XXI, no. 1 2021 The end of the Cold War, and the extinction of communism both as an ideology and a practice of government, not only have made possible an unparalleled experiment in building a democratic order in Central and Eastern Europe, but have opened up a most extraordinary intellectual opportunity: to understand, compare and eventually appraise what had previously been neither understandable nor comparable. Studia Politica. Romanian Political Science Review was established in the realization that the problems and concerns of both new and old democracies are beginning to converge. The journal fosters the work of the first generations of Romanian political scientists permeated by a sense of critical engagement with European and American intellectual and political traditions that inspired and explained the modern notions of democracy, pluralism, political liberty, individual freedom, and civil rights. Believing that ideas do matter, the Editors share a common commitment as intellectuals and scholars to try to shed light on the major political problems facing Romania, a country that has recently undergone unprecedented political and social changes. They think of Studia Politica. Romanian Political Science Review as a challenge and a mandate to be involved in scholarly issues of fundamental importance, related not only to the democratization of Romanian polity and politics, to the “great transformation” that is taking place in Central and Eastern Europe, but also to the make-over of the assumptions and prospects of their discipline.     Spotlight on Parliaments in Europe Issued by the EP Directorate for Relations with National Parliaments N° 13 - November 2016 Quality of legislation stemming from the EU On 19 September 2016, the Italian Senate submitted a request to the ECPRD network concerning the quality of legislation stemming from the EU. This request was an opportunity for National Parliaments to exchange best practices on how to ensure the quality of legislation with specific regard to transposition, implementation and enforcement of EU law. From the 21 answers provided by National Parliaments it is clear that transposition and implementation of EU Law is highly unlikely to require special attention. While almost all of them are using legislative guidelines and procedures for guaranteeing high standard of general law-making, only a few have felt the need to establish special mechanisms to ensure the quality of legislation stemming from the EU. The use of legislative guidelines and procedures; the main way to ensure the quality of legislation stemming from the EU. The use of legislative guidelines and procedures appears to be the most common way for National Parliaments to ensure the quality of legislation, also the legislation stemming from the EU. It allows for good linguistic coherence in the national languages while enhancing the standardization of the law. For example, in the case of Austria, the Federal Chancellery has published specific “Legistische Richtlinien”. In Spain, the instrument used is the Regulation Guidelines adopted in the Agreement of the Council of Ministers of 22 July 2005. Both Italian Chambers use Joint Guidelines on drafting of national legislation.

In Memoriam / 2 Back in December Karin and I submitted our Annual Report for the year gone by, which IFLA conferences 2018 was a good opportunity to look back on the Section’s work. In addition to our pre- conference and WLIC session (you can read more about these on p.2), we also made 3 Planning for the IFLA good progress with the work on the project to develop an ethics checklist for parliamen- conferences 2019 tary libraries and research services as well as updating the Section’s web pages. Howev- er, we cannot afford to rest on our laurels as there is plenty for us to be working on in this 4 - 7 Recent and upcoming year’s Action Plan! events News from Parliamentary 8 - 11 So back to 2019. Work is already well underway planning for this year’s pre-conference Libraries/Research Ser- and WLIC in Athens – more details can be found about these on p.3. While work also vices & partners continues on the next steps of IFLA’s Global Vision, which will result in the launch of a new IFLA strategy at the WLIC in August (see p.4).

    Urban Space on the Frontier: The Development of Sapporo in Meiji Japan Ethan Barkalow, Class of 2018 Through the Goldsmith Adams Research Award, I had a two-fold experience of research and language study in Japan this summer. For eight weeks I lived with a host family in Hakodate, Japan and enrolled in daily Japanese language courses. In the time immediately preceding and following this language program, I gathered invaluable primary source material with which I will use to pursue a history honors project on the urban development of Sapporo in Meiji Japan (1868-1912). The eight-week Japanese language program through the Hokkaido International Foundation (HIF) allowed me to immerse myself in Japanese language and culture in three settings: Japanese class, Japanese cultural events, and living with a host family. Continuing my Japanese studies at HIF was especially valuable for the progress of my Japanese minor at Bowdoin because after missing a semester of class in the spring semester I was able to catch up and can continue towards completing my Japanese minor. About four weeks of my time this summer in Japan were dedicated to conducting preliminary research and gathering primary and secondary sources to use in an honors project over the next year. Firstly, with students and faculty of the Bowdoin Japanese Program I spent about nine days in Tokyo. During this period, my faculty mentor Professor Sakura Christmas and I took several visits to the National Diet Library of Japan. The National Diet Library contains a comprehensive archive of historical documents which included material from and concerning Meiji-period Sapporo.

    Next Chapter of Knowledge Management in Qatar: The new Qatar National Library and its services Claudia Lux Fifty years ago, 29 December 1962, in Doha, Qatar, the Dar-Al-Kutub – Library was founded in one of the first original library building of the region. The collection based on two libraries the Doha Public Library of 1956, and the Endowment Library, from 1954. The opening collection consisted of 30.000 volumes. (Khalifa, 1992) In the beginning Dar-Al-Kutub, was responsible for school and public libraries for the first 10 years, later these functions changed to public library and national library functions. (Khalifa, 1992). The first Qatar National Bibliography was published in 1970. (Al Nassr, 1993). But only in 1982, the legal deposit law by Emir Decree No. 14 was issued, and more national library functions developed: the collection of publications from Qataris published abroad and the ISBN-Agency of Qatar in 1994. From 1972 onwards the Qatar National Library organized the Qatar Book Fair, an important cultural event for the country and the region. Over the years the national library has served its users with a wide range of collection and activities. Between 1978 and 1985 the branches developed and their libraries filled up with Arab and English books. The Women’s library, with a collection of more than 60.000 volumes introduced educational computer games for Kids and internet in a modern office building, which was changed to become a library. They developed a set of activities with handicapped students from different schools and their new knowledge management is a good example to other public library branches after their facilities are renovated and modernized.

    National Diet Library Newsletter No. 141, February 2005 The 24th Mutual Visit Program between the National Diet Library and the National Library of China A National Library of China (NLC) delegation visited Japan from November 8 to 17, 2004, on the 24th mutual visit program between the NDL and the NLC. The program started in 1981 and since then, the NDL and the NLC alternate each year in sending a group. For reports of past programs, please see here. Delegation of the NLC Headed by Deputy Director Mr. Zhang Yanbo, this year's delegation had the following four members: Ms. Shen Sa, Director of the Personnel Division, Mr. Wang Dongbo, Director of the Operational Division, Mr. Li Wanjian, Professor of China Society for Library Science, and Ms. Zhang Yanxia (interpreter), Deputy Director of the Acquisition and Cataloging Department. The main theme of this year's program was "Management of national libraries" with sub- themes "Human resources development" and "Activity evaluation system." The program consisted mainly of a series of sessions held at the Tokyo Main Library of the NDL with participation from the Kansai-kan using the TV Conference System. There was also deliberation on how the two national libraries should develop specific cooperation based on the "Letter of Intent concerning Exchange and Cooperation between the NDL and the NLC" signed in 1999. Opening session (November 9) At the opening session, Mr. Zhang delivered a keynote speech under the title "Promotion of the modernization and internationalization of the NLC by the renovated management system and mechanism," followed by a speech by Mr.
