WS1 Remarks on the nasal classes in Mungbam and Naki Mungbam and Naki are two non-Grassfields Bantoid languages spoken along the northwest frontier of the Grassfields area to the north of the Ring languages. Until recently, they were poorly described, but new data reveals them to show significant nasal noun class patterns, some of which do not appear to have been previously noted for Bantoid. The key patterns are: 1. Like many other languages of their region (see Good et al. 2011), they make productive use of a mysterious diminutive plural prefix with a form like mu-, with associated concords in m, here referred to as Class 18a (see Hyman 1980:187). 2. The five dialects of Mungbam show a level of variation in their nasal classes that one might normally expect of distinct languages. a. Two dialects show no evidence for nasals in Class 6. Two other dialects, Munken and Ngun, show a Class 6 prefix on nouns of form a- but nasal concords. In Munken Class 6, this nasal is n, clearly distinct from an m associated with 6a; in Ngun, both 6 and 6a are associated with m concords. The Abar dialect shows a different pattern, with Class 6 nasal concords in m and nasal prefixes on some Class 6 nouns. b. The Abar, Biya, and Ngun dialects show a Class 18a prefix with form mN-, rather than the more regionally common mu-. This reduction is presumably connected to perseveratory nasalization attested throughout the languages of the region with a diachronic pathway along the lines of mu- > mũ- > mN- perhaps providing a partial example for the development of Bantu Class 9/10. -

Portuguese language in Angola: luso-creoles' missing link? John M. Lipski {presented at annual meeting of the AATSP, San Diego, August 9, 1995} 0. Introduction Portuguese explorers first reached the Congo Basin in the late 15th century, beginning a linguistic and cultural presence that in some regions was to last for 500 years. In other areas of Africa, Portuguese-based creoles rapidly developed, while for several centuries pidginized Portuguese was a major lingua franca for the Atlantic slave trade, and has been implicated in the formation of many Afro- American creoles. The original Portuguese presence in southwestern Africa was confined to limited missionary activity, and to slave trading in coastal depots, but in the late 19th century, Portugal reentered the Congo-Angola region as a colonial power, committed to establishing permanent European settlements in Africa, and to Europeanizing the native African population. In the intervening centuries, Angola and the Portuguese Congo were the source of thousands of slaves sent to the Americas, whose language and culture profoundly influenced Latin American varieties of Portuguese and Spanish. Despite the key position of the Congo-Angola region for Ibero-American linguistic development, little is known of the continuing use of the Portuguese language by Africans in Congo-Angola during most of the five centuries in question. Only in recent years has some attention been directed to the Portuguese language spoken non-natively but extensively in Angola and Mozambique (Gonçalves 1983). In Angola, the urban second-language varieties of Portuguese, especially as spoken in the squatter communities of Luanda, have been referred to as Musseque Portuguese, a name derived from the KiMbundu term used to designate the shantytowns themselves. -

With the support of the Centre for Civil and Political Rights, the initial document was reformatted and summarized in line with the ICCPR and is presented to the Human Rights Committee for the adoption of the List of Issues, at its 105th session (July 2012). However, in order to put such policies into practice, social actors like teachers and teacher educators must include them in their practices. In this context, this study stems from the following research question: how does initial teacher education (ITE) promote the SD Agendas (2030 and 2063 for Africa)? The approach to this question is carried out through a case study focused on an Angolan teacher education higher education institution, in its graduate course for future secondary school biology teachers. The main aims of this study are (i) to characterize how ITE includes SD and (ii) to suggest ways to improve SD, particularly focusing on students’ future professional needs. Data were gathered from document analysis (the pedagogical curriculum plan of the course; titles and abstracts of final-year future biology teachers’ essays) and an interview with the course director of the biology teaching program of the Angolan institution. Content analysis of the gathered evidence was based on a three-dimensional framework: (a) SD goals (SDG) and the curriculum; (b) teacher education principles; and (c) current Angolan curricular perspectives. -

Working Paper Civil wars and state formation: violence and the politics of legitimacy in angola, côte d'ivoire and south sudan PECLARD, Didier, et al. Abstract Civil wars do not only destroy existing political orders. They contribute to shaping new ones, and thereby play a crucial role in dynamics of state formation. This working paper is based on a 2-year research project funded by the Swiss Network of International Studies and conducted by a consortium of five research institutions in Switzerland and Africa. It reflects on the social construction of order and legitimacy during and after violent conflict by focusing on political orders put in place by armed groups, their strategies to legitimize their (violent) action as well as their claim to power, and on the extent to which they strive and manage to institutionalize their military power and transform it into political domination. Drawing on case studies in Angola, Côte d'Ivoire and South Sudan, it shows how strategies of legitimization are central to understanding the politics of armed groups and their relation to the state, how international aid agencies impact on the legitimacy of armed groups and state actors, and how continuities between war and peace, especially in key sectors such as security forces, need to be taken [...] Reference PECLARD, Didier, et al. THE CONSTITUTION OF THE REPUBLIC OF ANGOLA 2003 AMENDMENTS OF THE CONSTITUTION LAW The amendments to the Constitutional Law introduced in March 1991 through Law No. 12/91 were mainly aimed at creating the requisite constitutional framework for the establishment of multiparty democracy, broadening recognition and guarantees of the fundamental rights and freedoms of citizens, and constitutionally enshrining the basic principles of a market Economy. Since it was only a partial revision of the Constitutional Law, as necessary as it was urgent, some constitutionally appropriate and important aspects related to the organisation of a democratic State based on the rule of law were quite rightly left to be properly dealt with in the Constitutional Law, through a second constitutional revision. As a consequence of the constitutional enshrinement of the establishment of multiparty democracy and the signing, on 31 May 1991, of the Angola Peace Accords, for the first time in the country's history multiparty general elections based on direct and secret universal suffrage were held in September 1992 to chose the President of the Republic and Members of the future Parliament. Without detracting from the powers of the National Assembly to amend the current Constitutional Law and approve the Constitution of the Republic of Angola, it has become indispensable to proceed with the immediate amendment of the Constitutional Law, as planned, aimed essentially at clarification of the political system, the separation of the functions and the interdependence of sovereign bodies, and also at making the status and guarantees of the Constitution explicit, in accordance with the enshrined principles of building a democratic State based on the rule of law in Angola. -

