Interviewer And can you tell me just in general terms the various assignments that you had during your career, particularly your career in the military, but even going up to your academic career, just so we list off, and then we’ll get back to it. Andrew Bacevich Sure. I served as a commissioned officer for 23 years, short tour— after school, short tour at Fort Riley, deployed to Vietnam in the summer of 1970. Stayed there until the summer of 1971. In Vietnam, I served first with the 2nd Squadron, 1st Cavalry, and then the 1st Squadron, 10th Cavalry. When I came home, I was assigned to the 3rd Armored Cavalry Regiment at Fort Bliss. The regiment moved—excuse me, at Fort Lewis, Washington, the regiment moved to Fort Bliss, and I moved with it. That’s where I commanded K Troop, 3rd Squadron, 3rd Cavalry.

The British raid on the Möhne, Eder and Sorpe dams on the night of 16/17 May, 1943 caused the breaching of the 40m high Möhne and 48m high Eder dams and serious damage to the 69m high Sorpe dam. This paper considers the planning for the raid, model testing, the raid itself, the effects of the breaches and the subsequent rehabilitation of the dams. Whilst the subject is of considerable historical interest it also has significant contemporary relevance. Events following the breaching of the dams have been used for the calibration of dambreak studies and emphasise the vulnerability of road and railway bridges which is not always acknowledged in contemporary studies. INTRODUCTION In researching this paper the authors have been very struck by the human interest in the story of English, German and Ukrainian people, whether civilian or in uniform, who participated in some aspect of the raid or who lost their lives or homes. As befits a paper for the British Dam Society, this paper, however, concentrates on the technical questions that arise, leaving the human story to others. This paper was prompted by the BDS sponsored visit, in April 2009, to the Derwent Reservoir by 43 members of the Association of Friends of the Hubert-Engels Institute of Hydraulic Engineering and Applied Hydromechanics at Dresden University of Technology. There is a small museum at the dam run by Vic Hallam, an employee of Severn Trent Water.

    Schlüssiges Konzept zur Ermittlung der angemessenen Richtwerte der Kosten für die Unterkunft nach § 22 SGB II und § 35 SGB XII für den Landkreis Kassel Fachbereich Soziales Kassel, Kosten der Unterkunft als sozialhilferechtlich anzuerkennender Bedarf in den Rechtskreisen der Leistungsgewährung nach dem Zwölften Buch Sozialgesetzbuch (SGB XII), Zweiten Buch Sozialgesetzbuch (SGB II) und dem Asylbewerberleistungsgesetz (AsylbLG) Schlüssiges Konzept Angemessenheit der Kosten für die Unterkunft „Wohnen“ ist ein elementares Grundbedürfnis. Deshalb gehört die Übernahme der Unterkunftskosten zu den zentralen Bestandteilen der Leistungssysteme für die soziale Sicherung in den Rechtskreisen der Grundsicherung für Arbeitssuchende (SGB II), der Sozialhilfe (SGB XII) sowie weiterer Gesetze (z. B. AsylbLG). Durch die Vorschriften der §§ 22 SGB II und 35 SGB XII sollen das Grundbedürfnis „Wohnen“ und die Funktion der Unterkunft als räumlicher Lebensmittelpunkt geschützt werden. Anspruchsberechtigte Personen sollen deshalb im Regelfall nicht gezwungen sein, ihre bisherige Unterkunft und damit ihr soziales Umfeld aufzugeben. Nach § 22 SGB II und § 35 SGB XII werden Kosten für die Unterkunft in Höhe der tatsächlichen Aufwendungen als Bedarf anerkannt, soweit sie angemessen sind. Zur Konkretisierung des unbestimmten Rechtsbegriffs der Angemessenheit hat der Leistungsträger nach der Rechtsprechung des Bundessozialgerichts (BSG) einheitliche Kriterien zu entwickeln und diese in einem „Schlüssigen Konzept“ umzusetzen. Biographical Note Possibly a group of three brothers—G. Leiber, V. Erich Leiber, and R. Leiber— participated in the German youth movement during the 1920s and 1930s. The probable maker of the photo album, Erich Leiber, was probably born before 1915 in north- western Germany, most likely in the federal state of North Rhine-Westphalia. His early experiences with the youth movement appear to have been in conjunction with school outings and Christian Union for Young Men (CVJM) in Austria. He also travelled to Sweden in 1928, but most of his travels are concentrated in northwestern Germany. Later in 1931 he became an active member in a conservative organization, possibly the Deutsche Pfadfinderschaft St. Georg,1 participating in outings to nationalistic locations such as the Hermann Monument in the Teutoburg Forest and to the Naval Academy at Mürwik in Kiel. In 1933 Erich Leiber joined the SA and became a youth leader or liaison for a Hitler Youth unit while still maintaining a connection to a group called Team Yorck, a probable extension of prior youth movement associates. After 1935 Erich’s travels seem reduced to a small group of male friends, ending with an Easter trip along the Rhine River in 1938.

