizen security and the rule of law in Central America. The isthmus has become a major transshipment point for illicit drugs as counternarcotics efforts in Colombia and Mexico have disrupted other trafficking routes to the United States. At the same time, clashes between street gangs have paralyzed cities and intensified violence. Several Central American countries now have homicide rates that are among the highest in the world. The resulting desperation has created opportunities for smugglers and traffickers to prey on Central Americans attempting to travel, or to send their children, to the United States. Social and Political Factors Throughout Central America, underlying social conditions and structural weaknesses in governance inhibit efforts to improve security.
