They are mainly under the Chapters of “Upholding and Improving the ‘One Country, Two Systems’ Practice”, “Together, We Fight the Virus”, “Housing and Land Supply”, “Unlimited Business Opportunities”, “Liveable City” and “Caring Society”. Upholding and Improving the “One Country, Two Systems” Practice Progress Made Upgraded the Project Cost Management Office (PCMO) in April 2019 to the Project Strategy and Governance Office (PSGO) to implement various measures to optimise the performance of infrastructure projects. In the past four years, the PCMO/PSGO scrutinised more than 280 public works projects of a total estimated cost of $520 billion and achieved cost savings of $70 billion through optimising project designs. Maintained oversight of the implementation of the new High Court and District Court projects by the central steering committee established under the Judiciary. The statutory rezoning procedures for the latter’s development site is expected to be completed within 2020. Completed the second round consultation with the industry on the extent of adopting IMS as a listing requirement of Government's approved public works contractors by 30 September 2020. Continued to invest in infrastructure to meet Hong Kong’s needs and create jobs. From 2017-18 to 2020-21, the average capital works expenditure per year amounted to $75.5 billion. PR032/21 18 May 2021 MTR Enhances Non-Peak Hour Services on Nine Railway Lines MTR Corporation is committed to providing convenient train services for passengers. In view of the government’s latest anti-pandemic measures, including relaxation of the social distancing measures as well as the resumption of half-day classes at schools, the Corporation will enhance non-peak hour train services on weekdays, weekends and public holidays on nine railway lines. With effect from 21 May 2021 (Friday), additional services will be provided on the Island Line, Tsuen Wan Line, Kwun Tong Line, Tseung Kwan O Line, South Island Line, Tung Chung Line, East Rail Line, West Rail Line and Tuen Ma Line Phase 1 to provide more convenience to the public. MTR has been maintaining normal train services during peak hours on weekdays amid the pandemic, while train services during non-peak hours have been adjusted flexibly according to the patronage of the respective railway lines. Under this round of train service adjustment, train frequency on Friday nights, as well as during the day, evening and night on weekends and public holidays on the Island Line, Tsuen Wan Line and Kwun Tong Line will be enhanced to every 2.4 to 6.2 minutes. Train frequency on the South Island Line on weekday evenings, weekends and public holidays will be stepped up to every 4 to 6 minutes. As for the Tseung Kwan O Line, Tung Chung Line, East Rail Line, West Rail Line and Tuen Ma Line Phase 1, train services during non-peak hours on weekends will be enhanced. -

It also summarizes the major discussions by Legislative Council ("LegCo") Members on financial proposals on the replacement of TCSSs in the past. Background Traffic control and surveillance systems 2. Since early 1980's, all road tunnels and TMCA have been equipped with comprehensive traffic control and surveillance facilities including closed circuit television ("CCTV") cameras, automatic incident detectors, lane control signals ("LCS"), variable speed limit signs ("VSLS") and variable message signs, etc. for efficient and effective traffic and incident management. 3. Based on the information available on the website of the Transport Department ("TD"),1 TCSSs have been expanded in recent years to include Shenzhen Western Corridor, Tolo Highway, Tsing Sha Control Area, Tuen Mun Road, Hong Kong-Zhuhai-Macau Bridge, Central Wanchai Bypass, Heung Yuen Wai Highway and Tuen Mun-Chek Lap Kok Link. LC Paper No. CB(4)1029/20-21(01) Legislative Council Panel on Transport Subcommittee on Matters Relating to Railways Operating Arrangements for the Tuen Ma Line (Translation) Introduction The Tuen Ma Line (“TML”) under the Shatin to Central Link (“SCL”) project will be commissioned on 27 June 2021. This paper informs Members of the operating arrangements for the TML. Background 2. The SCL project consists of two Sections: (a) the Tai Wai to Hung Hom Section comprising the stations of Tai Wai, Hin Keng, expanded Diamond Hill, Kai Tak, Sung Wong Toi, To Kwa Wan, Ho Man Tin and expanded Hung Hom. This section will join the original Ma On Shan Line and the existing West Rail Line to form the TML, while the TML Phase 1 (“TML1”), comprising the section between Tai Wai and Kai Tak, was commissioned in February 2020; and (b) the Hung Hom to Admiralty Section comprising the stations of expanded Hung Hom, Exhibition Centre and expanded Admiralty – this is an extension of the East Rail Line from Hung Hom across the Victoria Harbour to Wan Chai North and Admiralty. The alignment of the TML and updated MTRCL route map are at Annex 1. 3. The SCL is funded and owned by the Government under the concession approach. In preparation for the commissioning of the TML, the Government, the Kowloon-Canton Railway Corporation (“KCRC”) and the MTR Corporation Limited (“MTRCL”) make an arrangement similar to that of the commissioning of the TML1 in February 2020. Prior to the commissioning of the TML, the Government will vest the TML in KCRC which is wholly owned by the Government and then KCRC will grant the right to operate the TML to MTRCL under the service concession approach. -

Cargo clearance facilities at Heung Yuen Wai Boundary Control Point to open on August 26 (with photos) The Government today (August 21) announced that the Heung Yuen Wai (HYW) Boundary Control Point (BCP) will be commissioned on August 26. In view of the COVID-19 epidemic, both Guangdong and Hong Kong have agreed to open first the cargo clearance facilities for use by cross-boundary goods vehicles. "The opening ceremony for the new BCP will be held at Liantang Port in Shenzhen in the morning of August 26, while the cargo clearance facilities will open for cross-boundary goods vehicles from 4pm that day," a Government spokesman said. In view of the development of the epidemic, the new BCP will not be opened at this stage for Guangdong-Hong Kong cross-boundary private cars, cross-boundary coaches and cross-boundary hire cars under the regular quota, as well as passenger clearance services in order to reduce the flow of people between the Mainland and Hong Kong. The Liantang Port/Heung Yuen Wai Boundary Control Point is the seventh land-based control point at the Hong Kong-Shenzhen boundary. It is named HYW BCP in Hong Kong and Liantang Port in Shenzhen. At the initial stage of the commissioning of the HYW BCP, its operating hours for cargo clearance will be 7am to 10pm daily, which are in line with those of the adjacent Man Kam To and Sha Tau Kok BCPs. The spokesman said that the HYW BCP in Hong Kong is connected to the Heung Yuen Wai Highway, which was completed and opened last year, while the Liantang Port is connected to the Shenzhen Eastern Corridor. -
