I-PLACE3S is a “sketch modeling” tool designed to help planners and communities develop alternative “what-if” land use scenarios for selected planning areas, and evaluate those scenarios based on indicators related to housing, jobs, and other public facilities. The I-PLACE3S tool could be used to develop and evaluate alternative smart growth land use scenarios around the SPRINTER stations. SANDAG is scheduling I-PLACE3S training workshops for planning directors, their staffs, transit agency planners, and other interested parties on May 22 and 23. The Working Group should discuss whether members would like to have a dedicated training session.

Agenda Item #2: Draft Charter for the SPRINTER Smart Growth Stakeholders Working Group

The Working Group members were asked to review the draft charter. The group selected Jerry Backoff as Chair and Michael Shanahan as Vice-Chair, and agreed on the following changes to the Working Group charter.

• The Working Group will include two voting members from North County Transit District (NCTD).

• The Working Group dropped the word “stakeholders” from the group’s name.

Agenda Item #3: Proposed Development in Smart Growth Areas Surrounding Future SPRINTER Stations

Working Group members provided descriptions of proposed development projects (starting in Oceanside and ending in Escondido) in the Smart Growth Opportunity Areas identified on the Smart Growth Concept Map at the 15 stations along the SPRINTER line.

Oceanside

• CityMark mixed-use development near the .

Vista

• Pilot Project located at Santa Fe and Vista Village which will include mixed-use residential and commercial land uses.

County of San Diego

• Widening of Buena Creek at Santa Fe Drive from two to four lanes.

City of San Marcos

• Palomar Station project proposal was turned down by the City Council because of issues related to the co-location of residential and industrial uses.

• CSU San Marcos is considering the possibility of developing housing for faculty and staff along the SPRINTER line.

City of Escondido

• Downtown Specific Plan is being revised to allow TOD development surrounding the . The station would serve local buses, the SPRINTER, Bus Transit (BRT), and Greyhound.

Comments from Working Group members and attendees regarding development in the smart growth areas along the SPRINTER line included:

• Complaints by industrial owners about encroachment of residential uses and the potential need for guidelines to address co-location issues.

• Potential health risks of co-location which may be minimal given the potential for industrial uses moving to other locations.

• CSU San Marcos is putting out feelers regarding off-campus housing for faculty and staff along the SPRINTER line.

• Developers are interested in developing mixed-use projects along the SPRINTER line.

• Station parking and parking for other uses needs to be considered in association with projects in smart growth areas.

• Shuttles may be needed to serve some uses and areas in conjunction with SPRINTER service, e.g. Palomar Pomerado hospital in Escondido, San Marcos, and Escondido.

• Infrastructure upgrades may be needed in smart growth areas to serve higher density development.

• A tour of the SPRINTER line was suggested for working group members and elected officials.

• Visualization of what smart growth could look like around the SPRINTER stations would be a helpful tool in implementing land use changes.

• A presentation should be made to the Working Group about the new hospital planned in Escondido and its LEED approach.

Agenda Item #4: Bus Stops in Future SPRINTER Station Surrounding Areas

Stefan Marks discussed the need to make bus stop improvements in areas surrounding the future SPRINTER stations:

• Most SPRINTER stations will have on-street bus stops.

• NCTD has a grant to design and construct 27 bus stops.

• Improvements to existing bus stops will need to occur before the SPRINTER opens at the end of 2007.

• NCTD will be working with local jurisdictions on plans for these stops.

Agenda Item #5: North County Transit District (NCTD) Public Workshops on Transit- Oriented Development

North County Transit District (NCTD) hosted workshops in September to solicit public input regarding improvements and transit-oriented development at the Oceanside, Escondido, and Carlsbad transit centers. NCTD discussed the results of these workshops.

• Common themes were that stations should be safe and convenient.

• The public stated that they wanted real-time arrival information, plentiful seating, shading and restrooms.

• NCTD is working with a consultant on conceptual land use plans and fiscal issues for the development of these areas and will be going back to the local jurisdictions with more information in the late summer.

Agenda Item #6: I-15 Interregional Partnership Housing Strategy

Susan Baldwin described the I-15 Interregional Partnership, and the workforce housing strategy that is part of Phase III of the effort.

