The Case of CPDC Pollution.......................................................................65 2 3 Legal Aid Foundation Annual Report 2007 Preface Over the past three-and-a-half years since its founding on 1 July 2004, the Legal Aid Foundation (LAF) has grown in size and complexity. To ensure the quality of operations and services, LAF has been actively updating the data in its computerized Operational Management System, with particular emphasis on tracking cases involving contribution, repayment and recovery costs, and on the issuance and collection of guarantee certificates. Last year, with the purpose to effectively enhance the protection of human rights and to provide assistance to the disadvantaged during criminal interrogation, LAF further initiated the “Pilot Program of First Criminal Interrogation Accompanied by Legal Aid Attorney” project and “Consumer Debt Clearance Act Promotion and Legal Aid” project. Also, the Foundation Chapter 1 endeavored to inform more of the disadvantaged with LAF’s messages and services through promoting recent services, expanding publicity channels and bases, advancing nationwide popularity and propagating issues concerning the disadvantaged so that they might be ready Foundation Organization for application legal aid resources when necessary. To guard the right of the applicants and concerned parties, the “Guidelines for Handling Appeals” was constituted in addition to the “Notes on LAF Branch Offices’ Handling Appeals” so that the process flow became more definite and effective, and the legal aid service of each branch gradually moved in a normal course. However, it remains an important subject and a great challenge in the future for LAF to decide the main target of legal aid and the process priority for different case types so as to improve the quality of legal aid, provide effective service and meet the real needs of the disadvantaged. Thanks to the participation and support by the Foundation’s Board of Directors, Directors and staff of all Branch Offices, legal aid attorneys, members of Examining and Reviewing Committees as well as the guidance from Judicial Yuan, LAF has been able to continue to move forward. LAF promises to advance further in the aspects of the Foundation’s regulations, publicity, informational technology and international affairs, etc. to meet the expectation of all people. It is LAF’s hope that the legal aid system in Taiwan would become more mature and popular, and that the constitutional spirit of protecting people’s right to institute litigation and right to equality may be realized. 4 Annual Report 2007 Legal Aid Foundation Section 1 Board of Directors The Board of Directors is the highest decision-making body of the Foundation. The Board comprises thirteen directors with a 3-year-long term of office and are positions without remuneration hired by President of Judicial Yuan. Development of healthy cities in Taiwan The healthy cities movement began in 1986. It was first promoted by the WHO Regional Office for Europe, and primarily targeted European cities. After almost two decades of work, the results have been very good, and European healthy cities are now exemplars for the world. As a result, WHO regional offices have started to advocate healthy cities for each of their regions. In Taiwan, the Republic of China decided to participate in the healthy cities movement in the beginning of the new Millennium. The Bureau of Health Promotion (BHP), Department of Health called for a pilot proposal in 2003, a cross-disciplinary team of scholars at National Cheng Kung University won the project, and found collaboration from Tainan City, thus, pioneered the healthy city development in Taiwan. BHP has since continued to fund other local authorities to promote healthy cities, including Miaoli County, Hualien County, Kaohsiung City and Taipei County. Since the results have been excellent, some other counties and cities have also allotted budgets to commission related departments for implementation.

Batto** Abstract This paper examines partisan politics in the redistricting process in Taiwan in 2005-2007 to explain why neither major party was able to obtain its best plan in every city or county. Theoretically, the degree of partisanship depends on the extent to which guidelines constrain decision makers, the partisan composition of decision making bodies, and the sequence of action. In this specific case, there were four stages. Redistricting plans went through local election commissions, the Central Election Commission, the legislature, and negotiations between the speaker and the premier. At each stage, the effects of the guidelines, composition, and sequence are considered in detail. In addition, three counties are examined, illustrating the three common patterns: consensus, dominance by the local election commission, and partisan conflict. From a public policy standpoint, the framework presented in this paper provides a way to assess how various reform proposals would alter the incentive and constraints facing various actors. Politically, the framework suggests how future redistricting may differ from the 2005-2007 round, especially if Taiwan has unified government. A proposed conceptual framework is used to examine this largely ignored situation through the case study of Xiao Liuqiu Island. The small island in Taiwan reveals a previously understudied phenomenon in sustainable island tourism. The psychological processes connecting cultural and cross-cultural experiences with sustainable tourism are explored using primary and secondary data collected through in-depth interviews of domestic tourists and online reviews of foreign tourists, respectively. Data analysis reveals the significant result that sustainable island tourism comprises two important elements: a supply and a demand side of a destination. The supply side describes low-carbon service operations—which include food, lodging, and ecological tourist activities—while the demand side reflects tourist behaviors—expressed through cognition, emotion, and motivation as well as authenticity. In addition, this paper makes an important contribution to management by emphasizing the need for careful attention to tourism psychology, particularly in natural and ecological environments that use tourism as a marketing strategy in cultural ecosystems services (CES).
