Preface

The Multilateral Evaluation Mechanism (MEM) is an instrument designed to measure progress in actions taken by the member states of the Organization of American States (OAS) to address the global drug problem and other related offenses.

The Inter-American Drug Abuse Control Commission (CICAD), an OAS specialized agency, implemented this Mechanism in 1998, pursuant to a mandate from the Second Summit of the held in Santiago, Chile in April 1988.

The MEM is not only a diagnostic tool but has also become a vehicle for disseminating information on the progress achieved through the individual and collective efforts of OAS member state governments, catalyzing hemispheric cooperation, promoting dialogue among member state government authorities, and precisely channeling assistance to areas requiring greater attention by optimizing resources.

The evaluation reports are drafted by the Governmental Expert Group (GEG), a multidisciplinary group composed of experts designated from all OAS/CICAD member states. Each expert functions independently from his or her own government, and experts do not participate in the evaluation of their own countries. Additionally, each country has the opportunity to review and comment on the contents of the evaluations, ensuring an open and participatory process.

The Fifth Evaluation Round, covering the period 2007-2009, consisted of two phases. The full evaluation phase assessed progress made by all member states in combating the drug problem in the subject areas of institutional strengthening, demand reduction, supply reduction and control measures. This culminated with the publication of national reports containing 350 recommendations for individual member states. The follow-up phase evaluated progress made in the implementation of the recommendations assigned in the Fifth Round.

Recommendation 1

APPROVE A NATIONAL ANTI-DRUG PLAN THAT SERVES AS THE FRAMEWORK FOR ALL ANTI-DRUG ACTIVITIES, A RECOMMENDATION REITERATED FROM THE FIRST EVALUATION ROUND, 1999-2000.

Saint Vincent and the Grenadines has not approved a National Anti-Drug Plan.

CICAD notes with concern that no progress has been made and urges the country to implement this reiterated recommendation, given that it was assigned in the First Evaluation Round, 1999-2000.

Recommendation 2

ESTABLISH A NATIONAL ANTI-DRUG AUTHORITY, A RECOMMENDATION REITERATED FROM THE FIRST EVALUATION ROUND, 1999-2000.

Saint Vincent and the Grenadines has not established a National Anti-Drug Authority.

RATIFY THE INTER-AMERICAN CONVENTION AGAINST ILLICIT MANUFACTURING OF AND TRAFFICKING IN FIREARMS, AMMUNITION, EXPLOSIVES AND OTHER RELATED MATERIALS (CIFTA), A RECOMMENDATION REITERATED FROM THE FIRST EVALUATION ROUND, 1999-2000.

Saint Vincent and the Grenadines has not begun implementation of this recommendation.

CICAD views with concern the lack of action and urges Saint Vincent and the Grenadines to comply with this reiterated recommendation, given that it was assigned in the First Evaluation Round, 1999–2000.

Recommendation 4

ACCEDE TO THE INTER-AMERICAN CONVENTION ON MUTUAL ASSISTANCE IN CRIMINAL MATTERS, A RECOMMENDATION REITERATED FROM THE FIRST EVALUATION ROUND, 1999-2000.

Saint Vincent and the Grenadines has not begun implementation of this recommendation.

CICAD views with concern the lack of progress and urges Saint Vincent and the Grenadines to comply with this reiterated recommendation, given that it was assigned in the First Evaluation Round, 1999–2000.

Recommendation 5

RATIFY THE UNITED NATIONS CONVENTION AGAINST TRANSNATIONAL ORGANIZED CRIME AND ITS FOLLOWING PROTOCOLS, A RECOMMENDATION REITERATED FROM THE SECOND EVALUATION ROUND, 2001–2002: • THE PROTOCOL AGAINST THE SMUGGLING OF MIGRANTS BY LAND, SEA AND AIR; • THE PROTOCOL TO PREVENT, SUPPRESS AND PUNISH TRAFFICKING IN PERSONS, ESPECIALLY WOMEN AND CHILDREN.

Saint Vincent and the Grenadines reports that the Convention and its Protocols were ratified on 29th October 2010.

CICAD views with satisfaction the completion of this recommendation.

Recommendation 6

ACCEDE TO THE PROTOCOL AGAINST ILLICIT MANUFACTURING OF AND TRAFFICKING IN FIREARMS, THEIR PARTS AND COMPONENTS AND AMMUNITION OF THE UNITED NATIONS CONVENTION AGAINST TRANSNATIONAL ORGANIZED CRIME, A RECOMMENDATION REITERATED FROM THE SECOND EVALUATION ROUND, 2001–2002.

Saint Vincent and the Grenadines reports that the Protocol was acceded to on 29th October 2010.

CICAD views with satisfaction the completion of this recommendation.

Recommendation 7

CARRY OUT RESEARCH AND TRAINING ACTIVITIES RELATED TO THE PREVENTION AND CONTROL OF ILLICIT TRAFFIC OF PHARMACEUTICAL PRODUCTS AND OTHER DRUGS VIA THE INTERNET, TO IDENTIFY POSSIBLE ADDITIONAL REGULATORY AND OPERATIONAL NEEDS, A RECOMMENDATION REITERATED FROM THE FOURTH EVALUATION ROUND, 2005–2006.

CONCLUSIONS

Saint Vincent and the Grenadines was assigned fifteen recommendations, of which thirteen are reiterated from previous evaluation rounds. Two recommendations were completed, two are in progress, and eleven have not been started.

The country ratified the United Nations Convention against Transnational Organized Crime and its Protocols against the Smuggling of Migrants by Land, Sea And Air, and to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children; and acceded to the Protocol against Illicit Manufacturing of, and Trafficking in, Firearms, their Parts and Components and Ammunition of the United Nations Convention against Transnational Organized Crime.

CICAD observes that Saint Vincent and the Grenadines is awaiting approval of the draft expanded curriculum which includes a drug prevention component and has applicability to secondary schools. CICAD also observes that Saint Vincent and the Grenadines has assigned a person to coordinate the training of personnel in the management of the control of chemical substances.

CICAD notes with concern that the majority of the eleven recommendations not started are reiterated. These include recommendations in the areas of Institutional Strengthening (to approve a national anti-drug plan that serves as the framework for all anti-drug activities, establish a national anti-drug authority, ratify The Inter-American Convention against Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives and Other Related Materials – CIFTA, accede to the Inter-American Convention on Mutual Assistance in Criminal Matters, accede to the United Nations Convention Against Corruption), Demand Reduction (to establish official operating standards for drug abuse treatment), Supply Reduction (to conduct training courses for public and private sector personnel handling pharmaceutical products, implement a control mechanism to monitor and prevent the diversion of controlled chemical substances), and Control Measures (to carry out research and training activities related to the prevention and control of illicit traffic of pharmaceutical products and other drugs via the internet).

Additionally, the recommendations to conduct a drug use survey among secondary school students, and to provide specialized treatment services for drug use related problems have not commenced.

CICAD recognizes that Saint Vincent and the Grenadines has tried to participate fully in the Multilateral Evaluation Mechanism (MEM), but notes with concern the lack of progress on the implementation of recommendations, the majority of which were assigned in the First and Fourth Evaluation Rounds. CICAD continues to support the efforts made by the country and encourages Saint Vincent and the Grenadines to take steps to implement the recommendations assigned, and participate fully in the MEM process.
