One of the major day-to-day concerns of every Hong Kong citizen for the last decade has been contents 目錄 the progressive decline of air quality in Hong Kong. Whether our air quality will get any better any day soon will not depend on government, businesses or individuals alone, but rather it will depend on everyone’s collective effort to reduce pollutants and introduce measures that will reverse this tide of deterioration. As part of JEC’s ongoing and active, company-wide efforts, this issue is dedicated to increasing the level of awareness of the environment, air quality and energy conservation. I hope with an increased awareness, combined effort and commitment, 06 we can eventually all wake up to the clear, blue skies of our ‘world-city’.

In order to achieve this, we introduced JEC’s Management Trainee Pro- gramme to provide graduates with an enhanced ‘fast-track’ programme and the necessary training and professional support to become JEC’s future business leaders. Local universities and JEC have jointly organised a series of talks to introduce the programme and the ﬁrst Management Trainee university talk took place at the Hong Kong University of Science and Technology in November 2005.

JEC Signs Hong Kong’s Clean Air Charter 怡和機器簽署香港《清新空氣約章》

JEC reafﬁrmed ongoing support to environmentally-friendly business practices by joining project CLEAN AIR, which is a business-wide campaign to improve air quality in the Greater Pearl River Delta airshed. In addition, JEC recently signed the Clean Air Charter initiated jointly by the Hong Kong General Chamber of Commerce and Hong Kong’s Business Coalition on the Environment (BCE). To launch our support for this initiative and the JEC Clean Air Campaign Award, we invited a group of children from Buddhist Kam Lai Kindergarten to perform a drama titled ‘Clean Air Cinderella’. The children demonstrated the importance of pollution control through an innovative, lively and highly memorable drama to our recent JEC Group Brieﬁng in January 2006.

Operating Sequence 運作程序

JMTL’s Round-the-Clock Contribution to Massive Bangkok Shopping Complex

12 JEC magazine Siam Paragon, the largest commercial complex in South East Asia, ofﬁ cially opened its doors on December 9, 2005 to great expectation and massive crowds. This massive, luxurious new Bangkok mall is located on the former site of the Royal Family’s Palace, and is directly adjacent to the Siam Square BTS station. Siam Paragon is a 500,000 m2 shopping and entertainment complex, which cost 15 billion baht to build.

Jardine Matheson Thailand Limited (JMTL), one of the leading mechanical and engineering contractors in Thailand, played a signiﬁ cant role in the construction of Siam Paragon, working around the clock to ensure timely completion of E&M systems.

The mall which encompasses a large variety of shopping centres and chains, plus Siam Ocean World, the biggest aquarium in South East Asia. The aquarium occupies an area about the same size as two football pitches and features over 30,000 marine animals. In addition to the mall and aquarium, Siam Paragon offers other family entertainment such as the 52 bowling lanes, a cinema theatre that seats over 5,000 people, and an IMAX theatre that seats 600. Siam Paragon is also being developed into Asia’s largest jewellery trade centre with a designat- ed 5,000 m2, which is expected to attract more than 50 international, and local jewellery makers and designers.

The Siam Paragon is themed to blend nature, culture, and art technology in harmony through the use of numerous unique, high glass panels, radiant colours and spectacular, dancing fountains. Such is the scale of this massive complex that the architectural contract for Siam Paragon involved over more than 100 local and overseas architects and designers.

In addition to being one of the world’s largest shopping malls, Siam Paragon’s construction is also recorded as one of the most complex construction challenges in the industry due to the challenges faced by its sheer size, technology, and the short time scale involved. JMTL was se- lected for their knowledge, capability, technology, professionalism and international expertise of projects of this scale and complexity. Within the limited time frame, JMTL supplied and installed the air-conditioning, ventilation, sanitary and ﬁ re protection systems throughout the complex. Setting industry records along the way, JMTL installed the biggest single chiller plant in Thailand for Siam Paragon with over 12,000 tons of cooling capacity. To keep visitors cool all year round, JMTL also installed 47 kilometres of chilled water pipes, which is equivalent to the distance from Bangkok to Ayudhaya province. In addition, JMTL laid more than 100 kilometres of piping and more than 30,000 sprinkler heads. Through meticulous project management and installation scheduling, JMTL was able to complete the installation, which would normally span years, within a mere four months.

Narongchai Chavanussaporn, Managing Director of JMTL, commented that “JMTL’s professional team showed their determination and dedication throughout this world-class project, and I am proud that JMTL has played such a major part in yet another milestone in the construction history of Thailand”.

After only a few months since its doors opened, Siam Paragon is already being hailed as the ‘Pride of Thailand’, and a world-class shopping and family entertainment destination. JMTL, as part of the JEC family, once again turned this construction challenge into a resounding international success and fascinating case study.

14 JEC magazine 萬眾期待，東南亞最大型的商業大廈Siam Paragon已於2005年12月9日正式開幕。這一幢大型豪華商場位於曼谷皇室成員宮殿（Royal Family’s Palace）舊址，毗鄰Siam Square BTS空鐵車站。Siam Paragon 購物及娛樂中心面積達500,000平方米，耗資150億泰銖興建。

怡和泰國有限公司是泰國頂尖機電承建商之一，在建造Siam Paragon時擔當重要角色，日以繼夜工作確保機電系統準時完工。

商場內包羅各種商店和連鎖店，還包括東南亞最大的水族館Siam Ocean World。水族館佔地面積相等於兩個足球場，館內有逾30,000種海洋生物。除商場和水族館外，Siam Paragon更包括其他家庭娛樂場所，例如52條保齡球道、可容納5,000人的戲院，以及可容納600人的IMAX影院。Siam Paragon亦發展成為全亞洲最大的珠寶交易中心，面積達5,000平方米將會吸引多達 50個國際和本地的珠寶製造商和設計師進駐。

Construction Worker Registration Ordinance (CWRO) 《建造業工人註冊條例》（CWRO）

In Hong Kong, the Construction Worker Registration Bill was passed on July 2, 2004 and the associated Ordinance requires all construction workers to register as skilled, semi-skilled, or general workers. The registration will progressively take effect from December 29, 2005 until August 31, 2006 in four periods according to the workers’ month of birth. To proactively comply with the legislation, JEC has already started preparatory work to ensure smooth registration of all our construction workers.

In early December 2005, JEC and the Construction Industry Training Authority (CITA) jointly organised a briefi ng opportunity to introduce and update our staff on the details of the Construc- tion Worker Registration Ordinance. This, well received, briefi ng was followed by a series of individual briefi ng sessions that were also organised for workers and JEC’s sub-contractors, respectively. The briefi ng sessions covered the Ordinance application, timeframe, procedures and other information relevant to JEC staff, our construction workers and sub-contractors. To date, JEC has collected applications for our workers who need to be registered in the fi rst period and are collecting applications for the second period.

JEC will continue to proactively observe upcoming statutory requirements and will aim to keep ahead of the industry’s best practices to ensure that JEC staff are able to deliver market leading, world-class solutions, products and services to our customers throughout the region and beyond.
