Not because ‘them’ at city hall particu- larly like bicycles, but because Copenhagen has discovered that all those cyclists turn the city into a pleasant place to live. The benefits are obvious: a bicycle doesn’t pollute, cyclists don’t cause any traffic congestion and they are fitter too. Copenhagen is full of cyclists now. Nearly four in ten commuters cycle into work, and the city wants half of the residents to use their bikes in six years’ time. The ambitions are infectious. It’s nearly a full day’s work for council officials to speak to delegations from all over the world. Me- tropolises across the globe are faced with pollution, congestions and obesity. Denmark is not the only country with a lot of cyclists; in the Netherlands too, bicycles are a normal part of daily life. Everyone has a bicycle and uses it to get to work, the shops, the nursery or school. The bicycle is so commonplace, that we in the Netherlands would almost forget that it’s something special. With their successful cycling policies, the Netherlands and Denmark offer the world a formula that turns the city into a habitable and attractive place. He is the ‘technical and environmental mayor’ of Copenhagen, a kind of alderman. After the main mayoralty, his posi- tion is one of the most prestigious on the city council. Bondam has cre- ated a distinct profile for himself in terms of cycling policy, and he has managed to find a council majority for his ambitious objectives. This essay explores how three such northern European cities, Gothenburg with 9% of trips made by bicycles, Malmo with 29% and Groningen with 60%, work with infrastructure and information to encourage a greater use of the bicycle in everyday urban transportation. The cities have been compared using data from publications, interviews with key people and field observations. The comparative approach revealed that there are factors in the policies that appear to contribute to the widely varying levels of cycling in the three cities. We conclude that infrastructure design that puts the priority on bicycles rather than cars makes cycling more competitive. Such measures as making cycling quicker than driving and the provision of bicycle parking facilities at transport hubs extends the attractiveness of cycling for inter-city commuters.

Juni 135, 10623 Berlin, Germany September 5, 2020 Abstract The bicycle is a low-cost means of transport linked to low risk of COVID-19 trans- mission. Governments have incentivised cycling by redistributing street space as part of their post-lockdown strategies. We evaluated the impact of provisional bicycle infras- tructure on cycling traffic in European cities using a generalised difference-in-differences design. We scraped daily bicycle counts spanning over a decade from 736 bicycle coun- ters in 106 European cities. We combined this with data on announced and completed pop-up bike lane road work projects. On average 11.5 kilometres of provisional pop-up bike lanes have been built per city. Each kilometre has increased cycling in a city by 0.6%. We calculate that the new infrastructure will generate $2.3 billion in health benefits per year, if cycling habits are sticky. 1 Introduction As social and economic activity resume after a period of social distancing to curb COVID- 19, policy-makers are seeking mitigation measures with favourable cost-benefit ratios that can be implemented in the short-run. While overall mobility is almost back to pre-crisis lev- els in many European countries, the use of public transport is still lagging behind1. Early evidence points to shifts from public transport to car use as users react to the pandemic2.
