Approval of the minutes of the previous sitting The minutes of the previous sitting were approved. * * * Rebecca Taylor took her seat in Parliament, according to Rule 3(2) of the Rules of Procedure, on 15 March 2012, the date on which she signed the declaration of incompatibility. 15.1.2013 EN Official Journal of the European Union C 10 E/3 Monday 22 October 2012 Rebecca Taylor had made it known that she had also been present at the sittings of 17 April 2012, 9 May 2012 and 11 June 2012 but that her name was not on the attendance register. 3. Composition of Parliament Barry Madlener had given notice in writing of his resignation as Member of Parliament, with effect from 20 September 2012. Pursuant to Rule 4(1), Parliament established the vacancy with effect from that date and informed the national authorities concerned. The Netherlands authorities had given notice of the election of Patricia van der Kammen to replace Barry Madlener as Member of Parliament with effect from 3 October 2012. Under Rule 3(2), until such time as her credentials had been verified or a ruling had been given on any dispute, and provided that she had previously made a written declaration stating that she did not hold any office incompatible with that of Member of the European Parliament, Patricia van der Kammen would take her seat in Parliament and on its bodies and would enjoy all the rights attaching thereto. 4. Verification of credentials At the proposal of the JURI Committee, Parliament had decided to validate the mandates of the following Members: — Eric Andrieu, Jean-Jacob Bicep, Karim Zéribi, Isabelle Thomas and Nora Berra with effect from 16 June 2012; — Jean Louis Cottigny with effect from 17 June 2012; — Nils Torvalds with effect from 5 July 2012; — Vojtěch Mynář with effect from 23 July 2012; — Sophocles Sophocleous with effect from 1 September 2012. 5. Request for the defence of parliamentary immunity Mario Borghezio had submitted a request for the defence of his parliamentary immunity and privileges in connection with legal proceedings pending before the Court of Rome. Under Rule 6(3), the request had been referred to the committee responsible, the JURI Committee. 6. Composition of committees and delegations The President had received the following requests for appointments from the PPE, ALDE and GUE/NGL Groups: Committee on Petitions: Angelika Werthmann Committee on Development: Mikael Gustafsson to replace Patrick Le Hyaric Delegation for relations with the People's Republic of China: Iosif Matula to replace Elena Oana Antonescu Delegation to the EU-Ukraine Parliamentary Cooperation Committee: Elena Oana Antonescu to replace Iosif Matula C 10 E/4 EN Official Journal of the European Union 15.1.2013 Monday 22 October 2012 Delegation to the Euronest Parliamentary Assembly: Elena Oana Antonescu to replace Iosif Matula Subcommittee on Human Rights: Jean Roatta to replace Agnès Le Brun The appointments would be deemed ratified if there were no objections before the approval of these minutes. 7. Interpretation of the Rules of Procedure The President informed the House, under Rule 211(3), of the following interpretation of Rule 191(1), provided by the Committee on Constitutional Affairs, which had been consulted on the application of that provision: 'Only full members of a committee, elected in accordance with Article 186, may be elected to the bureau of that committee.' If this interpretation was not contested by a political group or by at least forty Members (Rule 211(4)) before the opening of the next day's sitting (Tuesday, 23 October 2012), it would be deemed to have been adopted. Otherwise, the matter would be put to the vote in Parliament. 8. Composition of political groups Cristiana Muscardini had joined the ECR Group with effect from 15 October 2012. 9. Action taken on Parliament's positions and resolutions The Commission communications on the action taken on the positions and resolutions adopted by Parliament during the April, May I, May II and June 2012 part-sessions were available on the Séance en direct site. 10. Texts of agreements forwarded by the Council The Council had forwarded a certified true copy of the following: — Agreement between the European Union and the Government of the Democratic Socialist Republic of Sri Lanka on certain aspects of air services. 11. Lapsed written declarations In accordance with Rule 123(5), written declarations 0016/2012, 0019/2012, 0021/2012 et 0022/2012 had lapsed as they had not obtained the required number of signatures. 13.
