Die Anfragen P und E werden vom Parlament in die 11 früheren Sprachen sowie in die Sprache des Ver- fassers übersetzt, wenn sie einen der im Rahmen der Erweiterung 2004 beigetretenen neuen Mitglied- staaten betreffen. Bei den Antworten ist die Lage komplizierter: — Die von der Kommission gegebenen Antworten liegen nur in der Sprache des Verfassers und einer weiteren Sprache (je nach Wahl EN oder FR) vor. — Die Antworten des Rates gibt es nur in den 11 früheren Sprachen der Union. Angesichts dieser Situation muss sich der Leser, der sich für den Inhalt der Fragen und der Antworten interessiert, auf der Internetseite des EP: „Europarl“ kundig machen und die Rubrik der parlamentarischen Anfragen unter folgender Internetadresse konsultieren: http://www.europarl.europa.eu/QP-WEB. Ist die gesuchte Sprache nicht verfügbar, schlägt Europarl eine Ersatzsprachfassung vor.     WRITTEN QUESTION E-0994/06 by Fausto Bertinotti (GUE/NGL), Roberto Musacchio (GUE/NGL), Luisa Morgantini (GUE/NGL), Vittorio Agnoletto (GUE/NGL) and Giusto Catania (GUE/NGL) to the Commission Subject: State of emergency in the Philippines A state of emergency was proclaimed in the Philippines by President Gloria Macapagal Arroyo ('Proclamation 1017'), on 24 February 2006, on alleged threats by both the rightist and left oppositions. As a consequence, dispersal and prohibition of even peaceful assemblies of the opposition have been ordered, as have several arrests of opposition personalities, notably Mr Ronald Llamas (Chairman of the 'AKBAYAN Party') and Prof. Randy David. They are accused on whimsical and old trumped up charges. Taking into consideration that what President Arroyo has unleashed could easily evolve into the worst violations of human rights; that Archbishop Angel Lagdameo, president of the Catholic Bishops' Conference of the Philippines (CBCP) pointed out in an immediate press release that 'the process of a state of emergency may be subject to abuse in the hands of lawgivers'; that the 'Philippine Alliance of Human Rights Advocates' (PAHRA) on their part have stated that 'the Government says that people have nothing to fear from "Proclamation 1017" and that its issuance will not mean a curtailment of civil and political rights; but (...) the offices of the "Daily Tribune" have been raided and charges have now been filed against LNA chair person and former president of the University of the Philippines, Ka Dodong Nemenzo': 1.     Call to the World Health Assembly, to the European Commission, the Council and to the National Governments for a Global Framework on Essential Health Research and Development Strasbourg, 18 May 2006 In November 2005, Kenya submitted a draft Resolution for discussion at the 117th World Health Organization’s Executive Board (WHO EB) meeting in January 2006. The resolution, co-sponsored by Brazil, is entitled “Global framework on essential health research and development”. After some negotiation and re-drafting of the text, the EB decided to submit the Kenya/Brazil resolution to the 58th World Health Assembly (WHA) from 21st to 28th May 2006, where it will be further discussed and hopefully adopted. This proposed resolution stems from the recognition of the paucity of safe, adapted and affordable new medicines developed for infectious diseases like HIV/Aids, malaria and tuberculosis, and the lack of vaccines, drugs and diagnostics for tropical diseases and other pathologies that primarily affect the world’s poorest. It also recognises governments’ responsibility in making global health and medicines a strategic sector, to respond to medical needs worldwide. While acknowledging the importance of intellectual property rights mechanisms in stimulating investment in medical R&D, the resolution seeks to encourage and plan a government-driven process to build a new global framework to provide adequate and sustainable levels of financial support for research that is consistent with human rights and public health priorities for medicines in general. Following the approval of the report on Neglected and Major diseases in June 2005, we ask the European Parliament to support this resolution.