• There is a need for more moderate income housing in North County and Smart Growth areas around the SPRINTER stations provides a good opportunity for this type of housing.

• SANDAG is working with CSU San Marcos and Palomar Pomerado Health to identify potential opportunities for and to assess the financial feasibility of workforce housing along the SPRINTER line.

Agenda Item #6: Topics for Future SPRINTER Smart Growth Meetings

• The group agreed to do a SPRINTER tour in March; the date, time, and location to be determined.

• Initially, the group may want to meet more frequently than quarterly.

• Policies that foster and hinder smart growth and ways to deal with these issues should be identified/catalogued and discussed in more detail by the group.

• There are a number of organizations and publications that discuss how to implement smart growth that local jurisdictions can use as they undertake land use changes around the SPRINTER stations. One resource suggested was www.reconnectingamerica.org.

• Further discussion of the housing needs for seniors and students should be undertaken.

• The potential for tax increment financing to provide infrastructure for these areas should be considered.

The next meeting will be held Wednesday, April 11, 2007, from 1:30 to-3:30 p.m. at the City of San Marcos, Valley of Discovery Room.

I-PLACE3S SKETCH MODELING TOOL File Number 3003900

Introduction

SANDAG recently received grant funding from the California Regional Blueprint Planning Program to develop, refine, and test an interactive internet-based sketch modeling tool called “I-PLACE3S.” The I-PLACE3S program is designed to provide planners and communities with the opportunity to develop alternative “what-if” land use scenarios for selected planning areas and evaluate the results of those scenarios based on indicators related to housing, jobs, and other public facilities. The primary value of the model is that it allows participants to gain immediate feedback to view the effects of each growth scenario at both the neighborhood and regional scale. While still under development, the I-PLACE3S tool has the potential to evolve into a cutting-edge, community- oriented planning tool in both local and regional settings.

Over the past year, SANDAG has been working with the I-PLACE3S consultant to integrate the region’s most recent land use and transportation data into the I-PLACE3S model. As a result, the I-PLACE3S program now includes both existing and planned land uses at the parcel level based on SANDAG’s 2004 Capacity File used in the production of the final 2030 Regional Growth Forecast. In addition, as part of a Pilot Program to test the application of the I-PLACE3S model, SANDAG has recently begun working with the City of Escondido to examine the effectiveness of this tool in the update of the Escondido Downtown Specific Plan, which currently is underway.

This report provides an overview of the I-PLACE3S sketch modeling tool, a summary of SANDAG’s efforts to develop the tool, and possible next steps and enhancements, depending upon initial results of the Escondido pilot test case. SANDAG staff will demonstrate initial uses of the I-PLACE3S tool at the March 8, 2007, Technical Working Group meeting.

Discussion

I-PLACE3S Sketch Modeling Tool and Development Efforts

SANDAG has been working with EcoInterative Inc., the company that operates I-PLACE³S, to develop and customize the I-PLACE3S program for use in the San Diego region. The I-PLACE3S program is a web-based urban planning tool that enables residents, planners, elected officials, and stakeholders to create and analyze planning scenarios for their communities and the region.

This interactive tool allows planners/stakeholders to review a menu of land use “place types,” and apply place type assumptions to specific parcels within the planning area. This process results in the creation of alternative land use scenarios for the given planning area. Communities can create as many alternative land use scenarios as they wish for the area.

The I-PLACE3S tool then computes data at the sub-parcel level for specific indicators such as employees, dwelling units, population, and vehicle trips, among others, and compares the results of each scenario vis-a-vis the chosen indicators. In doing so, the model helps communities better understand the implications of growth decisions relating to development and redevelopment potential, housing and jobs relationships, and public infrastructure improvements, including transit access.

One of the most important features of I-PLACE3S is that data computations generally take several seconds to run. Thus, the model allows planners/stakeholders to gain immediate feedback on the effects of each growth scenario. In addition, because I-PLACE3S is a web-based planning tool, planners with protected passwords can access the I-PLACE3S tool via the Internet from their computer desktops, and further refine the alternative land use scenarios.

