In most cases, civil-military relations literature focuses on civilian control in a democracy or the breakdown of that control. The focus of this research is the opposite: either the returning of civilian control or maintaining civilian control. Moreover, the approach taken in this dissertation is different because it assumes group identity, and the military’s inherent connection to society, determines the civil-military relationship. This dissertation provides a qualitative examination of two states, Pakistan and India, which have significant similarities, and attempts to discern if a group theory of civil-military relations helps to explain the actions of the militaries in both states. Both Pakistan and India inherited their military from the former British Raj. The British divided the British-Indian military into two militaries when Pakistan and India gained Independence. These events provide a solid foundation for a comparative study because both Pakistan’s and India’s militaries came from the same source. Second, the domestic events faced by both states are similar and range from famines to significant defeats in wars, ongoing insurgencies, and various other events.

    Current Affairs 2013- January International The Fourth Meeting of ASEAN and India Tourism Minister was held in Vientiane, Lao PDR on 21 January, in conjunction with the ASEAN Tourism Forum 2013. The Meeting was jointly co-chaired by Union Tourism Minister K.Chiranjeevi and Prof. Dr. Bosengkham Vongdara, Minister of Information, Culture and Tourism, Lao PDR. Both the Ministers signed the Protocol to amend the Memorandum of Understanding between ASEAN and India on Strengthening Tourism Cooperation, which would further strengthen the tourism collaboration between ASEAN and Indian national tourism organisations. The main objective of this Protocol is to amend the MoU to protect and safeguard the rights and interests of the parties with respect to national security, national and public interest or public order, protection of intellectual property rights, confidentiality and secrecy of documents, information and data. Both the Ministers welcomed the adoption of the Vision Statement of the ASEAN-India Commemorative Summit held on 20 December 2012 in New Delhi, India, particularly on enhancing the ASEAN Connectivity through supporting the implementation of the Master Plan on ASEAN Connectivity. The Ministers also supported the close collaboration of ASEAN and India to enhance air, sea and land connectivity within ASEAN and between ASEAN and India through ASEAN-India connectivity project. This research paper describes a corpus based transliteration system for Punjabi language. The existence of two scripts for Punjabi language has created a script barrier between the Punjabi literature written in India and in Pakistan. This research project has developed a new system for the first time of its kind for Shahmukhi script of Punjabi language. The proposed system for Shahmukhi to Gurmukhi transliteration has been implemented with various research techniques based on language corpus. The corpus analysis program has been run on both Shahmukhi and Gurmukhi corpora for generating statistical data for different types like character, word and n-gram frequencies. This statistical analysis is used in different phases of transliteration. Potentially, all members of the substantial Punjabi community will benefit vastly from this transliteration system. 1 Introduction One of the great challenges before Information Technology is to overcome language barriers dividing the mankind so that everyone can communicate with everyone else on the planet in real time. South Asia is one of those unique parts of the world where a single language is written in different scripts. This is the case, for example, with Punjabi language spoken by tens of millions of people but written in Indian East Punjab (20 million) in Gurmukhi script (a left to right script based on Devanagari) and in Pakistani West Punjab (80 million), written in Shahmukhi script (a right to left script based on Arabic), and by a growing number of Punjabis (2 million) in the EU and the US in the Roman script.
