For the most part, entries consist of books and monographs published from 1960 through 1979. Entries are classified according to subject matter into eight majcr sections and 47 subcategories. Listed in each subcategory are the complete citations to publications directly relevant to that topic as well as a listing by entry number of other related publications that have been classified in another subcategory. Entries also indicate whether the publication contains a bibliography, and an accession number is provided for those in the ERIC system. Moreover, any entry that is an edited collection of articles lists the individual author and usually the title of each article in the collection. The appendix lists and describes the major indexing sources of public documents. An author Index and a subject index complete the bibliography. Layton, Chairman April 1980 FOREWORD The Politics of Education Association, in association with the ERIC Clearinghouse on Educational Management, is pleased to make available Anne Hastings' The Study of Politics and Educa- tion: A Bibliographical Guide to the Research Literature. Soon after its establishment in 1969, the Association supported the preparation of such a bibliography, but the time was not then propitious to bring such an effort to fruition.This volume meets the increasingly urgent need for the compilation of a bibliographical reference guide in a burgeoning field of multi- disciplinary research. The benefits of this volume should be immediately obvious to all who peruse it. To the research specialist it provides a handy guide to the various subfields that constitute the politics of education.Whether those interests focus on elementary-secondary or higher education, on a specific issue area, on the politics of educational finance, or in some other sphere or concentration, this bibliography is likely to speak to the researcher's immediate needs. For the educational practitioner this volume is no less valuable. As a current source on politics of education research, the bibliography contains the best listing available of what we know about educational politics. While few of the included entries are prescriptive in nature, the listed studies do contain a wealth of insights and understandings of considerable utility to the educational activist. The Study of Politics and Education will be of special assistance to graduate students. It provides an immediate short-cut to often tedious bibliographic searches designed to acquaint oneself with a particular literature. Further, the bibliography provides a baseline by which one can assess the adequacy of other literature searches and surveys. This bibliographical guide demonstrates most effectively that politics of education writing and research have become a focal activity for many political scientists, sociologists, journalists, educators, and others. A decade ago this volume would have been less than half its present size. While many of the issues dominating educational politics in the past ten years have come and gone, scholarly research and published studies give no sign of diminishing.Earlier concerns about the possible faddishness of politics of education research have proved to be unwarranted. The Politics of Education Association is greatly indebted to Anne Hastings for accepting its offer to compile the first comprehensive bibliography on the politics of American education. The development of a bibliography of this size and scope has been no simple task, and Ms. Hastings can be proud of the results she has obtained. The Association is also appreciative t 3 4 of the support provided to Ms. Hastings by her mentors and colleagues at.the University of Virginia. Hastings Charlottesville, Virginia April 1980 iii INTRODUCTION The Study of Politics and Education:A Biblio ra hic Guide to the Research Literature has been designed prar ly as a research tool for scholars and students of the politics of education. In 1t, I have sought to collect the literature most useful to the study of the politics of educationi.e., literature from the field itself, as well as selected related literature from political science, public policy, and educa- tion-- -and arrange it topically in a convenient, easy-to-use format. However, because many of the publications are not highly specialized, technical, or theoretical, but speak to critical contemporary educational issues, educational prac- titioners of every sort should also find this bibliography a handy reference guide. Finally, scholars and students in other fields of inquiry, such as the sociology or economics of education or educational administration, will find several sections directly relevant to their research concerns. My purpose in compiling the bibliography was not to pro- vide definitive coverage of the field itself; in some respects my purpose was narrower and in other respectsbroader than that. It was narrower in that I was not attempting to define, either explicitly or implicitly, the boundaries of the field of politics of education, a field which in its short twenty- year existence has branched off in multiple and diverse directions.As Paul Peterson has observed: The politics of education is a new field, but so far it has very little discipline to it. Like its nighbours Argentina and Chile, Brazil based its electricity reforms on the orthodox therapies of privatisation and liberalisation. The industry was well-positioned to benefit from the reforms: it was technically sophisticated, relatively efficient, and attractive to both domestic and foreign investors. Electricity rates had been suppressed for a long time, but they were not populist and it was the residential customer who cross-subsidised industry.

Each state‘s relative share of these programs is described. The geographic themes, patterns, and images from these programs are analyzed, with an emphasis on identity in five American regions: the Mid-Atlantic, New England, the Midwest, the South, and the West. Hannon Services iii HAWLEY, BARBARA S., PH.D., August 2019 FOUNDATIONS, LEADERSHIP, AND ADMINISTRATION HOW PRINCIPALS ENACT INSTRUCTIONAL LEADERSHIP IN K–5 URBAN SCHOOLS (198 pp.) Co-Directors of Dissertation: Rosemary Gornik, Ph.D. Stephen Mitchell, Ph.D. The purpose of this study was to explore how urban elementary principals enact instructional leadership in K–5 urban elementary public schools at a time when principals are held accountable for students’ state test scores. The participants in this bounded case study were three urban elementary principals from the same school district. Data collection was obtained from interviews, documents, and school walks in the participants’ schools. The following three themes emerged: (a) instructional leadership was shaped by district focuses, (b) building positive school climate was important to principals as instructional leaders, and (c) principals in urban districts face a variety of challenges.
