Thus the pro- gramme covers the territories of the Employment and Economic Development Centres of Uusi- maa, Varsinais-Suomi, Satakunta, Häme, Pirkanmaa, South-East Finland and South Ostro- bothnia and parts of the territories of the Central Finland, Central Ostrobothnia and North Ostrobothnia Centres. The Regional Rural Development Programme is based on Council Regulation (EC) No 1257/ 1999 on support for rural development from the European Agricultural Guidance and Guaran- tee Fund (EAGGF) as well as Regulation (EC) No 1750/1999 laying down detailed rules for the application of Council Regulation (EC) No 1257/1999. The amendments to the programme document of the Regional Rural Development Programme approved by the European Commission have been included in this publication (K(2002)170; CCI 1999 FIGPD002). The amendments notified to the Commission (Ministry of Agriculture and Forestry dno 865/312/2002 of 1 March 2002) based on results of the ex ante check of the administrative and control system as well as, for the part of the times of payment, matters that have arisen during the programme implementation have been taken into account. The Regional Rural Development Programme document describes the differences in the devel- opment of rural areas based on the classification into remote rural areas, core rural areas, ur- ban-adjacent rural areas and urban areas. The classification of municipalities has been revised, and the differentiation of the support under the Regional Rural Development Programme fol- lows the new classification. Section II of this publication provides further details concerning the description of the current situation due to the new classification of municipalities, and the new classification is given in Annex 1 to Section II. Suurimpana yksittäisenä vaikuttava- na tekijänä oli kuitenkin täydellinen tietämättömyys työn laajuudesta. Ajatus kirjaamiseen ja kirjaamisen järjestelmälliseen toteuttamiseen tieto- kannan avulla syntyi vuonna 1997 useiden omaan sukututkimusharras- tukseen liittyvien hautausmaakäyntien jälkeen ja läheisten sukututkijays- tävien avustuksella ja kannustuksella. Sammatti kotikuntana ja sopivan pienenä seurakuntana tuntui aluksi ihanteelliselta kohteelta. Työn nyt valmistuttua toivon siitä olevan iloa ja hyötyä laajemminkin - erityisesti sähköisen julkaisun muodossa. Sähköinen julkaisu tarjoaa helpot hakumahdollisuudet ja mahdollisuuden levittää tietoa paperijul- kaisua laajemmin. Kirjaaminen ja tietojen syöttäminen on kuitenkin ollut käsityötä ja virheille herkkää toimintaa, joten on selvää, ettei tietoja pidä käyttää lähteenä il- man yksittäisten tietojen tarkistamista. Toivon kuitenkin, että mahdolli- simman moni löytäisi tästä niitä pieniä tietojyviä, joita me kaikki sukutut- kijat niin innokkaasti keräämme. Mahdollisista

A high proportion utilise traditional pro- duction methods, emphasising local identity and distinctiveness, thereby differentiating products and servicing niche or segmented markets. Such enterprises frequently integrate with other sectors of the local economy, such as raw material suppliers, distributors, tour- ism and catering, thereby enhancing local activity. Thus the assessment and development of food supply chains from rural small and medium-sized enterprises (SMEs) is crucial, not only from the perspective of SME performance but also for the economic health of the region. The development of marketing and distribution systems for products from SMEs is one of the most essential activities of business operations. A critical problem for many rural SMEs is market access. Distance from major population centres, low output volume and the dispersed nature of enterprises add to the dilemma. The objective of this report is to review and evaluate the factors infl uencing supply chain development and performance in Finland, their likely evolution, and their impact on small-scale food enterprises and rural development in terms of benefi ts and problems.
