2 Introduction

In the Netherlands the government has chosen for 9 top sectors. These top sectors are mostly based on SIC (Standard Industrial Classification) All top sectors have been identified entirely based on the SIC. The ministry of Economic Affairs has chosen that 4 of the 9 top sectors are fully based on SBI. These four top sectors are: Agriculture & Food, Chemistry, High-tech Systems& materials (HTSM) and Life Sciences & Health. These top sectors are also the ones that are internationally recognized and have international success. OF the remaining 5 top sectors, Creative Industry, Energy, Logistics, Horticulture & Propagation materials and Water is noted that these sectors need additional customization on enterprise-level.

In addition to the main ports, greenports and brainport the so called Valleys are also of national importance. Most eye-catching Valleys are: Energy Valley in , Food Valley in Wageningen, Health Valley in Nijmegen, Maintenance Valley in West and Central Brabant, Science Park in and Nanotechnology in Twente and Delft.

It seems that there is an initiative in the Netherlands in order to create ‘top centrums ‘that focus on certain sectors or fields. Other examples are the Circular Valley, Health Hub and the Smart Space Cluster. The financial newspaper FD reported in May 2016 that in the Netherlands the number of partnerships and organizations is 116 in total. Also there are in total 32 campuses and 20 technology parks that focus on innovation. There are also projets ongoing in order to create ICT Campus in Veenendaal and the Geomatics Businesspark in Marknesse.

However some academics see this initiative partly as a cause of worry. It seems that every municipality wants to have a valley, campus or cluster that is active on an international level. However this idea is not realistic. Also, there is much to gain of local and regional administrators make sharper choices and retain and focus on their own specialization. Also, better cooperation is also a key to more regional success in innovation.

The top sector Agri & Food includes everything around food, primary production and treating, processing, marketing and distribution. In order to use both social and economic opportunities, the top sector Agri & Food stimulates the development of new knowledge and innovations. The Dutch Agri & Food sector excels in innovation and productivity. 12 companies of the 40 most important food and beverage companies in the world have R & D activities or a branch in the Netherlands. The industry wants to retain this leading position and expand. It is not only about production of sustainable and quality food, but also for sustainable food chains in which humans, animals and nature are central.

The top sector Agro & Food concentrates in the Veluwe region and, to a lesser extent, in Southwest . This may indicate into a concentration agro & food companies around the Food Valley in Wageningen. However, the pattern of clustering covers a much more relevant area: agro & food companies seem to cluster in the South of South Triangle (including Westland) - Veluwe (including Ede- Wageningen) - Northeast Brabant. The cluster called Food Valley in Wageningen as this cluster is mentioned in the notes (this name is based primarily on around Wageningen University existing knowledge and technology on the field of Agro& Food. )

The Netherlands has a strong chemical industry and aims to play a leading role in the transition to green and sustainable chemistry. The chemical industry makes and processed products by altering the chemical composition of existing substances. Like other sectors related to the chemical industry with scarcity of raw materials: they run out or are not readily available. However, it is said that this issue also provides opportunities for the top sector Chemistry. For example by using sustainable and environmentally friendly raw materials and smart solutions, which are used in health care, food industry, energy and transport and reuse of raw materials in the chemical industry.

The top sector Creative industry is said to be the most dynamic top sectors of the Dutch economy. The creative sectors architecture, fashion, gaming, design, and media and entertainment are a driver of innovation in other sectors. They provide creative solutions for societal challenges in areas such as healthcare, security and energy. The Dutch creative industry is internationally a top 10 player. Companies that enjoy international renown include Endemol, G-star, Guerilla Games and Droog Design. The Top Team Creative Industries has the ambition that the Netherlands is in 2020 Europe's most creative economy. The top sector Energy is the driving force behind innovations needed for the transition to an affordable, reliable and sustainable energy. Internationalization of the energy and CO2 reduction are important themes. The aims in this sector are to reduce the costs of CO2 emissions, developing renewable energy sources and exploiting them smarter. The demand for (sustainable) energy is growing and offers opportunities for, for example generation, transport and trade in energy. Netherlands has the advantage with its seafront position, the strong position of the seaports, the presence of gas and gas infrastructure. This could allow the Netherlands to become the energy hub of Europe.