To date, the Sacramento Area Council of Governments (SACOG) has used the I-PLACE3S model most successfully. SACOG’s efforts focused on developing and evaluating a regional “blueprint” for the six counties and 22 cities in the Sacramento region. In this context, I-PLACE3S was used at dozens of interactive planning workshops to help residents, planners, and decision-makers evaluate land use choices through public discussions and mapping exercises. Based on the use of the I-PLACE3S tool, SACOG was able to develop and build consensus on a regional land use framework that is now serving as the basis for the update of their Regional Transportation Plan.

While SANDAG anticipates that its application of the I-PLACE³S model will build upon SACOG’s efforts, we expect that initial uses will be focused on smaller-scale planning efforts in jurisdictions that (1) have identified smart growth areas on the Smart Growth Concept Map, and (2) request the use of the tool as a resource to analyze smart growth scenarios within these areas. SANDAG is currently testing this approach in partnership with the City of Escondido on its Downtown Specific Plan Update. The overall goals of this pilot program are to test the application of I-PLACE3S on a real-world planning project within the region; continue to refine the I-PLACE3S tool for use in other areas within the San Diego region; and assist Escondido with a planning tool that effectively integrates mapping and data functions into a single comprehensive system.

Possible Next Steps and Enhancements

Depending upon the outcomes of the pilot test case with Escondido, staff anticipates several potential enhancements to the I-PLACE3S model, including features that would help assess the following indicators at a neighborhood and regional scale:

• Energy and air quality, • Trip generation, • Transit and pedestrian friendliness, and • Return on Investment (ROI).

Other potential enhancements could include the integration of 3-D visualization tools into the I-PLACE3S model, providing a mechanism for participants to “see” the scale and intensity of alternative land use scenarios under discussion.

If Working Group members express interest in this planning tool, SANDAG will arrange training workshops for planning directors and their staffs as part of SANDAG’s spring Technical Workshops. These training sessions would be held on Tuesday, May 22, and Wednesday, May 23, 2007.

The I-PLACE3S tool is part of an evolving “Smart Growth Tool Kit” that SANDAG is beginning to develop as part of its Fiscal Year 2008 Overall Work Program.

SUBJECT: Summary of Service Changes for December 2007 by Each Community ______

This summary provides the following overview of BREEZE and FAST routes in each community: • How BREEZE and FAST routes are changing as they are integrated with the SPRINTER. • Where the District is proposing service improvements (either more frequent buses, additional service on new streets or new areas, or, faster connections) • Where the District is proposing service adjustments (either less frequent buses, reducing or removing service on existing streets or existing areas) • Draft maps of proposed routes are included in this briefing and staff expects to have other maps available for review at your meeting. The review of service is by community first along the SPRINTER from west to east and then along the from north to south.

BACKGROUND: The SPRINTER is scheduled to begin revenue service in December 2007. Staff will present the proposed transit network, review service levels, discuss trip times and identify areas and/or existing routes that will change as a result of the service design changes. Attachment 1 is a network diagram showing the SPRINTER and nearby bus routes proposed for December 2007. Attachment 2 describes the significant changes by community, highlighting major destinations and route revisions. A key assumption is that a proposal to discontinue four low performing routes in August 2007 is approved by the NCTD Board. These routes are not assumed in the North County Transit Network when the SPRINTER opens (Routes 310, 316, 353/355 and Route 426 - Carlsbad Village Coaster Connection).

Two Public Hearings are expected to be scheduled for proposed service changes: one for August 2007 changes which will relate to the District’s annual evaluation of route performance; and the second for the proposed transit network when the SPRINTER opens in December 2007. We will also review the schedule for the public hearing process.

FISCAL IMPACT: The SPRINTER adds 19,840 scheduled service hours. The proposed BREEZE network is estimated to total 475,000 service hours annually in FY 2008 and 450,000 service

