Brief Analysis of the Situation in South Caucasus Jimsher Jaliashvili, Professor Grigol Robakidze University, Tbilisi, Georgia Anna Shah, Master’s programme student Grigol Robakidze University, Tbilisi, Georgia Abstract Despite its small size and relatively small population, the South Caucasus occupies an important place in international geopolitics. Region is an important link between East and West that makes the world actors to give great attention to developing a strategy towards the region in order to maximize meaning of own presence in this important geo-strategic area. Above mentioned factors could contribute to the integration of the region for more effective joint action on the world scene as a union. However, to date, this bone of contention is a zone of low-intensity conflicts, the so-called "frozen conflicts" that threaten to "unfreeze" at any time. After the collapse of the Soviet Union over its entire territory ethnic conflicts became flare up. Some of them spilled over into the active full-scale wars. This is what happened in the South Caucasus in the regions of South Ossetia, Abkhazia and Nagorno-Karabakh. These conflicts still remain a stumbling block to normalization of relations of the Caucasian neighbor countries. I. COMPETITION IN AFGHANISTAN, CENTRAL ASIA, AND PAKISTAN 7/31/11 2 The US has many hard decisions to make in shaping its policies toward Central and South Asia – driven primarily by the war in Afghanistan, the growing instability in Pakistan, and whether the US should actively pursue strategic interest in Central Asia in the face of Russian and Chinese pressures and advantages, than by strategic competition with Iran. Iran is a player in the equation. So far, its efforts in Afghanistan may have done as much stabilize Western Afghanistan as jeopardize US interests, but Iran controls the main logistics route for the UN food effort and is expanding its role in Afghanistan. It also faces growing problems with Pakistan because of instability in the Baluchi areas in both Pakistan and Iran. As for Central Asia, it is not clear that Iran is capable of being a dominant player in a region when China, Russia, and Turkey are major actors and each Central Asian states is playing as many outside and local powers off against each other as possible. Iran is, however, seeking to expand its role and this has had a tangible impact on US and Iranian competition. Afghanistan: Iran has built up major influence in northwestern Afghanistan and with the Hazara Shi’ite minority in other parts of the country. -

TO THE PRESIDENT OF THE AZERBAIJAN REPUBLIC Mr. HEYDAR ALIYEV* Dear Heydar Aliyevich, According to the exchange of views on the issues of strengthening the ceasefire regime, which took place in Baku, I am sending to you, as it was agreed, the proposals of the Minsk Conference co- chairmen. The proposals of the mediator on strengthening the ceasefire in the Nagorno Karabakh conflict On behalf of the Co-chairmanship of the OSCE Minsk Conference (hereinafter – the Mediator), with the purpose of strengthening the ceasefire regime established in the conflict region since May 12, 1994 and creating more favourable conditions for the progress of the peace process, we jointly suggest that the conflicting sides (hereinafter – the Sides) should assume the following obligations: 1. In the event of incidents threatening the ceasefire, to immediately inform the other Side (and in a copy – the Mediator) in written form by facsimile or by the PM line with an exact specification of the place, time and character of the incident and its consequences. The other Side is informed that measures are being taken for non-admission of reciprocal actions which could lead to the aggravation of the incident. Accordingly, the other Side is expected to take appropriate measures immediately. If possible, proposals about taking urgent measures to overcome this incident as quickly as possible and restore the status quo ante are also reported. 2. Upon receiving such a notification from the other Side, to immediately check the facts and give a written response not later than within 6 hours (in a copy – to the Mediator). -

Chapel Hill 2016 Approved by: Erica Johnson Michael Morgan Chad Bryant © 2016 Benjamin Midas ALL RIGHTS RESERVED ii ABSTRACT Benjamin Midas: Nationalist Rhetoric and Public Legitimacy in Ilham Aliyev’s Azerbaijan (Under the Direction of Erica Johnson) This thesis explores the question of why nondemocratic leaders use nationalist rhetoric in ways very similar to democratic leaders through a case study of Azerbaijan. I argue that Azerbaijan’s president Ilham Aliyev uses nationalist rhetoric in order to build public legitimacy for his regime. Despite not needing to build a base of support for legitimate elections, Aliyev needs to legitimate his regime in the eyes of his citizens. To do so he uses nationalist themes in his speeches that resonate with Azerbaijani population to develop popular support. These themes come from applying theories of nationalism to the context of Azerbaijan. I will show the nationalist themes Aliyev utilizes in his speeches and how the use of those themes changes in response to events in Azerbaijan. For many years, scholars have struggled to conclusively define the category of small statehood. Additionally, IR’s privileging of the theoretical paradigms of realism and neorealism when analyzing small state issues, has meant that, until recently, small states have been conceptualized as actors that struggle to make proactive foreign policy choices on their own terms. Despite this, small states, and particularly small island states in the Pacific region, appear to have many opportunities to engage in vibrant foreign policy endeavours in the present day. This article offers a review of small state IR literature, with a particular focus on small state foreign policy issues. It begins by reviewing the various approaches to defining small statehood, before turning to a review of how small state issues have been treated in broader IR. It posits that the small state IR literature can usefully be broken down into three distinct time periods— 1959–1979, 1979–1992, and 1992–present—and reviews the literature within that framework, drawing out the theoretical through lines
