CASCADE is an EU-funded project led by which aims to design and deliver large-scale networking and mutual learning actions on local energy leadership among EUROCITIES members. 1. Introduction

Eindhoven visited Breda on 7 May 2014. Both cities were represented by their personnel responsible for climate and/or energy.

The subjects were an introduction to the CASCADE concept and the focus was on sustainable heat production and distribution.

The contact was made via the network of cities in the of North-Brabant.

3. The advice-giving

3.1 The peer advice city

The city of Breda is located about 60 km to the west of Eindhoven in the province of North- Brabant. It has about 180.000 inhabitants on an area of about 83 km2.

Breda is a historic city which was granted town privileges in 1252. Breda and Eindhoven are two of the five largest cities in the province of North-Brabant.

Breda has a history in industry, but nowadays its main source of income is in the tertiary sector.

Breda is a member of the Covenant of Mayors and had its SEAP approved in 2009. The ambition of Breda is to have a 45% CO2 reduction (relative to the year 2006) in 2045.

Breda was very interested in international cooperation in general and in the experience of Eindhoven with local biomass energy production.

3.2 Peer advice visit

The CASCADE project was presented, including the four peer-to-peer learning methods, the activities, the toolkit and Eindhoven’s experiences with CASCADE. Breda was very interested in connecting with other cities in order to learn and expand their knowledge network.

Eindhoven and Breda both have a heat distribution network. Breda’s network is sourced by the waste heat of a coal based electricity plant about 20 km to the north east of the city (Amercentrale ). Eindhoven’s network is sourced by a local biomass incineration plant and by local gas fuelled CHP’s.

Breda is moving towards a more sustainable and local source of heating for the network and is interested in the way Eindhoven implemented the local biomass incineration within the city. Eindhoven is preparing a second biomass plant to replace a large gas-powered CHP. Eindhoven is interested in the long term heat strategy that is being prepared by Breda.

Breda is also interested in the so called ‘heat plan’ that is being prepared by Eindhoven which describes the minimum number of connections to the biomass plant and gives the possibility to oblige connection to the heat network for new buildings in the area. Documents on these subjects were exchanged.

Other subjects that were discussed include:

b Breda’s research on the possibilities of an Energy Conversion b Breda’s involvement in the COMPLETE project (connected to the energy efficiency of existing buildings) b Both cities’ experiences in electricity generated by wind power plants.

4. Evaluation of the visit

Both cities were interested in expanding the possible collaboration on this subject and in expanding their international network. The CASCADE project and the tools it provides will be very useful in fulfilling the climate ambitions of both cities.

5. Conclusions

Breda and Eindhoven will continue to collaborate and exchange information on these topics.

Furthermore, in June 2014 Breda and Eindhoven together with the three other large cities in the province of started collaborating in order to get financing from the European Fund for Regional Development (ERDF), which has a low carbon economy priority. This collaboration is partly due to the CASCADE connections.
