Man enjoys the beauties of nature and lives on them. But he also becomes a victim of the fury of nature. Natural calamities like famines and floods take a heavy toll of human life and property. Man seems to have little chance in fighting against natural forces. The topography of the district of Darjeeling is such that among the four sub-divisions, three sub-divisions are located in the hills where disasters like landslides, landslip, road blockade are often occurred during monsoon. On the other side, in the Siliguri Sub-Division which lies in the plain there is possibility of flood due to soil erosion/ embankment and flash flood. As district of Darjeeling falls under Seismic Zone IV the probability of earthquake cannot be denied. Flood/ cyclone/ landslide often trouble men. Heavy rains results in rivers and banks overflowing causing damage on a large scale. Unrelenting rains cause human loss. In a hilly region like Darjeeling district poor people do not have well constructed houses especially in rural areas. Because of incessant rains houses collapse and kill people. Rivers and streams overflow inundating large areas. Roads and footpaths are sub merged under water.

    Local Stakeholders Consultation on India-Nepal Trade Facilitation Panitanki, West Bengal, India, 20th February, 2015 A Report Infrastructure Development and Transport Facilitation are the key action points to enhance trade through the Panitanki-Kakarvitta Land Custom Station “It is the procedural delays at the border trade points that majorly enhance the trade costs in our region,” said Sagar Prasai, India Representative of The Asia Foundation. This meeting on cross-border trade through the Panitanki-Kakarvitta border was organised by CUTS International with support from The Asia Foundation. It deliberated on issues related to India- Nepal trade through Panitanki-Kakarvitta land route and discussed possible solutions to the same. It was aimed at validating the findings and recommendations of a study on Trade Consignment Mapping in South Asia undertaken by CUTS on those issues through ground level consultations with practitioners and officials at the border point. This study looked at three major trade corridors in the region and will be released soon. The event had participation from customs officials, plant quarantine officials, and officials dealing with border security of both the countries. It also had participation from representatives of chambers of commerce, road transport associations, clearing and forwarding agents, associations of local traders and media. Biswajit Das, General Secretary of the Federation of Chambers of Commerce & Industries in North Bengal, said that he agrees to the bottlenecks identified by CUTS and welcome this much needed dialogue among stakeholders from both India and Nepal. He shared that in addition to improvements at the Panitanki-Kakarvitta Land Custom Station, the Debiganj- Bhadrapur land port needs to be looked at and further developed so as to ease the pressure on the exiting LCS.

Vol. 11 ISSN: 2229-4880 Urbanization of the Siliguri town: Understanding the transformation from Union Board to Municipal Corporation (1915-1994) Dr. Sudip Khasnobish 11 Abstract : Siliguri situated in the foothills of the Himalayas and about eight hundred and forty two feet above the sea level is now a part of the district of Darjeeling in the state of West Bengal .During the colonial period there were three police stations under Siliguri sub- division i.e Siliguri, Phansidewa and Khoribari. Siliguri is termed as the uncrowned capital of Northern part of Bengal popularly known as North Bengal. Some notable scholars and academicians have contributed in the studies of urbanization of Darjeeling hill town and very few academic works have been done. The focus was largely on the growing commercial activities of Siliguri after post- partition era. Certain areas of study have not been touched. The proposed article intends to understand the various issues or factors which transformed Siliguri from a sleepy hamlet to a Municipal Corporation within a very short period during 20 th century and to find out the importance of its strategic geographical location in the context of ongoing Indo-Chinese conflict after Doklam. After the final examinations of Class IV, this was his first trip to Siliguri to visit the part of his family that had relocated to this town from Dinajpur following the Partition of 1947. The family had set off one morning from Dinajpur town and after changing trains thrice, they reached Siliguri the next day. From the train, the child had for the first time seen the blue line of mountains. The Siliguri Junction station, where they got off, struck him as shiny new. They took a rickshaw from the station which ferried them across the wooden deck-bridge over River Mahananda along a winding pitch road. Beside the bridge ran the railway tracks for the toy train. While passing the Road Station (now Hasmi Chowk), he noticed the small wagons of the goods-trains standing idly. And what captivated him further— remained anchored in his memories lifelong— were the houses: mostly made of wood, some stood on stilts. Their house was no different. It was a bungalow, Chakraborty tells us. The yellow paint of the wooden planks contrasted sharply with the bright green of the doors and windows. The bright red tin roof shone in the morning sun. In front of the house, was a cutcha lane, along the two sides of which open drains had been freshly dug.