hours in FY 2009, down from 500,000 service hours in FY 2007. The combined BREEZE and SPRINTER network totals approximately 470,000 service hours annually in FY 2009. This represents a six percent drop in current service hours based upon the SPRINTER replacing some duplicate bus services along the new rail line. The SPRINTER, as a high capacity service, requires far fewer vehicle service hours than the BREEZE to provide a comparable quantity of service capacity. Review BREEZE Routes which are not proposed to change in Oceanside – Route 101, 302, 303, 397, 395 The principal changes in Oceanside to bus routes are centered along the SPRINTER. Oceanside Boulevard Route 318 – Oceanside Boulevard which was originally proposed to be discontinued is retained but split in two parts as the new 318 and 333 covering Oceanside to Rancho Del Oro from Oceanside Transit Center and Avenida Del Oro to Vista Transit Center with Route 333 starting at Town Center North. Route 311/312 is revised to serve the Eastside neighborhood only. Canyon Drive from Mission Avenue to Oceanside Boulevard is no longer served but is within walking distance of Routes 303, 311/312, 313 and 318. North-South Connections and Focus on Tri-City Area, Mira Costa College and Quarry Creek Shopping Center Routes 315, 317 and 319, 325 and 333 from Town Center North serve the four eastern Oceanside SPRINTER stations. Service is extended to Quarry Creek Shopping Center on Marron Road. Service is added through the Ocean Ranch Business Park every hour. Thirty minute service is added from Rancho Del Oro Station to MiraCosta College and Quarry Creek every day. Sunday service is added on Route 325 which serves the Marvin and Sherboune neighborhood, College Boulevard and Carlsbad Village. Express connection to Plaza Camino Real Transit Center from Oceanside Transit Center is retained Route 309 replaces Route 320 between Oceanside Transit Center and Plaza Camino Real Transit Center. Service operates every half hour Monday-Saturday; Sunday between both centers is hourly. Half hourly service on Route 302 is also available every day and takes about five minutes longer. Camp Pendleton All routes are retained except Route 409 which is replaced by 30 minute service on Route 315. Peak hour service is improved to 30 minutes through Mainside, to the Naval Hospital and to the 22 Area. Rear Gate Area Service is improved with 30 minute peak service to Plaza Camino Real and Carlsbad on one bus. A transfer is added for passengers wishing to go to downtown Oceanside via Route 303, which runs weekdays every 15 minutes. With service having grown to every 15 minutes on Route 303, Route 315’s service on Mission Avenue is no longer needed. Mesa Drive, Via Rancho Road, Old Grove Road and Frazee Road Route 313 is proposed to end at Oceana. Route 313 service will be replaced east of Oceana on Old Grove Road and Frazee Road by Route 333. Service on Mesa Drive between El Camino Real and Rancho Del Oro would be discontinued. This would affect riders at two current bus stops where ridership was reported at 1 and 2 boardings in the last annual passenger count provided by SANDAG. Service on Via Rancho Road between Ivy Ranch and Old Grove Road would also be discontinued but other service is available on Routes 317 and 333 within a ¼ mile of existing bus stops.

El Camino High School The main bus stops to drop and pickup students would be relocated to Via Rancho Road on Route 317. Discontinued Routes Routes 310 (Oceanside to University Towne Center) and Routes 316 (Capistrano) are proposed to be discontinued in August due to low ridership.

Review BREEZE Routes which are not proposed to change in Vista – Route 303, 306, 332, 334/335, S. Vista FAST

The principal changes in Vista to bus routes are in the Townsite neighborhood and to Vista Business Park. The SPRINTER will be fastest way to go to Oceanside, San Marcos and Escondido. A new transfer point will be established at Maric College and on University Drive at North County Square shopping center. Circulation in Vista Routes 330/331 and 333 replace portions of the existing Route 318 on Melrose Drive and in the Townsite neighborhood (333). Route 336/337 which serves as a circulator is replaced by existing service on Routes 303, 306 and 333. No Sunday service is proposed to be provided on Bobier Drive and in the Oak Drive neighborhood. Hourly service on Route 306 on East Vista Way is available on Sundays.

Direct service from Vista to Tri-City Area is retained Initially in the FAST Forward service plan, Route 338 was proposed to be discontinued. This has been retained to provide a direct link from Vista to Tri-City Hospital and retain coverage in the Olive Avenue and Emerald Drive neighborhoods. Schools Route 333 provides a new direct link for eastern Oceanside students to Vista High School. Backup buses will continue to be provided to Rancho Buena Vista High School. Vista Business Park Existing Route 332 is retained. Route 344 on Palomar Airport Road is replaced by Route 321 between Carlsbad Village and Palomar College Transit Center in San Marcos. Route 321 will use the new Melrose Drive extension to serve the southern portion of the Vista Business Park and provide a new direct link from San Marcos and Carlsbad.

