The external monitoring and evaluation of ethnic minority resettlement for nine subprojects (Sangzhi, Cili, Shimen, Jishou, Fenghuang, Baojing, Jianghua, Jiangyong and Luxi) of the project are undertaken by Changsha Xinghuan Water & Electricity Engineering Technology Development Co., Ltd., which is finally determined by ADB and Hunan project management office through their consultation. Ethnic minority external monitoring and evaluation of Sangzhi County Subproject was formally commenced at the beginning of 2008. Our corporation submitted external monitoring and evaluation reports of phase 1 and phase 2 to ADB, the Provincial Project Management Office and subproject owners respectively in March 2008 and April 2009. The external monitoring and evaluation of ethnic minority resettlement of Baojing County Subproject are formally commenced from this phase. This report mainly covers external monitoring and evaluation of Sangzhi and Baojing County Subprojects. 1. Background 1.1 Project General 1.1.1 Engineering Description (1) Sangzhi County Subproject The main purposes of Sangzhi County Subproject: A. Protect Sangzhi County from flood threat; B. Strengthen management of Lishui River basin, which is an important part of the complete flood control management system in Hunan Province. The subproject includes the following parts: Newly build dyke for 8,490 m along Lishui River and Youshui River; Construct 9 canal locks and 2 pump stations in Sangzhi County so as to form 5 flood drainage areas. The area protected by the subproject is up to 5.09 km2. The flood control standard is promoted to 1 in 20-year recurrence from current 1 in 2-year recurrence, and the water logging control standard is improved to 1 in 10-year recurrence from current 1 in 2-to-5-year recurrence. (2) Baojing County Subproject The main purposes of Baojing County Subproject: A. Protect Baojing County from flood threat; Changsha Xinghuan Water & Electricity Engineering Technology Development Co., Ltd. 1 External Monitoring & Evaluation Report of Ethnic Minority Resettlement on the Hunan Flood Control Project for Hilly Areas Utilizing ADB Loans B. Strengthen management of Yuanjiang River basin which is an important part of the complete flood control management system in Hunan Province. The subproject includes the following parts: Newly build the flood control embankment with a length of 2.68 km from Guangyinge to Xiyang bridge protection area; newly build levee revetment with a length of 1.32 km from Youshui No. 2 bridge head to Yang Xia stadium connecting with national road 209; Newly build 3 pump stations, 2 culvert gates and 3 drainage sluices (from Guanyinge to Xiyang bridge protection circle); Construct flood-control and command system and necessary management facilities. The area protected by the subproject is up to 5.09 km2. The flood control standard is promoted to 1 in 20-year recurrence from current 1 in 2-year recurrence, and the water logging control standard is improved to 1 in 10-year recurrence from current 1 in 2-to-5-year recurrence. 1.1.2 Resettlement Description (1) Sangzhi County Subproject Land acquisition, house demolition and population resettlement are all considered to be the main negative effects. Seven villages in Liyuan Town will be affected by land acquisition. Permanent land acquisition is planned to be 67.57 mu. Among them, about 78% is farmland, most of which is vegetable cultivated land, and the remaining are river bed, urban house site and unused land. The temporarily occupied land is 127.38 mu, among which 10% is farmland. It is planned to relocate 201 persons of 43 households. 20% farmland will be reduced for each of the affected villagers due to land acquisition of this subproject and thus per capita land is reduced to 0.59 mu from 0.74 mu. However, currently, for majority of the affected villagers their source of income doesn’t mainly rely on agriculture with only 26% of income from crop and plant cultivation. Therefore, it is planned that income of all the affected families can recover to a level as that before relocation through farmland adjustment, animal husbandry and greenhouse vegetable investment and other activities creating income. (2) Baojing County Subproject Land acquisition, house demolition and population resettlement are all considered to be the main negative effect. 6 villager groups of 5 villages (communities) will be affected by land acquisition. The permanent land acquisition is planned to be 33.55 mu. Among them about 12.82% is farmland which is commercial vegetable land and the remaining are garden plot, pond, enterprise and public institution land and Changsha Xinghuan Water & Electricity Engineering Technology Development Co., Ltd. 2 External Monitoring & Evaluation Report of Ethnic Minority Resettlement on the Hunan Flood Control Project for Hilly Areas Utilizing ADB Loans rural house site. Besides, the temporary land occupation is 79 mu, among which 13.92% is farmland. It is planned to relocate 560 persons of 116 households. Land acquisition of this subproject doesn’t have significant influence. For the affected villages and communities, on the one hand, 4.3 mu farmland will be acquired by the subproject and 27 persons of 4 households will be actually affected, and thus per capita farmland will be reduced by 0.16 mu, which accounts for 3.7% of current farmland; on the other hand, for majority of the affected villagers, their source of income doesn’t mainly rely on agriculture. Based on investigation of selected families, only 10% of the income is from crop and plant cultivation. Therefore, it is planned that income of all the affected families can be recovered to a level as that before relocation through farmland adjustment, animal husbandry and greenhouse vegetable investment and other activities

    Hunan Xiangxi Rural Environmental Improvement and Green Development Project (RRP PRC 53050-001) FINANCIAL ANALYSIS A. Introduction 1. Financial analysis was conducted to assess the financial viability and sustainability of the project in accordance with relevant Asian Development Bank (ADB) guidelines.1 The analysis mainly comprises (i) a financial viability assessment of revenue-generating subprojects (Table 1); and (ii) a financial sustainability assessment of (a) the Xiangxi Tujia and Miao Autonomous Prefectural Government (XPG, the executing agency); and (b) the Jishou City Government and the county governments of Baojing, Fenghuang, Guzhang, Huayuan, Longshan, Luxi, and Yongshun (the implementing agencies), which are responsible for the operation and maintenance (O&M) of the project, to assess their financial capacities in covering the recurrent costs of the project. 2. The project has three outputs that comprise 17 subprojects, of which 11 are revenue- generating subprojects and 6 are nonrevenue-generating subprojects (Table 1). They will be implemented by the XPG and the implementing agencies. Financial viability analysis was conducted to assess the viability of the 11 revenue-generating subprojects by comparing their financial internal rates of return (FIRRs) and weighted average costs of capital (WACCs). Financial sustainability analyses were conducted to assess if the XPG and the implementing agencies have adequate financial capacities to cover the incremental recurrent costs, including the O&M expenditures required to ensure sustainability of the project.