Wahlperiode Drucksache 20/3536 HESSISCHER LANDTAG 26. 11. 2020 Kleine Anfrage Günter Rudolph (SPD) vom 01.09.2020 Zustand von Straßen und Brücken im Schwalm-Eder-Kreis – Teil I und Antwort Minister für Wirtschaft, Energie, Verkehr und Wohnen Vorbemerkung Fragesteller: Eine gute infrastrukturelle Versorgung eines ländlich geprägten Schwalm-Eder-Kreis ist eine der wesentlichen Herausforderungen für die Zukunftschancen einer gesamten Region. Hierbei ist es wichtig, die Zustandsbe- schreibung der einzelnen Straßen und Brückenbauwerke genau zu kennen und hieraus Erfordernisse für Sanie- rung und ggf. Neubau ableiten zu können. Dabei ist die abstrakte Summe der Investitionen nur ein Indikator. Wichtiger Indikator der Beurteilung nach einer guten Infrastruktur ist der ins Verhältnis gesetzte Anteil an guten, sanierungsbedürftigen und dringend sanierungsbedürftigen Straßen und Brücken und dessen Verände- rung. Vorbemerkung Minister für Wirtschaft, Energie, Verkehr und Wohnen: Bei Regierungsantritt der Landesregierung in der 19. Legislaturperiode im Jahre 2014 befand sich über ein Fünftel des Landesstraßennetzes in einem sehr schlechten Zustand. Der Sanierungsstau hatte sich teilweise über Jahrzehnte aufgebaut. Als Reaktion startete die Landesregierung die Sa- nierungsoffensive 2016 bis 2022, die schrittweise in Einzelmaßnahmen investiert und den Grund- satz „Sanierung vor Neubau“ verfolgt. Hierfür wurde anhand einer Prioritätensetzung nach fach- lichen, objektiven und transparenten Kriterien, wie Verkehrssicherheit, Verkehrsbedeutung, Ver- kehrsqualität, Umfeldsituation und Straßenzustand ein Straßenbauprogramm für sieben Jahre auf- gestellt. Mit diesem Programm werden mittlerweile rund 600 Mio. € für gut 700 Einzelmaßnahmen auf- gewendet. Dadurch konnte der Anteil von Sanierungs- und Erhaltungsausgaben an den Investiti- onsmitteln von ca. 72 % im Jahr 2014 auf ca. 90 % im Jahr 2019 gesteigert werden. Insgesamt konnten die Investitionen in die Landesstraßen erheblich gesteigert werden.

Demografischer Wandel ist nichts Neues, er ist der ständige Begleiter von Planungsüberlegungen auf jeder staatlichen Ebene. Die Auswirkungen der allen Prognosen zugrunde liegenden demogra- fischen Entwicklung lassen sich auf einen einfachen Nenner bringen: Die Deutschen werden älter, die Bevölkerung in Deutschland wird weniger und die Art, wie die Menschen in Deutschland le- ben, wird vielfältiger, wird bunter. Dieser Dreiklang »älter, weniger, bunter« betrifft die Bundesre- publik insgesamt – und jede Kommune ganz speziell. Für die Infrastruktur beispielsweise bedeutet dies, dass wir uns stärker auf die Bedürfnisse älterer Menschen einrichten müssen. Alle Untersuchungen zeigen, dass die meisten solange wie möglich in ihrer gewohnten Umgebung bleiben wollen. Darauf muss man mit dazu passenden Dienstleis- tungsangeboten reagieren, die eben auch ehrenamtlich organisiert sein können.
