The external monitoring and evaluation of ethnic minority resettlement for nine subprojects (Sangzhi, Cili, Shimen, Jishou, Fenghuang, Baojing, Jianghua, Jiangyong and Luxi) of the project are undertaken by Changsha Xinghuan Water & Electricity Engineering Technology Development Co., Ltd., which is finally determined by ADB and Hunan project management office through their consultation. Ethnic minority external monitoring and evaluation of Sangzhi County Subproject was formally commenced at the beginning of 2008. Our corporation submitted external monitoring and evaluation reports of phase 1, phase 2 and phase 3 to ADB, the Provincial Project Management Office and subproject owners respectively in March 2008, April 2009 and June 2010. The external monitoring and evaluation of ethnic minority resettlement of Baojing County Subproject was formally commenced at the end of 2009. Our corporation submitted external monitoring and evaluation reports of phase 3 to ADB, the Provincial Project Management Office and subproject owners in June 2010. This report mainly covers external monitoring and evaluation of phase 4 for Sangzhi and Baojing County Subprojects. 1. Background 1.1 Project General 1.1.1 Engineering Description (1) Sangzhi County Subproject The main purposes of Sangzhi County Subproject： A. Protect Sangzhi County from flood threat; B. Strengthen management of Lishui River basin, which is an important part of the complete flood control management system in Hunan Province. The subproject includes the following parts: Newly build dyke for 8,490 m along Lishui River and Youshui River; Construct 9 canal locks and 2 pump stations in Sangzhi County so as to form 5 flood drainage areas. The area protected by the subproject is up to 5.09 km2. The flood control standard is promoted to 1 in 20-year recurrence from current 1 in 2-year recurrence, and the water logging control standard is improved to 1 in 10-year recurrence from current 1 in 2-to-5-year recurrence. (2) Baojing County Subproject The main purposes of Baojing County Subproject： Changsha Xinghuan Water & Electricity Engineering Technology Development Co., Ltd. 1 External Monitoring & Evaluation Report of Ethnic Minority Resettlement on the Hunan Flood Control Project for Hilly Areas Utilizing ADB Loans A. Protect Baojing County from flood threat; B. Strengthen management of Yuanjiang River basin which is an important part of the complete flood control management system in Hunan Province. The subproject includes the following parts: Newly build the flood control embankment with a length of 2.68 km from Guangyinge to Xiyang bridge protection area; newly build levee revetment with a length of 1.32 km from Youshui No. 2 bridge head to Yang Xia stadium connecting with national road 209; Newly build 3 pump stations, 2 culvert gates and 3 drainage sluices (from Guanyinge to Xiyang bridge protection circle); Construct flood-control and command system and necessary management facilities. The area protected by the subproject is up to 5.09 km2. The flood control standard is promoted to 1 in 20-year recurrence from current 1 in 2-year recurrence, and the water logging control standard is improved to 1 in 10-year recurrence from current 1 in 2-to-5-year recurrence. 1.1.2 Resettlement Description (1) Sangzhi County Subproject Land acquisition, house demolition and population resettlement are all considered to be the main negative effects. Seven villages in Liyuan Town will be affected by land acquisition. Permanent land acquisition is planned to be 67.57 mu. Among them, about 78% is farmland, most of which is vegetable cultivated land, and the remaining are river bed, urban house site and unused land. The temporarily occupied land is 127.38 mu, among which 10% is farmland. It is planned to relocate 201 persons of 43 households, among which 88 persons in 18 households choose the cash compensation; 113 persons in 25 households choose the concentrated resettlement through property rights exchange. The area of demolished houses is 16860.04 m2. (2) Baojing County Subproject Land acquisition, house demolition and population resettlement are all considered to be the main negative effect. 6 villager groups of 5 villages (communities) will be affected by land acquisition. The permanent land acquisition is planned to be 33.55 mu. Among them about 12.82% is farmland which is commercial vegetable land and the remaining are garden plot, pond, enterprise and public institution land and rural house site. Besides, the temporary land occupation is 79 mu, among which 13.92% is farmland. It is planned to relocate 560 persons of 116 households, among which 312 persons in 78 households choose the concentrated resettlement through property rights exchange; 248 persons in 38 households choose the cash compensation. The area of demolished houses is 12277.5 m2. 1.2 Description of Ethnic Minorities in Project Areas 1.2.1 Description of Ethnic Minorities in Project Protected Areas (PPA) (1) Sangzhi County Subproject Changsha Xinghuan Water & Electricity Engineering Technology Development Co., Ltd. 2 External Monitoring & Evaluation Report of Ethnic Minority Resettlement on the Hunan Flood Control Project for Hilly Areas Utilizing ADB Loans Liyuan Town in which PPA is located is situated in Sangzhi County town. It is the political, economic, financial and cultural center of Sangzhi County with convenient communication. It includes 31 village (residential) committees, representing both rural and urban parts of the town. The main agricultural industries of the town are rice, vegetable, fruit and pig breeding, and the key industrial industries are Sangzi Thermal Power Plant and Xinyiyuan Iron Ore Refining and Smelting Process Plant. The PPA includes 9 communities with 17,978 households and 34,926 persons, which accounts for 58% of the total population of the county town. Among them, 82% are ethnic minorities with 64% as Tujia nationalities, 28% as Bai nationalities and 8% as Miao nationalities. Ethnic minorities get well along with the Han nationality for a long time, representing harmonious national relationship. Going into business and going out for work are the main parts

Zhangjiajie is a tourist city with tourism as the main economic industry, with rich tourism resources and favorable geographical advantages. This paper analyzes the development of Zhangjiajie tourism scenic spot, points out the problems existing in the development of Zhangjiajie tourist area, and puts forward the countermeasures of rationalization. Introduction Zhangjiajie is located in north-west Hunan province and has the common boundary with Hefeng County in the north. With covering area of 9518 square kilometer and total population of 1623.9 thousand people, Zhangjiajie administered two districts and two counties-Yongding district (municipal district), Wulingyuan district（scenic spot), Cili County and Sangzhi County in 2010. Located in upper and middle reach of the Lishui River (in Hunan Province), Zhangjiajie could be hinterland of Wuling Mountain and is one of important tourism cities.In September1982, Zhangjiajie was listed as the first one of China’s national forest park, in August 1988, Wulingyuan was listed into second batch of 40 key scenic spots; In 1992, natural scenic spot in Wulingyuan was listed into List of World Natural Heritage Sites by UNESCO covering Zhangjiajie National Forest Park, Scenic Spot of Suoxi Valley and Scenic Spot of Tianzi Mountain.

Background: Rural hospitals in China provide respiratory health services for about 600 million people, but the current situation of respiratory healthcare resource allocation in rural hospitals has never been reported. Methods: In the present study, we designed a survey questionnaire, and collected information from 48 rural hospitals in Hunan Province, focusing on their respiratory medicine specialty (RMS), basic facilities and equipment, clinical staffing and available medical techniques. Results: The results showed that 58.3% of rural hospitals established an independent department of respiratory medicine, 50% provided specialized outpatient service, and 12.5% had an independent respiratory intensive care unit (RICU).