Service to Encinitas Route 404 which serves the agricultural areas along Rancho Santa Fe Road will be replaced by Route 364/365. Passengers will transfer at either La Costa Canyon High School or the future La Costa Town Square shopping center. Discontinued Route Route 353/355 which serves North Broadway, Ash Street and Rincon Middle School is proposed to be discontinued due to low ridership as part of the August service change. Rincon Middle School students may take Route 358/359 and walk to school. The County has added new sidewalks from North Broadway to the school site. This will affect 15 to 20 students daily while other routes provide nearby-bus service on this route (351/352, 354, 358/359).

Highway 101 Corridor Route 101 will serve Carlsbad Poinsettia Station and Avenida Encinas on alternating trips. Route 321 will replace Route 344 and will no longer serve Paseo Del Norte between Palomar Airport Road and Poinsettia Lane. This would affect between 5 and 20 riders who use Route 321 on this segment. Palomar Airport Road and Carlsbad Business Parks Route 321 will replace Route 344 and provide a peak hour extension to San Marcos. At non-peak times, the route will end at Legoland. Route 309 will be split into two routes at Plaza Camino Real (PCR) Transit Center to improve on-time performance. Route 309 will continue along the same route between PCR and Encinitas Station, and continue north to Oceanside Transit Center. Downtown Carlsbad and Schools Routes 322 and 324 will be replaced with Routes 315 and 325. Service will be discontinued on Jefferson, Las Flores, Pio Pico (5 riders outside of ¼ mile of bus on Carlsbad Village Drive) and Highland Streets. Route 325 which replaces Route 324 will serve the Schools and the route will be extended to Tamarack Avenue to provide access to a local shopping center (Vons and Rite Aid).

Service to Vista and MiraCosta College Currently Route 324 provides direct access south of SR-78 to Vista Transit Center via Lake Boulevard, DMV and the Vista Courthouse. The new Route 325 will change to offer more direct connections to the new College Boulevard SPRINTER Station, northern Oceanside, Tri-City Hospital and Town Center North. Access to DMV will require a transfer to Route 338/339 at Quarry Creek Shopping Center. Passengers traveling to Vista Courthouse will transfer at Plaza Camino Real to Route 302 and at Vista Transit Center to Route 332. This trip will take 28 minutes longer and is one of the only direct connections that is not maintained as part of the proposed network. Most passengers are traveling from Vista to the Courthouse currently. McClellan Palomar Airport Route 321 will run by the Airport on Palomar Airport Road. Due to security restrictions, the County Airport Authority will not permit buses to load or unload at the Terminal entrance. Staff is in discussion with County Airport staff to review an alternative location on Owens Avenue, though this will require an out-of-direction movement. Discontinued Route The Carlsbad Village Coaster Connection (Route 426) is proposed to be discontinued due to low ridership as part of the August service change. Year-to date through December, ridership totals 6.3 boardings an hour, below NCTD’s performance standard for COASTER Connections of 10 boardings per hour.

Route 321 will replace Route 344 and will no longer serve North Vulcan Avenue between La Costa Avenue and Encinitas Boulevard. This would affect up to 4 riders who use Route 321 at one stop on Vulcan Avenue at Sanford Street which would no longer be within a ¼ mile of La Costa Avenue, Leucadia Boulevard or Encinitas Boulevard. Senior Center Encinitas FAST would replace fixed route service to the Senior Center. Based on the annual passenger counts for the last three years by SANDAG, 2 people are using the current Route 365 to access the senior center on a daily basis. Inland Circulator – Route 365/365 and changes to Encinitas FAST A new inland circulator that replaces Routes 365 and Route 404 is proposed providing hourly service in both directions. This should provide more mobility for Encinitas residents allowing for fewer transfers. Encinitas FAST’s area would be revised to end along Willowspring Drive instead of along Rancho Santa Fe Road. The FAST are would be extended to cover the Senior Center between Delphinium Street and Balour Drive. High Schools The high schools would continue to be served and with the introduction of Route 365/365 should support more opportunities to make high school trips.
