It worries, questions and generates projects and initiatives in the pursuit of excellence. Both concepts are multidimensional, complex and difficult to define, nevertheless, they are object of clarification and constant reflection. They demand a planning, action and evaluation process. They are dynamic ideas that should be adapted to charters and changeable situations for they depend on socio-cultural and economic factors. They involve an axiological connotation, since they aim at the excellence of planning, of means and, especially, of results. UNESCO and MEC highlight the value of quality and advise educational institutions attain it. In dealing with this topic, it is indispensable to remember the appeals and recommendations expressed in the Law of Guidelines and Bases for National Education (1996), in the World Declaration on Higher Education in the 21st Century: Vision and Action (1998) and in the International Plan for the Implementation of the United Nations Decade of Education for Sustainable Development 2005-2014. The attributes innovation and quality should accompany all subjects, projects and practices of Higher Education: faculty, infrastructure, planning, teaching, curricular proposal, research and evaluation. Education for sustainable development enables, on the one hand, the permeation of the entire educational process helping in making decisions which take into account ecology, justice and economics of all people and also of future generations. Brazilian Higher Education quality can be guided by the following objectives: • To recognize and put into practice four institutional processes: management, teaching, research and extension; • To provide the means for a solid scientific and human development, integrated with

The United States and Brazil must certainly retain and enhance their research at the frontiers—a key theme in our 12 previous “US-Brazil Innovation Learning Laboratories” and 2 “US-Brazil Innovation Summits” in 2007 and 2010. But both nations must also improve the “platforms” that drive new products, services and solutions to the marketplace. And by many measures, the United States and Brazil lead the world in knowledge creation and entrepreneurship—but it is also clear that even in these robust innovation environments, good ideas are left on the shelf. This 13th US-Brazil Innovation Learning Laboratory will explore ways in which both nations can accelerate knowledge and technology transfer, spur entrepreneurship, and catalyze the next generation of innovators in the Western Hemisphere’s two largest economies. Attention will focus on innovation challenges and opportunities neither country can meet alone—as well as cross-sector learnings—particularly in: the nexus of strategic resources, like energy and water; scaling up the overall entrepreneurial environment for key, emerging sectors (IT, social media); and, meeting the health needs of rapidly urbanizing societies, while innovating at the frontiers of bioscience.
