Reprise de la session La séance est ouverte à 17 heures. 2. Approbation du procès-verbal de la séance précédente Le procès-verbal de la séance précédente est approuvé. 3. Composition du Parlement Les autorités compétentes belges ont communiqué l'élection au Parlement européen de Mark Demesmaeker en remplacement de Frieda Brepoels, comme député au Parlement, avec effet à compter du 1er février 2013. Conformément à l'article 3, paragraphe 2, du règlement, tant que ses pouvoirs n'ont pas été vérifiés ou qu'il n'a pas été statué sur une contestation éventuelle, Mark Demesmaeker siège au Parlement et dans ses 26.4.2013 FR Journal officiel de l’Union européenne C 120 E/3 Lundi 4 février 2013 organes en pleine jouissance de ses droits, à la condition qu'il ait effectué au préalable la déclaration qu'il n'exerce pas une fonction incompatible avec celle de député au Parlement européen. 4. Demande de levée d'immunité parlementaire Les autorités compétentes polonaises ont adressé au Président une demande de levée de l'immunité parle­ mentaire de Jacek Olgierd Kurski, dans le cadre d'une procédure en instance auprès du Parquet de Varsovie. Conformément à l'article 6, paragraphe 2, du règlement, cette demande est renvoyée à la commission compétente, à savoir la commission JURI. 5. Vérification des pouvoirs Sur proposition de la commission JURI, le Parlement décide de valider les mandats des députés Francesca Barracciu, avec effet au 17 décembre 2012, Preslav Borissov, avec effet au 1er janvier 2013, et Dan Dumitru Zamfirescu, avec effet au 9 janvier 2013. 6. Composition des commissions et des délégations Le Président a reçu du groupe GUE/NGL et du secrétariat des députés non-inscrits les demandes de nomination suivantes: — délégation à l'Assemblée parlementaire de l'Union pour la Méditerranée: Georgios Toussas à la place de João Ferreira — commission INTA: Dan Dumitru Zamfirescu — délégation aux commissions de coopération parlementaire UE-Arménie, UE-Azerbaïdjan et UE-Géorgie: Dan Dumitru Zamfirescu. Ces nominations seront réputées ratifiées si aucune objection n'est présentée d'ici à l'approbation du présent procès-verbal. 7. Member States should fully develop their national plans/strategies by the end of 2013, and ensure that patients with rare diseases have access to high-quality care. 2. It is not sufficient to adopt a national plan: the adoption must be fully implemented and the plan should have access to sufficient funding to develop the envisioned activities. 3. Patients should be consulted and taken into consideration whenever Member States or the European Union develop policies that may affect their lives. 4. The heterogeneity between national plans demonstrates the need for the EU to play a coordinating role and tackle inequalities in the access to treatment across the Union. 5. Policymakers should ensure that national plans/strategies fully comply with the Council Recommendations, especially when supporting the creation or development of centres of reference and patient registries. 6. Patient registries and national centres of reference should be included when Member States are developing their National Plans for Rare Diseases to encourage research and improve diagnosis and information to patients. 7. PIDs are an important group of rare diseases and as such should be taken into consideration by national policy makers when developing the national plans for rare diseases.

PRESS RELEASE 29 Members of European Parliament call for support for the European Citizens Initiative for Unconditional Basic Income! Twenty-nine Members of the European Parliament from twelve countries have issued a joint statement expressing their support for the European Citizens’ Initiative (ECI) for Unconditional Basic Income. This calls upon the European Commission to assess the idea of reforming current national social security arrangements towards an unconditional basic income (UBI). UBI is a regular, universal payment to everyone without means-testing or work conditions. It should be high enough to guarantee everyone a dignified existence. It would let people make choices about what to do in life without fear of poverty. It would act as a cushion for the increasing numbers of people who have short-term or zero-hour contracts, and those starting up their own businesses. Many financing schemes have been elaborated over the years in several countries. The European Initiative for UBI demands further studies to be started at the EU level. The MEPs ask all Europeans to support this initiative. All EU citizens eligible to vote can support this ECI either via the internet (http://sign.basicincome2013.eu) or on paper. One million signatures are needed by 14 January 2014 to make sure it lands on the EC’s desk. The current social security systems are demeaning and inadequate in addressing the roots of poverty, the MEPs emphasize. "Unconditional Basic Income would transform social security from a compensatory system into an emancipatory system, one that trusts people to make their own decisions, and does not stigmatise them for their circumstances," the statement says.

Juni 2009 Labour www.kas.de www.kas.de/london Nach den schweren Verlusten bei den Kommunalwahlen und dem öffentlich vorgeführten Zerfall der Labour Party haben die britischen Wähler die Partei von Premierminister Brown bei den Wahlen zum Europäischen Parlament erneut in einer Weise abgestraft, die selbst die grössten Pessimisten unter den verbliebenen Anhängern nicht für möglich gehalten hätten. Nach nur 23% bei den Teilkommunalwahlen am vergangenen Donnerstag stimmten bei den zeitgleich durchgeführten Europawahlen nur noch 15,3% für Labour. Das Wort „Desaster“ war von Regierungsmitgliedern schon für den Fall vorgesehen worden, dass Labour einen Stimmenanteil von rund 20% erhalten würde. Für das tatsächliche Abschneiden fehlen im Vokabular die Begriffe. Nach dem bisherigen Auszählungsstand für die insgesamt 72 britischen Sitze im Europaparlament (sechs weniger als 2004) lag die Wahlbeteiligung bei rund 39%. Ganz offensichtlich profitierten davon die extremen Parteien am rechten Rand besonders. „Historisch“, weil bislang einmalig, ist der Gewinn der Konservativen in Wales. Labour hatte dort letztmals 1918, damals durch die Liberaldemokraten, eine Niederlage hinnehmen müssen. In Schottland hat Labour erstmals bei nationalen Wahlen die Mehrheit an die Scottish National Party (SNP) verloren. Im Südosten Englands ist Labour auf den fünften Platz, noch nach den Grünen, gerutscht, im Südwesten hat die Partei ihr einziges Mandat verloren. Erstmals zieht die ausländerfeindliche British National Party mit zwei Mandaten in das Europäische Parlament. Sie profitiert in den alten Stammgebieten von Labour im Nordwesten und in Yorkshire von der Unzufriedenheit über wachsende Arbeitslosigkeit, die Einwanderungspolitik und die Entfernung der Labour Party von ihrer traditionellen Klientel.
