Report on the First Two Weeks of the Official Election Campaign MEDIA COMMISSION Media Monitoring Report The first two weeks of the official election campaign 17 – 30 August, 2005 Media Monitoring Report The first two weeks of the official election campaign (17 August – 30 August 2005) In this report: • The total amount of coverage dedicated to candidates still remains low in the first two weeks of the official campaign. However, there is a small intensification compared to the findings of pre-election period: from an average of a couple of minutes per broadcaster to about five minutes. This is mainly due to the Sponsored Advertisement Program. • Total number of identified Sponsored Advertisement Programs broadcast in the first two weeks of the election period counts for 311. • Among the candidates with the greatest coverage on the monitored media in the indicated period, 72% are running to WJ and 28% to Provincial Councils; 84% are male and 16% female candidates. • Except for Ms. Noorzia Atmer who is a presenter still currently working on the state- owned RTA Nangarhar Radio, no other presenter running as candidate has been found on air in the first two weeks of the election campaign. The request made by the Media Commission not to give unfair advantage to journalists running as candidates was successfully implemented. However, Ms. Zakia Zakee, candidate to WJ (03-78-0001) and manager of Radio Sada-e-Sulh (Voice of Peace) from Parwan province is receiving many opportunities to speak on its station. • When it comes to the press, 17 printed advertisements were identified as such. • No explicit hate was found. • Mostly ordinary and local candidate have received coverage on the monitored mass media. • From Helmand province still no candidate has appeared on the monitored media. • From Kandahar province no candidate on the state-owned radio and TV channels was broadcast yet, apparently because candidates are waiting for last two weeks of campaign. 2 TV Channels Percentage of coverage and tone RTA TV POLITICAL SUBJECTS OF: Tone (All) Coverage - = + 01-39-0007 = Abdul Ghaffar Dawi (WJ) 55.86% 100.0% 08-72-0028 = Doctor Nazdana (WJ) 20.72% 100.0% 30-86-0008 = Atiqullah (WJ) 9.91% 100.0% 01-39-0030 = Ustad Abdrab Rasool Sayaf (WJ) 5.41% 100.0% 14-01-0022 = Burhan-u-Deen Rabanee (WJ) 4.73% 100.0% 01-39-0054 = Saeed Mustafa Kazimi (WJ) 2.70% 100.0% 01-39-0045 = Ghous Zalmai (WJ) 0.68% 100.0% Base: 7 minutes and 24 seconds. RTA TV is the nation-wide state-owned TV channel that broadcasts from Kabul. • No presenters running as candidate have been on air in this first two weeks of the election campaign. • Abul Ghaffar Dawi is the husband of Shukria Barakzia is the editor-in-chief of the weekly Aina-e-Zan (see also Anis Daily). • Mr. Atiqullah was killed in Urozgan at the end of August. • Usatad Abdurab Rasool Sayaf is the Leader of Dawat-e-Islami Afghanistan. • Burhan-u-Deen Rabanee was the second president of the Islamic Republic of Afghanistan after the fall of the last government supported by Russia. He is the current leader of Jameat- e-Islami Afghanistan. • Saeed Mustafa Kazimi was Minister of Trade during the interim and transitional administrations of President. Karzai. Afghan TV is a privately-owned broadcast and transmits from Kabul. • Jaafar Rasooli is a political analyst and advisor of President Karzai. He was interviewed for about half an hour about elections in Iran and relation between the two countries. • Sebghatullah Sanjar is the leader of the Republican Party of Afghanistan. • Humayoon Jarir was the Cyprus Representative of Mujahiddin in Bonn Conference and also he is the son-in-law of Mr. Gulbuddin Hekmatyar the Leader of Islamic Party of Afghanistan. • Ghows Zalmai is an independent Afghan Journalist coming back from west now retired. • Bashar Dost is the ex Planning Minister of Karzai’s interim cabinet who is mostly critical about the financial policies of the current government. Giles, Esquire, then Deputy Commissioner of that district, to prepare a Note on the Baloch and Birahoi tribes, showing their tribal connections and the feuds existing between their various branches, and other details. Accordingly, I prepared a Note on these two tribes and submitted it to him in May 1890. The Note was revised by me at the direction of C. E. S. Steele, Esquire, when he became Deputy Commissioner of the above district, and a copy of it was furnished to him. It was revised a third time in August 1895, and a copy was submitted to H. C. Mules, Esquire, after he took charge of the district, and at my request the revised Note was printed at the Commissioner-in-Sindh’s Press in 1896, and copies of it were supplied to all the District and Divisional officers.

    The Beginnings Beginnings to AD 2000: A Comprehensive Chronology of Central Asia, Afghanistan, and Iran by Iraj Bashiri copyright 2001 The Beginnings Ancient beliefs in the region divide humanity's passage on earth into three cosmic, myhtic, and historical periods. Of the three, of course, only the third or the historical period is real. The other two have cosmological and mytheological values that enhance our understanding of the present-day peoples of the region. One day elemnets of the mythic period might prove to be real but for that we need more solid documentation than is available at the present. For the purposes of this comprehensive chronology of the region, the cosmic and mythic periods are presented in the sequential order preserved in ancient chronologies. No attempt is made at correlating those eras in any form with historical or real time. The Cosmic and Mythic Eras The initial 3000-year battle between the forces of Ahura Mazda (Good) and Angra Mainyu (Evil) leads to the defeat of the latter. The second cycle of 3000 years begins with Ahura Mazda's creation of the cosmic world, i.e., the creation of the sky, water, earth, plants, the sacred white bull, and the cosmic man (Gayomart).
