Barriger III, one of this century’s most distinguished railroad executives. It will serve the needs of scholars for many years to come, guiding them through an extraordinary body of papers documenting the world of railroading in the first two-thirds of this century across all of North America. In every endeavor, there are individuals for whom the scope of their involvement and the depth of their participation makes them a unique participant in events of historical importance. Such was the case with John Walker Barriger III (1899-1976), whose many significant roles in the American railroad industry over almost a half century from the 1920s into the 1970s not only made him one of this century’s most important railroad executives, but which also permitted him to participate in and witness at close hand the enormous changes which took place in railroading over the course of his career. Over four generations of the Woodward family operated a company that was synonymous with Birmingham as a producer of Woodward #35 with hot metal cars at Woodward Iron Furnace circa 1959 (Tom Lawson collection) “merchant iron” from 1881 to 1973 – the actual beginnings of the Woodward Company predate the beginning of the City of Birmingham. The Woodward Company and its leaders were a strong part of Birmingham’s business community, and its building occupied one street corner of the “heaviest corner on Earth.” Third generation A. H. “Rick” Woodward was perhaps one of the most colorful business leaders in Birmingham, including his owning the Birmingham Barons Baseball team, being the builder of Rickwood Field, and being a “millionaire” locomotive engineer. CITY OF ALTOONA TRAINING FACILITY & COUNCIL CHAMBERS 1320 WASHINGTON AVENUE, ALTOONA, PA CALL TO ORDER – by Chairman Wayne Hippo at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL – taken by City Clerk Linda Rickens Schellhammer-Present were Study Commission members: David Duncan; Heather Eckels; Richard Flarend; Beverly Green; Robert Kutz, Vice-Chairman Richard Fiore Jr. and Chairman Wayne Hippo ALL PUBLIC COMMENT – offered and none given OLD BUSINESS – Chairman Hippo stated Council approved the commission’s request for a budget of $2050 by Council Resolution No. 0086-13 on 7/10/13 Chairman Hippo stated the Devorris Downtown Center August 20th public hearing at 6:00 p.m. has been approved by Penn State Altoona and the fee has been waived Commission member Dave Duncan reviewed a structured approach to commission and recommended the commission engage in two activities to include how the City of Altoona works and how should the City of Altoona should work; Mr. Duncan recommends the commission use the business model to work through the study process with each member taking responsibility for studying one or two items and using support staff where necessary to accomplish the study; Mr. Duncan recommended the members provide a report of their findings as to how the city is currently working; Mr. Duncan stated the stakeholder analysis has already been provided to the commission; Mr. Duncan took DCED representative Michael Foreman’s document to provide a timeframe with activities to be accomplished within the timeframe; Mr. -

ENGINEERS JANUARY 2017 HISTORICAL NARRATIVE Introduction - The City of Altoona (PA) Reservoir System has provided the water supply needs of the area for over 135 years. It is an integrated system of dams, diversions, channels, tunnels, and weirs designed to provide not only capacity but enhanced water quality. Located at the famous Horseshoe Curve rail site, the reservoir system is an outstanding example of 19th century hydraulic engineering. Background - Altoona was founded by the Pennsylvania Railroad (PRR) in the mid-19th century as the site for a shop and maintenance complex. It later became one of the largest railroad manufacturing and repair centers in the world. The Altoona area experienced significant growth during this time and a reliable water supply system was a necessity. Built over 25 years, the Altoona reservoir system was designed with ever increasing capacity and technical sophistication. The evolution of the system and its unique design features are discussed along with photos and maps. 1895 LITHOGRAPH OF ALTOONA WORKS LOCATION MAP – ALTOONA, PA Location – Altoona is located near the base of the Allegheny Mountains and at the headwaters of the Juniata River. No major rivers existed to provide the water needs of the railroad shops and community – rare for a 19th century industrial enterprise. Instead, efforts focused on collecting mountain streams in water reservoirs for conveyance to the City and its railroad complex. One prospective location was near the PRR Horseshoe Curve where the railroad embankment spans to two ravines formed by Kittanning Run and Glen White Run. -

The phrase refers to a heartening reception given his vaudeville act by the audience at an Altoona theater during the early years of the comedian's career. It was also an appropriate title choice because of the comedic sound of the word Altoona. The city was reputedly named in 1849 by J. Edgar Thomson, then chief engineer of the Pennsylvania Railroad (PRR). An assistant engineer later claimed he pointed out to Thomson that generally: words, in the English language, containing the double "o," had some low signification, as "booby," "fool," "poltroon," "spooney," etc. ad in finitum whereas the reverse was as signally trueofwords wherein the single "o" gave the vowel sound, as "noble," "holy," "glory," "heroic," etc. He therefore suggested "Altona" instead, but "Mr. Thompson was not the sort of man to change a plan at the suggestion of another, and 'Altoona' remains."1 In part as a consequence of this unsophisticated sound, the name also served to represent provincial middle America and Burns' long appeal there. Altoona would have proudly accepted the role of standing for quintessential middle America. In fact, city boosters have long tried to place it in that role, describing Altoona as a place "where there is neither the very rich nor the very poor." The city was founded in 1849 as the site of the PRR's main locomotive and car repair and building shops.
