Initiatives with an emphasis on entrepreneurship has been received well by many as part of this diversification process with several success stories. However, many Bruneians still have the mentality that business is a risky endeavour afforded only by the wealthy and that government jobs are safer - which contribute to Brunei Darussalam having the highest unemployment rate in ASEAN. Although the Government continues to support Micro Small Medium Enterprises (MSME) through better ease of doing business which include creating online applications and faster approvals of permits, entrepreneurs themselves still face unique obstacles attributed to their gender, qualifications or even age. This forum "Bridging The Gap" for the 31st SIGA 2019 hosted by SSEAYP International Brunei (BERSATU) brings together entrepreneurs from a variety of backgrounds who will not only share these unique challenges and issues, but also how they overcame them. We hope that the voices from these powerful individuals will inspire those of you who may be considering entrepreneurship but are hesitating. We hope that the tales from our visionary youth will help those who have budding ideas but are still uncertain. We hope that the spirit of these determined individuals will help others to find the courage to pave the way to fresher and greener frontiers. SOCIAL CONTRIBUTION ACTIVITIES Pusat Bahagia, Department of Community Development, Ministry of Culture, Youth and Sports Pusat Bahagia is a welfare institution established in 1980 with the initiative and cooperation of volunteer workers. Upon its inception, it was just a single class running once a week with only 5 pupils located in a Kampong Ayer (Water village) clinic. In 1993, Pusat Bahagia in Bandar Seri Begawan moved to its existing building in Kampong Pulaie. Since then, the organization has gone through many changes and improvements with centres opening in all four districts in Brunei Darussalam. Draft 10/SIGA 2019 Its services have also been extended to include the Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital playgroup for disabled children as well as Special classes for children with learning disabilities in conjunction with the Ministry of Education. Participants will be divided into groups and will be doing different activities together with children from these special classes. ONE VILLAGE ONE PRODUCT This program was developed in 1993 and is one of the efforts of the Ministry of Home Affairs to motivate communities in a Mukim (cluster of villages) or Kampung (village) to form Consultative Councils of their own in order to help the surrounding community to improve their welfare and economy. The program aims to provide employment opportunities and increase the abilities of individuals and groups in conducting sustainable socio-economic activities by producing local products or services that are unique to the particular Mukim or Kampung. It also aims to foster a sense of community within the Mukim or Kampong. For this year’s SSEAYP International General Assembly (SIGA) activity, participants will be divided into five (5) groups and visit 5 sites in the Tutong District. Four (4) groups will visit four (4) different 1K1P venues and one (1) group will go to the Pusat Kegiatan Warga Emas, Tutong (PKWE) - Senior Citizen Activity Centre, Tutong. • Linguistic and Semiotic Landscape of Tutong Town
41 Southeast Asia: A Multidisciplinary Journal. Volume 20, Issue 2: 41-56 Noor Azam Visualising Change: Linguistic and Semiotic Landscape of Tutong Town Noor Azam Haji-Othman Universiti Brunei Darussalam Abstract This article explores the concept of ‘linguistic landscape’ (Landry & Bourhis, 1997) and applies it to the Tutong Town Centre, which was depicted briefly in the film Gema Dari Menara (1968). Due to the cursory and grainy depiction on screen, a study of the present linguistic landscape of the town featured in the film is far more practical than a detailed comparison of the linguistic landscape of Tutong town then and now. In essence the film has provided a geographical scope for linguistic/ semiotic analysis presented in this paper. The study of signs ‘in a given geographical location’ (Ben Rafael et al, 2006: 14), using the distributive count approach, lends itself to a greater understanding of the ethnolinguistic vitality and sociolinguistic interactions of the language groups living in what can be described as a multilingual and multiracial small town. Such evidence of language use in the public sphere results from an interplay of various factors within the town’s societal context, that could be related to Scollon & Scollons’ (2003:2) idea of ‘the social meaning of material placement of sign and discourses'. This study challenges the notion of ethnic languages’ 'disappearance' from public sphere, and instead raises questions about their ‘initiation’ into public use. The study also concludes that the supposed multilinguality of the Tutong Town population is not represented in the linguistic landscape. Introduction At 1:01:21 of Gema Dari Menara (1968), Tutong is mentioned for the first time by Hassan, when he tells Azman (the main protagonist), that he has a set of posters to drop off at Tutong mosque on their way back from Kuala Belait to Bandar Seri Begawan.

Being in the town here today I already see a few popular spots, such as KK Koya and Mei Fang restaurant. People come from all districts to queue as early as 6.00 am to buy the rojak and wrapped glutinous rice (pulut panggang). Other than food, we also have Tasek Merimbun here, which has been declared as one of ASEAN National Heritage sites since 1984 and Brunei’s largest blackwater lake with an area of 220 hectares, refreshing waterfall at Wasai Bedanu Recreational Park, Batu Mapan Recreational Park and beautiful beach at Pantai Seri Kenangan - set on a spit of land, with the South China Sea on one side and Sungai Tutong on the other, and arguably one of the best spot for sunset in Brunei.
