House State and Local Government Committee House Bill 195 – Women Veterans’ Day Sponsor Testimony 1 MAY 2019 Chair Perales, Vice Chair Hood, and members of the House Armed Services and Veterans Affairs Committee thank you for the opportunity to testify today regarding House Bill 195. And thank you to my joint sponsor, Assistant Majority Whip Lanese, for working with me on this important piece of legislation. While President Truman signed the Women’s Armed Services Integration Act in 1948, it would be 45-years before the Pentagon, under the direction of Defense Secretary Les Aspin, would lift the ban on women serving on combat aircraft and warships in 1993. It took time for Aspin’s directive to make an impact. It wasn’t until 1998 that female fighter pilots flew into combat for the first time as part of a four- day bombing campaign on Iraq and Kathleen McGrath became the first woman to command a Navy warship. In that same year, Heather Wilson—now Secretary of the Air Force—was elected to represent New Mexico’s First Congressional District, becoming the first female military veteran to complete a full term in Congress. It was a privilege of mine to intern for her. In 2005, Leigh Ann Hester, an Army National Guard soldier would become the first woman since the end of WWII to earn the Silver Star for her service after she outmaneuvered 50-insurgent fighters in Iraq, assaulting and clearing two trenches 8-years before Secretary Leon Panetta lifted the ban on women serving in combat altogether. This is not to say the progress women veterans have made have been limited to our most recent history. -

However, the narrative of feminism that has been appropriated by the US military in order to justify the war on terror is that of liberal feminism; it is a discourse of feminism that privileges a white, middle-class, Western audience. In other words, it is blind to the historically disproportionate experience of oppression faced by women of colour. On a global scale, liberal feminism undermines the agency of women’s movements in the global south by assuming the universality – as well as the superiority – of Western human rights discourse. This paper will examine how the liberal feminist discourse became a dominant narrative in the war on terror. -

Rosenberg & Bryce Wilson Stucki** After Donald Trump’s surprise victory over Hillary Clinton, commentators and journalists turned their attention to rural America, where Trump won three times as many votes as his opponent, in order to understand what had just happened.1 They wrote about forgotten places: small towns populated by opioid addicts,2 dying Rust Belt cities with abandoned factories at their centers,3 and mountain hamlets populated by xenophobes and racists.4 These writers described a conservatism so total and inexplicable it seemed part of the landscape. -

J _j. c files this complaint seeking an immediate investigation by the 7 c; a > Federal Election Commission into the illegal spending A* practices of the National Republican Senatorial Campaign Committee (WRSCIt). As the public record shows, and an investigation will confirm, the NRSC and a series of ostensibly nonprofit, nonpartisan groups have undertaken a significant and sustained effort to funnel "soft money101 into federal elections in violation of the Federal Election Campaign Act of 1971, as amended or "the Act"), 2 U.S.C. 5s 431 et seq., and the Federal Election Commission (peFECt)Regulations, 11 C.F.R. 85 100.1 & sea. 'The term "aoft money" as ueed in this Complaint means funds,that would not be lawful for use in connection with any federal election (e.g., corporate or labor organization treasury funds, contributions in excess of the relevant contribution limit for federal elections). THE FACTS IN TBIS CABE On November 24, 1992, the state of Georgia held a unique runoff election for the office of United States Senator. Georgia law provided for a runoff if no candidate in the regularly scheduled November 3 general election received in excess of 50 percent of the vote. The 1992 runoff in Georg a was a hotly contested race between the Democratic incumbent Wyche Fowler, and his Republican opponent, Paul Coverdell. The Republicans presented this election as a %ust-win81 election. Exhibit 1. The Republicans were so intent on victory that Senator Dole announced he was willing to give up his seat on the Senate Agriculture Committee for Coverdell, if necessary. -

Gender helped Albright gain her position , it affected the manner in which she carried out her duties , and it facilitated her working relationship with a Repub lican Congress. Dean Rusk Oral History Collection Rusk H Dean Rusk interviewed by Richard Rusk 1984 October 22 RICHARD RUSK: Interview with Dean Rusk on his boyhood days in Atlanta. A lot of these questions and material is based on Franklin [Miller] Garrett's book called Atlanta and Its Environs. What are your first memories of events in Atlanta, not necessarily your boyhood or childhood but the very first things you remember as far as the public events of Atlanta are concerned. DEAN RUSK: I think probably the coming of World War I, the fact that a number of my cousins went off to the service in the Army or the Navy. Of course, during the war we had that huge fire on the north side of town, destroyed about a third of the city. From where we lived we could clearly see that smoke and sense some of the excitement and confusion to that period. Rumors were going around that a German plane had been seen and dropped a bomb over the city to start the fire, which was nonsense of course. But I wasn't, as a small boy, caught up very much in the events of the city of Atlanta. That was fairly well removed from our lives out there in West End. But I think those were the two things that occurred while I was a small boy living there. RICHARD RUSK: The section, West End in Atlanta--just some general characteristics of West End. Again, a lot of this you have already given me. DEAN RUSK: In those days, West End was a very modest little community about two miles from downtown. -

Kissinger's World: A Cautionary Tale Through a Cold War Lens Book Review* MICHAEL J. KELLY** Henry Kissinger, former National Security Advisor and Secretary of State in the Nixon and Ford administrations, Nobel Peace Laureate, co- Man of the Year for Time Magazine, and widely regarded "dean of American foreign policy" is an eloquent writer. He is persuasive, avuncular, and sometimes grandiose. His internal logic is mostly consistent and coherent. He is perhaps one of the greatest diplomats of his generation. Henry Kissinger is also a man of the Cold War generation. This book reflects his latest attempt to bring meaning to the multipolar world that has emerged around him, but it equally reflects his more general inability to do so, as he continues to cling to notions of unipolarity with America at the center. An unfortunate theme is Kissinger's predictable distraction by geopolitical and geostrategic considerations that enjoyed more relevance during his tenure in office than today. Does America Need a Foreign Policy? is clearly a rhetorical title intended to stir interest in what Dr. Kissinger rightly perceives as waning American concern for international affairs. This book is designed to offer a general stock-taking of our current situation in the world as we move into the 21st century-hence the subtitle, Toward a Diplomacyfor the 21st Century. While the book does not neatly outline a comprehensive new foreign policy, package it with all the trimmings and deliver it to Secretary of State Powell for immediate implementation, it does create a * Henry Kissinger, Does America Need a Foreign Policy (Simon & Schuster 2001).
