Naumann-Stipendiatin Volkswirtschaftslehre und Geschichte. Sie war in ihrem letzten Studienjahr stellvertretende Vorsitzende der Jungen Liberalen und gehört seit 1999 dem Bundesvorstand der FDP an. Die Zeitschrift Freundin wählte sie zur Frau des Jahres 2000. Nach ihrer Promotion gründete sie eine Unternehmensberatung für Strategieplanung und Europaberatung. Anfang 2003 wurde sie Partnerin bei der Unternehmensberatung Policy Action Ltd. Zudem hält Dr. Koch-Mehrin einen Lehrauftrag an der Universität Oldenburg, und zuvor an den United Business Institutes in Brüssel. Als Spitzenkandidatin der FDP bei der Europawahl 2004 kehrte Koch- Mehrin mit ihrer Partei nach zehnjähriger Abstinenz in das Straßburger Parlament zurück. Darauf wurde sie zur ersten stellvertretenden Fraktionsvorsitzenden gewählt. Silvana Koch-Mehrin arbeitet seit 1996 in Brüssel. Sie lebt mit dem irischen Rechtsanwalt James Candon zusammen und hat zwei Töchter.

    C 226 E/52 Europos Sąjungos oficialusis leidinys LT 15.9.2005 2004 m. gruodžio 14 d., antradienis 2. ginčus dėl kai kurių Europos Parlamento narių išrinkimo teisėtumo skelbia nepriimtinais ir nepagrįs- tais, šio sprendimo II priede pateikdamas priežastis dėl kiekvieno ginčo; 3. pakartoja prašymą kompetentingoms valstybių narių institucijoms pranešti Europos Parlamentui ne tik išrinktų narių pavardes, bet ir galimų juos pakeisiančių asmenų,išvardintų eilės tvarka pagal gautų balsų skaičių, pavardes; 4. ragina kompetentingas valstybių narių institucijas nedelsiant pranešti apie išrinktus narius, kad visi Parlamento nariai galėtų pradėti vykdyti savo įgaliojimus nuo pat pirmojo posėdžio; 5. kviečia atsakingas valstybių narių institucijas kiek įmanoma greičiau baigti joms pateiktų skundų nagri- nėjimą ir pranešti Europos Parlamentui apie rezultatus; 6. paveda Pirmininkui perduoti Parlamento atsakingam komitetui klausimą dėl Darbo tvarkos taisyklių 3 ir 4 straipsnių pakeitimo, kad jie būtų pritaikyti prie pakeisto 1976 m. rugsėjo 20 d. Akto ir kartu būtų apibrėžtos nuostatos, kuriomis Parlamentui būtų suteikiami įgaliojimai akivaizdžiais nesuderinamumo atve- jais, siekiant užtikrinti, kad visi Parlamento nariai galėtų pradėti vykdyti savo įgaliojimus nuo pat pirmojo posėdžio; 7. paveda Pirmininkui perduoti šį sprendimą kompetentingoms nacionalinėms institucijoms ir valstybių narių parlamentams.     Monsieur le Président, En peu de temps, vous avez gagné la sympathie de beaucoup d'Européens avec votre engagement extraordinaire et votre allant impressionnant. Dans tous les états membres, les citoyens vous voient déjà comme un médiateur du projet européen. Vous avez prouvé plusieurs fois que des souhaits importants et des espérances, même audacieuses, peuvent se réaliser. Non seulement vous êtes favorable à des réformes, mais vous les mettez également en place avec énergie. C'est pourquoi nous nous adressons à vous avec beaucoup d'espoir, Monsieur le Président, sur une question centrale pour le futur du Parlement européen; en un mot, son siège. Permettez-moi de vous faire partager le sentiment de beaucoup d’eurodéputés et d’européens. Comme vous le savez, le Parlement européen est divisé entre Strasbourg, Luxembourg et Bruxelles, Strasbourg étant son siège officiel. Ce parlement n’a malheureusement pas le droit de décider de son siège lui-même. Ce droit est exclusivement réservé aux chefs d'états et de gouvernements européens qui ne peuvent revoir leur décision qu'à l'unanimité. Le Parlement européen est ainsi obligé de tenir douze sessions plénières mensuelles par an à Strasbourg. Chaque mois, 785 députés européens, leurs assistants et une grande partie de l'administration se déplacent, ainsi que six semi-remorques pleines de dossiers. Les coûts de ces douze déménagements et de la maintenance des bâtiments à Strasbourg pendant le reste de l'année s'élèvent à 250 millions d'euros par an. En une législature cela représente 1.25 milliards d'euros. En termes d'émissions de CO2, les voyages à Strasbourg vont à l’encontre de l’engagement européen en matière de protection de l’environnement.
