Like her, Dr. James Perez Viernes has always looked out for my best interests and continues to inspire me as a young Chamorro scholar. I met Dr. Viernes around the same time as Señora Teresita Flores who showed me the depth and beauty of the Chamorro language. Señora Flores continues to demonstrate the value and pleasure of a career centered on culture, language, and heritage. Last but not least amongst this UOG family is Dr. Michael Clement, Jr. who is both a great History mentor as well as my appointed life coach. I appreciate his accepting every late-night phone call from Hawaii to talk me through each “crisis.” Through Dr. Clement, I met the lovely Francine Clement whose strength continues to inspire me. Through Dr. Hattori and Dr. Viernes, I learned of the Center for Pacific Islands Studies (CPIS), an institution deeply committed to serving Pacific communities and Oceanian students. It has been a pleasure working with committee members Dr. Terence Wesley- Smith, Dr. Tarcisius Kabutaulaka, and Dr. Lola Bautista, as well as other CPIS faculty and staff to include Dr. Alex Mawyer, Dr. Mary Hattori (now at Chaminade University), Dr. James Perez Viernes (now at UH Mānoa), Dr. Jan Rensel, Dr. Julie Walsh, Jennifer Mercado, Samalaulu Chrissy Lam Yuen, and Malia Infiel. As a Pacific historian specializing in the region known as “Micronesia”, he continues to be an inspiration to myself and others. Last but not least, thank you to my Marenau for your love, support, and patience. vi ABSTRACT This thesis is a historical analysis of economic development on Guam during the early U.S. naval administration (1898-1941). It focuses largely on the development of the agricultural industry which was perceived by colonial officials as the most accessible to Chamorros and therefore the industry with the greatest potential to transform Guam into a modern economy. By the early twentieth century, the United States was experiencing an economic depression, making it increasingly challenging to sustain its overseas empire. Consequently, the pro-imperial bureaucrats embarked on a campaign to make its colonies like Guam more “self-sustaining.” To lower the cost of administering the island and to combat food and funding shortages, the naval government imposed a series of development projects. Said to be implemented for the benefit of the people of Guam, these colonial projects worked to inscribe notions of American patriotism and loyalty onto Chamorro bodies and instill in them western economic values and practices.

Leaf from one of the most important antiphonals ever produced in Spain, presented by the Catholic Kings to the Dominican Convent Saint Thomas Aquinas [‘In nativitate virginis m introyto’]. c.1482-92. [Spain, probably Avila]. 35,000 $ This is an extraordinarily rare example of Spanish medieval art, “one of the most sumptuous and artistic series of choir-books in all Spain” (Bordona, Spanish Illumination). Enormous decorated leaf made for the Gradual of Ferdinand of Aragon (1452-1516) and his wife Isabella of Castille (1451-1504), joint rulers of Spain, known as the Catholic Monarchs, patrons of Christopher Columbus and conquerors of the last Spanish city still under Muslim rule (Granada). The dense decoration is constituted by an abundant flora and fauna (monkeys, birds, dears, and foxes), as well as putti, all painted in lively colors and gold. The arms emblazoned on this leaf can be dated to after their marriage in 1469 and to before their conquest of Granada in 1492. The Gradual was presented by the Catholic Kings to the Dominican Convent of Santo Tomas (Avila, in Old Castille), founded in 1478 and still in existence, as stated in Bordona’s Spanish Illumination. The Spanish arrival in the Americas arguably posed as many challenges for the Iberian monarchy and its peoples as it did for their New World counterparts. In a very short time span, Spain grew from a loose confederation of kingdoms into a global empire. Even as Christopher Columbus was embarking upon his epic voyage to the West, King Ferdinand and Queen Isabella were struggling to consolidate their power over the Iberian peninsula. The more than 700-year effort to repel the Moorish invasion from North Africa had just ended in 1492, and the monarchs faced considerable obstacles. On the one hand, they had to contend with the question of how to assimilate peoples that geography, culture, and religion (the Moors, for instance, were Muslims) long had distanced from one another. On the other hand, and in the absence of a clearly defined common enemy, they had to find a means of maintaining and strengthening their hold over the sizeable population of nobles (hidalgos) who earlier had offered them their loyalty in exchange for the possibilities of material gain. With the fighting over, the monarchs could no longer offer the longstanding incentives of land, honor, and treasure as a means of reigning in the nobility. Ferdinand and Isabella sat atop a veritable powder keg. Columbus's arrival in the New World drew Spain's internal conflicts and challenges into the global arena where distance made them even more problematic.

    Vigía: The Network of Lookout Points in Spanish Guam Carlos Madrid Richard Flores Taitano Micronesian Area Research Center There are indications of the existence of a network of lookout points around Guam during the 18th and 19th centuries. This is suggested by passing references and few explicit allusions in Spanish colonial records such as early 19th Century military reports. In an attempt to identify the sites where those lookout points might have been located, this paper surveys some of those references and matches them with existing toponymy. It is hoped that the results will be of some help to archaeologists, historic preservation staff, or anyone interested in the history of Guam and Micronesia. While the need of using historic records is instrumental for the abovementioned purposes of this paper, focus will be given to the Chamorro place name Bijia. Historical evolution of toponymy, an area of study in need of attention, offers clues about the use or significance that a given location had in the past. The word Vigía today means “sentinel” in Spanish - the person who is responsible for surveying an area and warn of possible dangers. But its first dictionary definition is still "high tower elevated on the horizon, to register and give notice of what is discovered". Vigía also means an "eminence or height from which a significant area of land or sea can be seen".1 Holding on to the latter definition, it is noticeable that in the Hispanic world, in large coastal territories that were subjected to frequent attacks from the sea, the place name Vigía is relatively common.

They have been able to adapt to life on Guam relati vely successfully while continuing to view themselves as Palauans and retaining close ties with Palau . The primary mechani sms in the maintenanc e of their identit y are the Pal a uan institution s. Similar in many resp ects to tho se found in Palau , the migrant institutions have their base in the kinship units , telungalek /kebliil, but va ry from the original as accommodation to life on Guam ha s demanded. These institution s give the migrants a context in which Pal auan langua ge and role relation ships can be experienced and channel s of reciprocity with Palau and among the migrant s ma intained. They also make adju stment to life on Gu am easier by pro viding a source of financi al, social , emotion al, and spiritual support to the migrant. • Palauan migrants residing on Guam present an example of a migrant ethnic group that is in the process of adaptating to a new social environment. My research was conducted among the Palauans of Guam from September 1977 through January 1978. One of the issues this research addressed was the maintenance of a Palauan ethnic identity while living on Guam. This article presents a brief description of the Palauan population on Guam and its social institutions , as they relate to the maintenance of Palauan ethnic identity and assist in a successful adaptation to life in the new environment.
