With a population of nearly 800,000, Pingtung is a bustling marketing and industrial center. Pingtung County is one of Taiwan's major zones of agricultural production, yielding rice and other crops delighted throughout the island. Pingtung has a justified reputation as a lush and prosperous region. NPTU, a newly merged university in August 1, 2014, inherits the rich teaching and research potentials in the fields of technological and vocational education, comprehensive higher education, and normal education from National Pingtung University of Education (NPUE) and National Pingtung Institute of Commerce (NPIC). NPTU commits itself to building up a university of excellence in teaching and specialization in research, which responds to the trends in modern higher education. NPTU has 5 Colleges which are Education, Sciences, Liberal Arts and Social Science, Management, and Computer Science. With inherited excellent capacities from NPUE and NPIC era, this new university is regarded as a great place for developing professional talents to meet the demands of the industry and country, based on the outstanding professional performances of its previous alumni of both NPUE and NPIC. In addition, the educational philosophy of NPTU strongly emphasizes on the balanced development of humanistic qualities, professional knowledge, and practical experiences of our students. To accomplish the goal, diverse leading-edge professional courses and holistic education are designed to cultivate students’ professional skills and humanistic qualities. What is more, faculty members are required to seeking resources for research and development from governments and private sectors. Meanwhile, students are encouraged to participate in the academia-industry cooperative projects and earn practical experiences before they graduate. The administrative center is located in the city center where traffic and transportation is convenient and is close to all departments; this area has a great potential for future development. The Minsheng Campus possesses the latest multi-administrative building, which is consisted of the administration and the library. The 14-story multi-administrative building is prosperously designed and multi-functional. College of Management and Library branch are located in Pingshang Campus. The Pingshih Campus is the home of departments in College of Science and Departments of Music and Visual Arts. Our indoor swimming pool and student activity center are also seated here. Development of healthy cities in Taiwan The healthy cities movement began in 1986. It was first promoted by the WHO Regional Office for Europe, and primarily targeted European cities. After almost two decades of work, the results have been very good, and European healthy cities are now exemplars for the world. As a result, WHO regional offices have started to advocate healthy cities for each of their regions. In Taiwan, the Republic of China decided to participate in the healthy cities movement in the beginning of the new Millennium. The Bureau of Health Promotion (BHP), Department of Health called for a pilot proposal in 2003, a cross-disciplinary team of scholars at National Cheng Kung University won the project, and found collaboration from Tainan City, thus, pioneered the healthy city development in Taiwan. BHP has since continued to fund other local authorities to promote healthy cities, including Miaoli County, Hualien County, Kaohsiung City and Taipei County. Since the results have been excellent, some other counties and cities have also allotted budgets to commission related departments for implementation.

Batto** Abstract This paper examines partisan politics in the redistricting process in Taiwan in 2005-2007 to explain why neither major party was able to obtain its best plan in every city or county. Theoretically, the degree of partisanship depends on the extent to which guidelines constrain decision makers, the partisan composition of decision making bodies, and the sequence of action. In this specific case, there were four stages. Redistricting plans went through local election commissions, the Central Election Commission, the legislature, and negotiations between the speaker and the premier. At each stage, the effects of the guidelines, composition, and sequence are considered in detail. In addition, three counties are examined, illustrating the three common patterns: consensus, dominance by the local election commission, and partisan conflict. From a public policy standpoint, the framework presented in this paper provides a way to assess how various reform proposals would alter the incentive and constraints facing various actors. Politically, the framework suggests how future redistricting may differ from the 2005-2007 round, especially if Taiwan has unified government. A proposed conceptual framework is used to examine this largely ignored situation through the case study of Xiao Liuqiu Island. The small island in Taiwan reveals a previously understudied phenomenon in sustainable island tourism. The psychological processes connecting cultural and cross-cultural experiences with sustainable tourism are explored using primary and secondary data collected through in-depth interviews of domestic tourists and online reviews of foreign tourists, respectively. Data analysis reveals the significant result that sustainable island tourism comprises two important elements: a supply and a demand side of a destination. The supply side describes low-carbon service operations—which include food, lodging, and ecological tourist activities—while the demand side reflects tourist behaviors—expressed through cognition, emotion, and motivation as well as authenticity. In addition, this paper makes an important contribution to management by emphasizing the need for careful attention to tourism psychology, particularly in natural and ecological environments that use tourism as a marketing strategy in cultural ecosystems services (CES).