A zona sul de Angola onde se situam as três provincias visitadas (Cuando Cubango, Cunene e Huila) ao longo do inquérito foi severamente afectada pela seca. Como resultado, nota-se a fraca produção agrícola, perda de animais, escassez de água para o consumo humano e abeberramento do gado, perda de bens, deslocamentos de pessoas e animais, tendo afectado os modos de vida. No período actual (Julho a Setembro de 2019), cerca de 422 000 pessoas sao classificadas em IPC fase 3 e 4. As familias en essa fase estão a enfrentar dificuldades no acesso a alimentos ou são capazes de satisfazer apenas as necessidades alimentares mínimas por meio de estratégias de crise e emergência. No período projectado (Outubro de 2019 a Fevereiro de 2020), estima-se que cerca de 562 000 pessoas estarao em IPC fase 3 e 4, e as familias enfrentarão dificuldades no acesso a alimentos ou serão capazes de satisfazer apenas as necessidades alimentares mínimas por meio de Insegurança Alimentar estratégias de crise e emergência. -

African historiography has ceased to be the crowing of imperialist historians or the subtle backing of a racist philosophy. Each year new research is turned out demonstrating time and again that Africans had a pre-colonial history, and that even during colonial times they played an important part in their own history. However, since African history has emerged as a field attracting the serious atten tion of historians, it must face the problems that confront all historiography; all the more since it has more than the ordinary impact on the people it purports to study. Because it is so closely involved in the political and social move ments of the present-day world, it demands of all engaged in writing African history - from the researcher down to the popular writer - that they show awareness of the problems of Africa and the Third World. African historiography, not surprisingly, bears the im print of its history, and its involvement in the polemics of Black Liberation and racism. -
Introduction
Introduction The cover image of a wire-and-bead-art radio embodies some of this book’s key themes. I purchased this radio on tourist-thronged Seventh Street in the Melville neighborhood of Johannesburg. The artist, Jonah, was an im- migrant who fled the authoritarianism and economic collapse in his home country of Zimbabwe. The technology is stripped down and simple. It is also a piece of art and, as such, a representation of radio. The wire, beadwork, and swath of a Coca-Cola can announce radio’s energy, commercialization, and global circulation in an African frame. The radio works, mechanically and aesthetically. The wire radio is whimsical. It points at itself and outward. No part of the radio is from or about Angola. But this little radio contains a regional history of decolonization, national liberation movements, people crossing borders, and white settler colonies that turned the Cold War hot in southern Africa. Powerful Frequencies focuses on radio in Angola from the first quarter of the twentieth century to the beginning of the twenty-first century. Like a radio tower or a wire-and-bead radio made in South Africa by a Zimbabwean im- migrant and then carried across the Atlantic to sit on a shelf in Bloomington, Indiana, this history exceeds those borders of space and time. While state broadcasters have national ambitions—having to do with creating a com- mon language, politics, identity, and enemy—the analysis of radio in this book alerts us to the sub- and supranational interests and communities that are almost always at play in radio broadcasting and listening. -

PREFACE Angola has been an important source country of refugees and asylum-seekers over a number of years. This paper seeks to define the scope, destination, and causes of their flight. The first and second part of the paper contains information regarding the conditions in the country of origin, which are often invoked by asylum-seekers when submitting their claim for refugee status. The Country Information Unit of UNHCR's Centre for Documentation and Research (CDR) conducts its work on the basis of publicly available information, analysis and comment, with all sources cited. In the third part, the paper provides a statistical overview of refugees and asylum-seekers from Angola in the main European asylum countries, describing current trends in the number and origin of asylum requests as well as the results of their status determination. CHAPTER = ANGOLA the Bush and Reagan Administrations Have Been Quick to Criticize Human Rights Violations by the Angolan Government
@CHAPTER = ANGOLA The Bush and Reagan administrations have been quick to criticize human rights violations by the Angolan government. Among the abuses protested have been the intolerance of dissent, the use of land mines against civilians, and the holding of political detainees and prisoners. These serious abuses deserved the strong condemnation that they have received. However, both administrations have neglected serious violations by the U.S.-backed rebels seeking to overthrow the Angolan government, the National Union for the Total Independence of Angola ("UNITA"). @PAGE = This refusal to criticize rebel abuses stems from the Bush administration's unwavering support of UNITA and its leader, Jonas Savimbi. For 14 years UNITA has been seeking to topple Angola's post-independence government in a war that to date has resulted in the deaths of over 100,000 people, most of them civilians. The U.S. policy of funding UNITA, first initiated by President Reagan in late 1985, has if anything been solidified under President Bush. Even before President Bush took office, he wrote to Savimbi assuring him that "all appropriate and effective assistance" would continue. Then, in 1989, to compensate for the loss of South African military and economic assistance to UNITA, the Bush administration increased the level of U.S. covert aid for Savimbi to close to $50 million.<$F Although termed "covert," U.S. assistance is widely characterized as an "open secret." Savimbi himself made a public statement in June that Congress had renewed his aid, and was also quoted in Jeune Afrique magazine as saying that he had received $35 million in funding from the Central Intelligence Agency.
