SPRINTER SMART GROWTH WORKING GROUP MEETING APPROVE SUMMARY The Working Group should review and approve the January 31, 2007, Meeting Summary. REPORTS (3 through 6) 3. DEBRIEF FROM SPRINTER STATION AREA TOUR (WG members) DISCUSS Working Group (WG) members will have the opportunity to share comments and questions regarding the station area sites visited during the SPRINTER tour on March 14. Working Group members are asked to comment on site constraints common among the station areas, and strategies being implemented to address those constraints. +4. I-PLACE3S SKETCH MODELING TOOL (Carolina Gregor) INFORMATION I-PLACE3S is a “sketch modeling” tool designed to help planners and communities develop alternative “what-if” land use scenarios for selected planning areas, and evaluate those scenarios based on indicators related to housing, jobs, and other public facilities. The I-PLACE3S tool could be used to develop and evaluate alternative smart growth land use scenarios around the SPRINTER stations. SANDAG is scheduling I-PLACE3S training workshops for planning directors, their staffs, transit agency planners, and other interested parties on May 22 and 23. The Working Group should discuss whether members would like to have a dedicated training session. +5. SPRINTER SERVICE PLAN AND BUS COORDINATION (Stefan Marks) DISCUSS NCTD staff will brief the Working Group about the new North County Transit Network that will be implemented in conjunction with the scheduled opening of the SPRINTER in December 2007. A network diagram, individual route maps, and a memorandum describing changes in each community are attached. 6. The group selected Jerry Backoff as Chair and Michael Shanahan as Vice-Chair, and agreed on the following changes to the Working Group charter. • The Working Group will include two voting members from North County Transit District (NCTD). • The Working Group dropped the word “stakeholders” from the group’s name. Agenda Item #3: Proposed Development in Smart Growth Areas Surrounding Future SPRINTER Stations Working Group members provided descriptions of proposed development projects (starting in Oceanside and ending in Escondido) in the Smart Growth Opportunity Areas identified on the Smart Growth Concept Map at the 15 stations along the SPRINTER line. 3 Oceanside • CityMark mixed-use development near the Oceanside Transit Center. Vista • Pilot Project located at Santa Fe and Vista Village which will include mixed-use residential and commercial land uses. County of San Diego • Widening of Buena Creek at Santa Fe Drive from two to four lanes. City of San Marcos • Palomar Station project proposal was turned down by the City Council because of issues related to the co-location of residential and industrial uses. • CSU San Marcos is considering the possibility of developing housing for faculty and staff along the SPRINTER line. City of Escondido • Downtown Specific Plan is being revised to allow TOD development surrounding the Escondido Transit Center. The station would serve local buses, the SPRINTER, Bus Rapid Transit (BRT), and Greyhound. Comments from Working Group members and attendees regarding development in the smart growth areas along the SPRINTER line included: • Complaints by industrial owners about encroachment of residential uses and the potential need for guidelines to address co-location issues. • Potential health risks of co-location which may be minimal given the potential for industrial uses moving to other locations. • CSU San Marcos is putting out feelers regarding off-campus housing for faculty and staff along the SPRINTER line. • Developers are interested in developing mixed-use projects along the SPRINTER line. • Station parking and parking for other uses needs to be considered in association with projects in smart growth areas. • Shuttles may be needed to serve some uses and areas in conjunction with SPRINTER service, e.g. Palomar Pomerado hospital in Escondido, San Marcos, and Escondido. • Infrastructure upgrades may be needed in smart growth areas to serve higher density development. • A tour of the SPRINTER line was suggested for working group members and elected officials. 