The Top sector Energy Valley mainly has cluster in the Zuid-Holland Province (around Rotterdam- The Hague, around Amsterdam, Utrecht and Eindhoven) Also, in some more isolated locations such as around Arnhem there are energy activities. Groningen and Delfzijl come as valley far less prominent in the front; in these regions are located in other words clustered relatively few companies in the energy sector. The Groningen region distinguishes itself by a relatively large share of jobs in the energy sector (almost 10 percent of the total in the Netherlands). The Delfzijl region especially has a high relative specialization, because relatively few other types of activity in this region present. In short: Energy Valley in northern Netherlands is not so much a cluster of businesses, but consists especially in some large companies.

20 Top Sector High Tech Systems & Materials (HTSM) (www.hollandhightech.nl)

The Dutch high-tech sector is a strong internationally oriented, knowledge-intensive sector, where a lot of research is carried out and quality products and services are developed. In addition, is in almost all products now a piece of technology, which makes an even greater impact on the sector. This sector plays an important role in devising and implementing solutions to global societal challenges in the fields of mobility, health, renewable energy, security and climate change, technologies that are firmly rooted in the Netherlands: micro- / nano-electronics, nanotechnology, photonics, advanced materials and manufacturing, and semiconductors.

The Dutch market for high-tech products and services is for the most part overseas. This is a growth market, especially on a global scale. The main ambition of this sector is to ensure that the Netherlands remains at the top on international level, through innovation and export growth, and also to make a vital contribution to solving societal challenges worldwide. The Dutch high-tech sector aims to increase exports to 74.6 billion euros in 2025, and production to 182 billion euros.

21 The Twente region distinguishes itself with its high-tech activities brainport and manufacturing industry and much less the technological services. The region has a relatively strong specialization in the brain port activities. Thus, more than 8.5 percent of jobs in the Netherlands is in this region. For the manufacturing industry is the same. About 7 percent of jobs linked to the high-tech manufacturing is in Twente. Remarkably, however, the degree of clustering is relatively low. In Twente there are relatively few high-tech branches located close together. Such Clusters do exist around Eindhoven and in the . Twente mainly has some relatively large companies in the this sector.

Maintenance Valley represents several developments that occur simultaneously and all of which focus on maintenance, especially on airplanes. It is therefore difficult to connect these activities, one by one with a top sector. The top sector High Tech Systems and materials, especially the sub-sector Manufacturing, is most closely related to this valley because these Maintenance includes high-tech. In the high-tech manufacturing industry about 7 percent of jobs in Netherlands is located in the regions of Central-, West and West- and . Activities in this sector is particularly strong across North Brabant and in the Randstad.

The top sector Life Sciences & Health covers the broad field of medical technology, (bio) pharmaceuticals, regenerative medicine and health infrastructure. The sector contributes to the quality of health of humans and animals and seeks solutions to social issues, such as aging. The biggest challenge of the top sector Life Sciences & Health is to improve the quality of life and ensuring accessible, affordable care. Dutch companies are developing pioneering innovations for the rapidly growing international healthcare market. Biomedical research at the Dutch university medical centers and universities is quoted very high in international rankings.

The Health Valley in Arnhem-Nijmegen has a relatively strong clustering, but is rather located isolated when compared to of the clusters in the Randstad. The top sector Horticulture & Propagation Materials includes all vegetal chains in the horticultural complex. The top sector is a broad sector with subsectors ranging from fruits, vegetables and trees to flowers and bulbs. Starting materials are products such as seed, seedlings and seeds. These include companies in processing, supply, marketing and distribution. The world population continues to grow and sustainable solutions are becoming increasingly important. Horticulture & Propagation Materials Sector is a leader in the development of crops that for example are less sensitive to weather conditions or require fewer pesticides. The Netherlands has six Greenport Clusters, where farms, auctions, sales organizations, trading companies, exporters and horticultural suppliers are concentrated.

The top sector Water has three clusters: Water-, Delta- and Maritime Technology. The industry is concerned with for example the protection of land, extracting energy from water and technologies for water reuse. This sector also focuses on technological developments in shipping and ensures innovation and safety in the maritime sector. Worldwide, the Netherlands is known for its extensive knowledge in the field of water and water management. Impressive examples are the Delta Works and the second Maasvlakte in the port of Rotterdam, which get a lot of interest from abroad. Also, the knowledge that the Netherlands has in order to protect land against extreme high tides creates international interest. Like this, the Netherlands was involved in the construction of a flood barrier in St. Petersburg and the Netherlands was asked for advice after the Hurricane 'Sandy' in New York and the flooding in Britain.

Brabant can be seen as one of the most innovative regions in the Netherlands in the field of HTSM. The clusters in Brabant Region are Food & Nutrition, Life Sciences & Medical technology, Maintenance, Logistics and HTSM. The division of this cluster within the province is shown in the figure below.
