I N T R O D U C T I O N The Regulatory Authority of Electronic and Postal Communications (RAEPC) is an independent regulatory authority in the area of electronic and postal communication services, which functions based on the Law No. 04/L-109 on Electronic Communications and is given additional responsibilities and competences in the area of postal services, by the Law No. 03/L-173 on Postal Services. In the capacity of National Regulatory Authority (NRA) responsible in the area of electronic and postal communications, in addition to duties and authorizations provided by the Law No. 04/L- 109 on Electronic Communications (hereinafter: Law on EC), to the Regulatory Authority of Electronic and Postal Communications (hereinafter: Authority) were given additional competences and responsibilities in the area of postal services as well as with the provisions of the Law No. 03/L-173 on Postal Services (hereinafter: Law). Authority, as a regulatory of postal services is responsible for the implementation of legal provisions – applicable laws and inter alia has the following competencies: Issues and revokes licenses of postal operators for providing universal postal services and other services; Approves fees for universal and reserved postal services, proposed by the public postal operator; Determines the degree of weight –limit, for the reserved postal services; Determines fees for issuing licenses and annual taxes for provision of postal services as well as deadlines for performing the payments; Proposes to the Ministry rules for provision and fulfilment of standards for performing postal services; Keeps the registry of issued licenses with the relevant data; Oversees the observance of conditions set by the license and in case of violation of the terms of the license takes the necessary measures vis-à-vis the postal operators; Oversees the use of postal service fees and proposes legal measures in cases when the mail operator imposes or uses tariffs contrary to the measures stipulated by this law; Monitors the developments related to postal sector and market of postal services and takes the necessary measures to ensure equality and transparency for competition in the market of postal services; Settles disputes between postal operators and costumers with postal operators; Adresa: Str. The Authority, through this document - report, presents key indicators of statistical data in the Postal Services Sector for 2015, in the Republic of Kosovo, as well as comparisons and changes during 2014 and 2013. Document-report aims to inform the stakeholders, namely licensed postal operators and potential operators who intend to enter the market of postal services to provide services to users-consumers, namely to inform the public by providing a clear overview of the postal sector and services in the country. Document-report is prepared based on received-reported data and information for the period 1 January to 31 December 2015 by postal service operators, referring to postal activities and services and other data related to the provision and performance of postal and courier services. The Authority notifies and explains to all stakeholders in the postal service sector and to the public that based on its legal obligations and considering the secrecy and confidentiality of data, not all information, data and indicators reported by postal operators are involved and published in this document. In order to gather the necessary data by postal operators and postal service providers, the Postal Service Sector (hereinafter: PSS) within the Authority has integrated obligations and duties to report pursuant to Regulation No. 11 for periodical statistical data of operators who provide telecommunications and postal services' (Ref. No. Prot. 048/B/11, dated 13/09/2011) (hereinafter: Regulation), by preparing a questionnaire for periodical reporting of postal service statistical data, according to which the postal operators are required to periodically report to the Authority. Postal services, legal framework, activities conducted, objectives and challenges Postal services imply services provided by a postal service provider that is licensed-authorized by the competent state body (Authority-RAEPC). Postal services are performed by Postal Operators (hereinafter: PO), who upon request by users/consumers, which means services; receiving or collecting, processing, transport, distribution and delivery of postal shipments to the recipient's address or to the addressee through a fee-price (postal tax) for performing the postal service. 2.1. Legal and regulatory framework The postal service sector is regulated by Law No. 03/L-173 on Postal Services and other bylaws issued based on this law. In addition to the documents issued by the line ministry (MED), the Authority has issued a number of bylaws for the purpose of implementing and supplementing provisions of the law, with regulatory effect such as regulations, decisions. What motivates such changes and what are the primary actors and factors that make groups have a certain mapping perception and when virtual shifts occur? This broad and general question is broken down into two empirical and specific questions: (1) how the understanding of the Albanian nation takes on different geographical borders over time-- with some periods associated with the Albanian nation mapping onto Albania's state borders and other periods the Albanian nation expanding on the broader concept of "Greater Albania", and (2) why different Albanian communities (in Albania in one hand and Macedonia and Kosovo on the other) have often imagined the borders of the Albanian nation differently at the same point in time? This dissertation, builds on the argument that power struggles between ‗internal‘ and ‗external‘ (diasporic) elites plays the primary role in building political agendas that create national borders.

Halim Bey Gostivari is one such figure whose contribution is the object of study of our paper. By providing detailed documents and information, we aim to shed light on such a personality, whose hard work and sacrifice has been an essential support in the context of the main developments in the history of the Albanian people. we hope that the paper will be an incentive for further studies in this field. Introduction Halim Jakova - Gostivar known as the apostle of Albanianism, was born in 1878 in the street of "Gostivarëve" (The Gostivars), in the "neighborhood of Mahmut Pasha", in Gjakova.9 He was the son of Yusuf and Minusha, who was the brother of Sadik of Gostivar. Halim spent his childhood in his hometown in Gjakova with his brother Sadik. Halimi completed his primary education in his hometown, while in 1905 he was a student at the American College "Robert College", in Istanbul, where he graduated in law.
