The Road to the First Belarusian State: Nation-Building in the Context of the First World War and Revolution by Lizaveta Kasmach A thesis submitted to the Faculty of Graduate Studies and Research in partial fulfillment of the requirements for the degree of Doctor of Philosophy in History Department of History and Classics University of Alberta © Lizaveta Kasmach, 2016 Abstract This dissertation contributes to the study of the First World War in East Central Europe, providing an insight into the profound political, demographic, social, and cultural changes introduced by the Great War and deepened by the Revolution. Focusing on the Belarusian nation-building process in the early 20th century, this study treats the First World War as an important divide in the national politics of the Polish-Lithuanian-Belarusian borderlands. Rather than emphasizing the framework of the “rise of nationalism,” Belarusian nation- building is analyzed with regard to the recent methodological trends of approaching the First World War as a mobilizational moment for stateless nations, demonstrating the ways in which the Great War catalyzed the growth of ethnic particularism in the region. With a broad comparative perspective on the entangled histories of the nation-building activities of Belarusian, Lithuanian, and Polish national movements, this dissertation addresses the problem of supporting and promoting national identity formation in a borderland region, where powers were changing frequently and people were maneuvering in their survival tactics. This study thus deals with the processes of overcoming indifference and creating allegiance to the new project of the Belarusian nation, uncovering the problematic roots of the Belarusian national identity and persisting patterns of national indifference and passivity, which still remain defining characteristics for contemporary Belarusian society. ii Preface This dissertation is an original work of Lizaveta Kasmach. In the years between the two World Wars the concept became more political in nature: after Estonia, Latvia and Lithuania obtained their independence in 1918 the region gradually became understood as the geographical entity made up of these three republics. Although the Baltic region is geographically fairly homogeneous, each of the newly restored republics possesses unique geographical and strategic features.

ShADurski a aBelarusian State University, 4 Niezaliežnasci Avenue, Minsk 220030, Belarus The present article is devoted to the analysis of the Belarusian-Latvian relations during the period after the two countries gained independence. The author came to the conclusion that the main obstacle to expanding bilateral cooperation is the opposite of geopolitical aspirations of Minsk and Riga and, as a consequence, a different attitude of the neighbouring count- ries to the problem of human rights and historical policy. It is unlikely that the existing disagreements can be eliminated in the coming years. However, such advantages as the geographic proximity of the two countries, the cultural and histori­ cal proximity of the Belarusians and Latvians are a favourable factor for establishing effective interaction in the economic sphere, contacts at the level of regions and cities. A great capacity for cooperation exists in the Belarusian-Latvian border area. The article contains an attempt to define “points of growth” in bilateral relations, as well as to identify problems that can be eliminated without serious financial costs.     THE SACRED LAKES OF THE DVINA REGION (NORTHWEST BELARUS) ULADZIMER LOBACH BALTICA 15 BALTICA Abstract The subject of research is the sacral geography of the Dvina region (in northwest Belarus), the sacred lakes situated in this region, and place-legends about vanished churches relating to these lakes. The author bases his research on the analytical method, and interprets folkloric sources, historical facts and data collected during ethnographic field trips. The main con- clusion of the article attests to the fact that place-legends about a vanished church (they relate to the majority of the lakes) ARCHAEOLOGIA indicate the sacrality of these bodies of water. In the past, sacrality might have contained two closely interrelated planes: an archaic one, which originated from pre-Christian times, and that of the Early Middle Ages, related to the baptism of the people of the Duchy of Polotsk.     LITHUANIAN HISTORICAL STUDIES 7 2002 ISSN 1392-2343 pp. 43–66 CENSORSHIP IN LITHUANIA: A TOOL OF RUSSIAN POLICY; 1831–1865 ZITA MEDIŠAUSKIENĖ ABSTRACT This paper deals with the specificities of Russia’s policy of censorship conducted in the Northwest Province by the Vilnius Censor- ship Committee between 1831 and 1865. In the general context of the Province an attempt is made to give answers to the questions: (1) by whom and in what way the attitudes of the censors of Vilnius were regu- lated with respect to the Lithuanian and Polish press ‘under local condi- tions’ and (2) what requirements of the Censorship Committee were caused ‘by local conditions ’ and by the implementation of Russia’s policy in the Northwest Province. The study is based on official documents, censorial lawsuits, and the censored manuscripts. It is maintained that the opinion and initiative of the governor general of Vilnius were crucial in formulat- ing the ‘local’ policy of censoring. The principal aim of the censorial activity was to ensure the integrity of the Russian Empire by preventing the spread of disintegrational anti-Russian ideas and those of propagat- ing the independence of Poland and ‘Polish patriotism’. Attempts were also made to weaken the influence of the Catholic Church, in particular among the peasantry and to create conditions favouring both religious tolerance and the dissemination of Orthodoxy. In the nineteenth and twentieth centuries Russian nationality policy as well as the ‘Polish Question’ or Russia’s policy in the Polish Kingdom and in the Northwest Province have been subjected to increasing historical scrutiny.

The book contains political essays about people who are well known in Belarus and abroad and who had the most direct relevance to the contemporary history of Belarus over the last 15 to 20 years. The author not only recalls some biographical data but also analyses the role of each of them in the development of Belarus. And there is another very important point. The articles collected in this book were written at different times, so today some changes can be introduced to dates, facts and opinions but the author did not do this INTENTIONALLY. People are not less interested in what we thought yesterday than in what we think today. I have two encyclopedias on my bookshelves. One was published before 1995 when many people were not in the position yet to take their place in the contemporary history of Belarus. The other one was made recently. The fi rst book was very modest and the second book was printed on classy coated paper and richly decorated with photos.

It was not only political rights » that were violated but social, economic and cultural rights as well. These viola- tions are constant and conditioned by the authoritys voluntary policy, with Lu- kashenka at its head. At the same time, human rights violations are not merely VIASNA a side-effect of the authoritarian state control; they are deliberately used as a « means of eradicating political opponents and creating an atmosphere of intimi- dation in the society. The negative dynamics is characterized by the growth of the number of victims of human rights violations and discrimination. Under these circums- tances, with a high level of latent violations and concealed facts, with great obstacles to human rights activity and overall fear in the society, the growth points to drastic stiffening of the regimes methods.