4 • Visualization of what smart growth could look like around the SPRINTER stations would be a helpful tool in implementing land use changes. • A presentation should be made to the Working Group about the new hospital planned in Escondido and its LEED approach. Agenda Item #4: Bus Stops in Future SPRINTER Station Surrounding Areas Stefan Marks discussed the need to make bus stop improvements in areas surrounding the future SPRINTER stations: • Most SPRINTER stations will have on-street bus stops. • NCTD has a grant to design and construct 27 bus stops. • Improvements to existing bus stops will need to occur before the SPRINTER opens at the end of 2007. • NCTD will be working with local jurisdictions on plans for these stops. Agenda Item #5: North County Transit District (NCTD) Public Workshops on Transit- Oriented Development North County Transit District (NCTD) hosted workshops in September to solicit public input regarding improvements and transit-oriented development at the Oceanside, Escondido, and Carlsbad transit centers. NCTD discussed the results of these workshops. • Common themes were that stations should be safe and convenient. • The public stated that they wanted real-time arrival information, plentiful seating, shading and restrooms. • NCTD is working with a consultant on conceptual land use plans and fiscal issues for the development of these areas and will be going back to the local jurisdictions with more information in the late summer. Agenda Item #6: I-15 Interregional Partnership Housing Strategy Susan Baldwin described the I-15 Interregional Partnership, and the workforce housing strategy that is part of Phase III of the effort. • There is a need for more moderate income housing in North County and Smart Growth areas around the SPRINTER stations provides a good opportunity for this type of housing. • SANDAG is working with CSU San Marcos and Palomar Pomerado Health to identify potential opportunities for and to assess the financial feasibility of workforce housing along the SPRINTER line. 5 Agenda Item #6: Topics for Future SPRINTER Smart Growth Meetings • The group agreed to do a SPRINTER tour in March; the date, time, and location to be determined. • Initially, the group may want to meet more frequently than quarterly. • Policies that foster and hinder smart growth and ways to deal with these issues should be identified/catalogued and discussed in more detail by the group. • There are a number of organizations and publications that discuss how to implement smart growth that local jurisdictions can use as they undertake land use changes around the SPRINTER stations. One resource suggested was www.reconnectingamerica.org. • Further discussion of the housing needs for seniors and students should be undertaken. • The potential

    ATTACHMENT 16A RESOLUTION NO. 20-03 RESOLUTION OF THE BOARD OF DIRECTORS OF THE NORTH COUNTY TRANSIT DISTRICT APPROVING THE PUBLIC TRANSPORTATION AGENCY SAFETY PLAN (PTASP) WHEREAS, the North County Transit District (“NCTD”) has safety as a core value of the agency; and WHEREAS, Title 49, Subtitle B, Chapter VI, Part 673 – Public Transportation Agency Safety Plan (“PTASP”) requires that an agency PTASP must be approved by its governing Board; and WHEREAS, Title 49, Subtitle B, Chapter VI, Part 674 – State Safety Oversight, requires the California Public Utilities Commission (“CPUC”), which is the State Safety Oversight Agency, ensure the transit agency has a PTASP compliant with 49 CFR Part 673 that has been approved by the governing Board; and WHEREAS, NCTD’s PTASP sets forth a sufficiently explicit process for safety risk management, with adequate means of risk mitigation for the rail fixed guideway public transportation system; which: • includes a process and timeline for annually reviewing and updating the safety plan; • includes a comprehensive staff training program for the operations personnel directly responsible for the safety of NCTD; • identifies an adequately trained safety officer who reports directly to the general manager, president, or equivalent officer of the Rail Transit Agency (RTA); • includes adequate methods to support the execution of the Public Transportation Agency Safety Plan by all employees, agents, and contractors for the rail fixed guideway public transportation system; and • sufficiently addresses other requirements under the regulations 49 CFR Part 673. NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the North County Transit District hereby approves the NCTD Public Transportation Agency Safety Plan (“PTASP”) as set forth in full in Exhibit A to this Resolution.

The NCTD will convert an existing 22-mile freight rail corridor that runs parallel to State Route 78 (SR-78) into a Diesel Multiple Unit passenger rail system. The existing right of way connects the cities of Oceanside, Vista, San Marcos, Escondido, and unincorporated areas of San Diego County. The project includes the construction of 1. 7 miles of new track to provide service to California State University, San Marcos (inland of the coastal zone). The line will have 15 stations (two that are in the coastal zone) and the system will be single-tracked with three sections of passing track, each 3.5 miles in length. The existing track supports three freight rail round trips per week. After the completion of the proposed project, NTCD will operate a maximum of 72 passenger trains per day in addition to the freight traffic, which will occur at night. The proposed project is consistent with the public access policies of the California Coastal Management Plan (CCMP).
