July 2, 2021 DMM Advisory Keeping you informed about classification and mailing standards of the United States Postal Service UPDATE 184: International Mail Service Updates Related to COVID-19 On July 2, 2021, the Postal Service received notifications from various postal operators regarding changes in international mail services due to the novel coronavirus (COVID-19). The following countries have provided updates to certain mail services: Mauritius UPDATE: Mauritius Post has advised that the Government of Mauritius has announced the easing of COVID-related restrictions as of July 1, 2021, subject to strict adherence to sanitary protocols and measures. On July 15, 2021, Mauritius will gradually open its international borders. However, COVID-19 continues to have a direct impact on international inbound and outbound mails to and from Mauritius. Therefore, the previously announced provisions and force majeure continue to apply for all inbound and outbound international letter-post, parcel-post and EMS items. New Zealand UPDATE: New Zealand Post has advised that the level-2 alert in the Wellington region has ended as of June 29, 2021. Panama UPDATE: Correos de Panama has advised that post offices, mail processing centers (domestic and international) and the air transhipment office at Tocúmen International Airport are operating under normal working hours and the biosafety measures established by the Ministry of Health of Panama (MINSA). Correos de Panamá confirms that it is able to continue to receive inbound mail destined for Panama. However, Correos de Panama is unable to guarantee service standards for inbound and outbound mail. As a result, force majeure with respect to quality of service for all categories of mail items will apply until further notice. -

March 20, 2020 DMM Advisory Keeping you informed about classification and mailing standards of the United States Postal Service UPDATE 5: International Mail Service Disruptions Due to COVID-19 On March 19, 2020, the Postal Service™ received notifications from various postal operators regarding changes in international mail services due to the novel coronavirus (COVID-19). The following countries have suspended certain mail services: Bulgaria: Bulgarian Posts plc has advised that it is currently not able to send letter-post, parcel-post or EMS items to many countries inside and outside the European Union, with the list changing on a daily basis. For this reason, Bulgarian Posts has ceased to accept any outbound EMS items destined to international locations. The company will continue to accept letter-post and parcel- post items sent to destinations for which transport capacity is still available. Customers should expect delays for all inbound and outbound mail until further notice. Cyprus: Cyprus Post has advised that effective Saturday, March 21, 2020; all commercial flights to Cyprus are suspended for 14 days. Cyprus Post is therefore suspending all outgoing dispatches to international destinations. [Note: see below regarding change for mail destined to Cyprus.] Morocco: Poste Maroc has advised that following the suspension of international commercial air traffic, it is suspending outbound letter-post, parcel-post and EMS items to international destinations until normal flight operations resume. [Note: see below regarding change for mail destined to Morocco.] As a convenience for our customers, the Postal Service will continue to accept and process mail destined for the aforementioned countries. This mail will be held within our network and will be delivered once mail service is restored. -

Register ID: 092682012915-24 PostEurop Position Paper EC Public Consultation on Modernising VAT for cross-border e-commerce Brussels, 16 December 2015 PostEurop represents 52 Universal Postal Service Providers across Europe and is a restricted (i.e. regional) Union of the Universal Postal Union (UPU). The postal sector is a major contributor to, and facilitator of trade within the European Union and globally. The postal network is an open access channel and a vital facilitator of trade linking businesses and consumers as well as enabling small business enterprises and social customers to access efficient communications and e-commerce services on a global scale. The postal sector is one of the largest employers with over 2.1 million employees across Europe, reaching over 800 million customers and representing 1% of the GDP of the region. Efficient and effective postal services are essential to the social fabric and economic life of the European Union, and as a Service of General Economic Interest (SGEI), plays an important social function, postal operators are there to provide a quality, accessible and affordable universal postal service to all, as defined, not only in the European Postal Services Directive, but also as signatories to the Universal Postal Union Treaty to which all countries, including EU Member States, are members. The members of PostEurop appreciate the opportunity to contribute to the thinking on, and the development of a modernized VAT mechanism which is designed to implement changes in the way customers and business pay import taxes within the European Union. We welcome the drive to make the application of VAT simpler, and at the same time reduce the administrative burden on businesses and suppliers. -
