INTERNATIONAL RELATIONS IN A CHANGING WORLD: A NEW DIPLOMACY? EDWARD FINN Edward Finn is studying Comparative Literature in Latin and French at Princeton University. INTRODUCTION The revolutionary power of technology to change reality forces us to re-examine our understanding of the international political system. On a fundamental level, we must begin with the classic international relations debate between realism and liberalism, well summarised by Stephen Walt.1 The third paradigm of constructivism provides the key for combining aspects of both liberalism and realism into a cohesive prediction for the political future. The erosion of sovereignty goes hand in hand with the burgeoning Information Age’s seemingly unstoppable mechanism for breaking down physical boundaries and the conceptual systems grounded upon them. Classical realism fails because of its fundamental assumption of the traditional sovereignty of the actors in its system. Liberalism cannot adequately quantify the nebulous connection between prosperity and freedom, which it assumes as an inherent truth, in a world with lucrative autocracies like Singapore and China. Instead, we have to accept the transformative power of ideas or, more directly, the technological, social, economic and political changes they bring about. From an American perspective, it is crucial to examine these changes, not only to understand their relevance as they transform the US, but also their effects in our evolving global relationships.Every development in international relations can be linked to some event that happened in the past, but never before has so much changed so quickly at such an expansive global level. In the first section of this article, I will examine the nature of recent technological changes in diplomacy and the larger derivative effects in society, which relate to the future of international politics. -

Chinese Public Diplomacy: the Rise of the Confucius Institute / Falk Hartig
Chinese Public Diplomacy This book presents the first comprehensive analysis of Confucius Institutes (CIs), situating them as a tool of public diplomacy in the broader context of China’s foreign affairs. The study establishes the concept of public diplomacy as the theoretical framework for analysing CIs. By applying this frame to in- depth case studies of CIs in Europe and Oceania, it provides in-depth knowledge of the structure and organisation of CIs, their activities and audiences, as well as problems, chal- lenges and potentials. In addition to examining CIs as the most prominent and most controversial tool of China’s charm offensive, this book also explains what the structural configuration of these Institutes can tell us about China’s under- standing of and approaches towards public diplomacy. The study demonstrates that, in contrast to their international counterparts, CIs are normally organised as joint ventures between international and Chinese partners in the field of educa- tion or cultural exchange. From this unique setting a more fundamental observa- tion can be made, namely China’s willingness to engage and cooperate with foreigners in the context of public diplomacy. Overall, the author argues that by utilising the current global fascination with Chinese language and culture, the Chinese government has found interested and willing international partners to co- finance the CIs and thus partially fund China’s international charm offensive. This book will be of much interest to students of public diplomacy, Chinese politics, foreign policy and international relations in general. I chair the board of the United States Institute of Peace, and I'm delighted to welcome you to Passing the Baton: Securing America's Future Together. USIP has hosted the Passing the Baton event after every change in administration for the last 20 years, starting in 2001, when President Clinton's National Security Advisor Sandy Berger, passed the baton to his successor, Condoleezza Rice, who we are honored to have with us again today. This year, we gather in the wake of a violent insurrection against our Capitol, the symbol and foundation of our democracy. The insurrection was marked by hateful expressions of white supremacy and anti-Semitism. These never are, and never can, be tolerated. There is no question that January 6 was one of the greatest tests of American democracy in recent memory. But as lawmakers gathered that same night to fulfill their constitutional duty, it was also the greatest measure of our democracy’s resilience. Ultimately, the events of January 6 underscore that despite the challenges and the fault lines, our democratic system remains the strongest, most powerful form of governance on earth, and the most effective vehicle for driving sustainable peace. Today, as we consider the formidable foreign policy and national security challenges facing the nation, we must recommit to navigating the road ahead together in the spirit, tradition, and principles of liberty and union that have been the bedrock of our republic. -

Serafino Specialist in International Security Affairs July 23, 2009 Congressional Research Service 7-5700 www.crs.gov RL32862 CRS Report for Congress Prepared for Members and Committees of Congress Peacekeeping/Stabilization and Conflict Transitions Summary The 111th Congress will face a number of issues regarding the development of civilian capabilities to carry out stabilization and reconstruction activities. In September 2008, Congress passed the Reconstruction and Stabilization Civilian Management Act, 2008, as Title XVI of the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 (S. 3001, P.L. 110-417, signed into law October 14, 2008). This legislation codified the existence and functions of the State Department Office of the Coordinator for Reconstruction and Stabilization (S/CRS) and authorized new operational capabilities within the State Department, a Civilian Response Corps of government employees with an active and a standby component, and a Civilian Reserve Corps. S/CRS was established in 2004 to address longstanding concerns, both within Congress and the broader foreign policy community, over the perceived lack of the appropriate capabilities and processes to deal with transitions from conflict to stability. These capabilities and procedures include adequate planning mechanisms for stabilization and reconstruction operations, efficient interagency coordination structures and procedures in carrying out such tasks, and appropriate civilian personnel for many of the non-military tasks required. Effectively distributing resources among the various executive branch actors, maintaining clear lines of authority and jurisdiction, and balancing short- and long-term objectives are major challenges for designing, planning, and conducting post-conflict operations, as is fielding the appropriate civilian personnel.
