A number of 4,104 families / 18,696 persons are inside 56 evacuation centers while 32,489 families / 160,963 persons are staying outside evacuation centers 5 Existing evacuation centers are the following: 17 in NCR (Muntinlupa ); 35 in Region IV-A (12 in Laguna, 23 in Rizal); and 4 in Camarines Norte (Region V). 2. Casualties (Tab B) Dead - 34: 2 in NCR (Muntinlupa City), 20 in Region IV-A (1 in Cavite, 11 in Laguna, 2 in Rizal, 4 in Quezon and 2 in Batangas) and 12 in Region V (11 in Camarines Norte and 1 in Catanduanes) Injured – 20: 10 in Region IV-A (5 in Laguna 3 in Quezon and 2 in Batangas) and 10 in Region V (9 in Camarines Norte and 1 in Catanduanes) Missing - 5: 1 in Region V (Camarines Norte), and 4 in Region IV-A (all in Laguna) 3. Damages 5 The total number of damaged houses was 67,711 (9,868 totally and 57,843 partially) with the following breakdown. Details in Tab C Region Totally Partially Total 9,868 57,843 Region III (Bataan & Pampanga) 16 50 Region IV-A (Batangas, Cavite, Cavite, Quezon 7,300 34,017 & Rizal) Region IV-B (Occidental and Oriental Mindoro) 2 21 Region V (Camarines Norte & Camarines Sur) 2,550 23,750 5 The most affected municipalities in terms of number of houses damaged were: 1) Mercedes, Camarines Norte – 5,014 (partially-4,680, totally-334), 2) Labo, Camarines Norte – 4,775 (partially-4,511, totally-264), 3) Paracale, Camarines Norte – 4,610 (partially-3,965, totally-645) and 4) Calauag, Quezon – 4,252 (partially-3,318, totally-934) 5 The estimated cost of damage to infrastructure, agriculture and private property in Regions IV-A and V were placed at PhP704.997 Million (Infrastructure – PhP 353.18 Million, Agriculture-PhP 345.317 Million and Private –PhP6.5 Million) -Tab D 5 The National Electrification Administration (NEC) assessed that six (6) Electric Companies (ECs) namely: CANORECO in Camarines Norte; QUEZELCO I and II in Quezon; BATELEC I and II in Batangas and FLECO in Laguna were directly hit by Typhoon “SANTI” 5 DepEd reported that 101 school buildings were damaged in Batangas, Batangas City, Tanauan City and Camarines Sur: 81 Elementary Schools and 20 High Schools with 256 classrooms 2 4. Emergency Incidents 4.1 Floods 5 At the height of the typhoon, 118 barangays in 18 municipalities and 9 cities in Regions IV-A, V and NCR had been under 2.5 to 10 feet 5 Still flooded as of reporting time are 8 barangays of Muntinlupa (NCR), 32 barangays of 5 municipalities and 2 cities in Laguna (knee to waist deep), 35 barangays of 7 municipalities in Rizal (knee to chest deep) –Tab E 4.2 Landslides - 2 (Sitio Paraiso, Brgy Bulala, Santa Elena, Camarines Sur and Caramoran Peninsula Road). Clearing operations were conducted by the AFP, DPWH, CANORECO and Sta. Elena Municipal Police Station 5. Power Interruptions are still being experienced in 5 barangays of Sta. Cruz, Bay and Mabitac in the Province of Laguna and 7 barangays of Pililia and 10 barangays of Talim Island in the Province of Rizal. 6. Status of Roads and Bridges Six bridges were rendered impassable up to this time. These are the 1) San Isidro Bridge, 2) Atilo Bridge and 3) San Miguel Bridge in Majayjay (alternate route is through Majayjay–Lukban and Liliw via Calumpang-Nagcarlan), 4) Santo Angel Bridge (detour Sta. Cruz Poblacion Road), 5) Bridge of Promise along Batangas – Lobo Road and 6) Colong-Colong Bridge along Palico-Balayan Road in Batangas Paete-Pakil Road Section in Laguna (Region IV-A) is not passable to light vehicles due to floodwater. II. HUMANITARIAN RESPONSE 5 Cost of Assistance provided by the National Government and LGUs amounted to PhP5,829,038.30: DSWD-PhP5,687,323.30 and LGUs-PhP51,715 and NGOs and Other NGOs-PhP90,000 – Tab F A. Food and Non-Food Items (NFIs) 5 DSWD activated and mobilized the DSWD CO and FOs’ Quick Response and Social Welfare and Development (SWAD) teams in all areas along the typhoon path to assist the affected local government units in the disaster operations; transported PhP3.8 million worth of assorted relief supplies like family food packs, mineral water, blankets, noodles, medicines, blankets, etc. and pre-positioned in concerned DSWD FOs through the October 29 “Sama-Samang Pagtulong Relief Caravan” graced by Her Excellency PGMA. This was participated in by the DSWD, DOLE, Salvation Army, PMS, DAR, DepEd, DOT, UNICEF, DOH, BOC, OPAPP, DOTC, WFP, DPWH, PCSO, DENR, DFA, DOF, DTI, NFA and Philhealth with 56 truckloads of relief supplies (food and non-food items), medicines and hygiene kits and 59 volunteers 5 Mercy Relief Singapore provided the evacuees in Muntinlupa (NCR) with 1,000 containers of 5 gallons of water 5 LGU Orion in Bataan (Region III) provided food assistance worth PhP 7,600.00 5 DSWD IV-A distributed relief goods in CALABARZON with transportation support from SOLCOM and transported 1,000 packs of relief goods to Atimonan Port in Quezon for the island of Alabat. Another 5,000 packs of relief assistance were provided to Jomalig, Quezon 5 MDCC Lubang (Region IV-B) provided food assistance in the amount of PhP 44,115 .00. 3 5 PDCC Camarines Sur (Region V) distributed family packs in the coastal barangays of Cabusao, Siruma, Tinambac, Sangay, Garchitorena, Caramoan and Presentacion 5 LGU Catanduanes served meals to stranded passengers in Tabaco Port B. Logistics 5 Various members of the UN Logistics Cluster provided transportation support 5 The Logistics Cluster, WFP, UNICEF, IOM, OCHA and ADRA conducted an assessment in Sta Cruz on Nov 1, 2009 and delivered food and non-food items in Liliw, Laguna on November 4, 2009, through airlift operations/rotations 5 BFP prepositioned 45 rubber boats, 31 ambulances, 697 firetrucks, 5 other vehicles and 4,022 personnel as part of its OPLAN SAGIP TY “SANTI” 5 DPWH’s respective composite teams in various District Engineering Offices have provided necessary assistance to ensure safety of the motorists and travelling public 5 NCRCOM conducted Libreng Sakay, evacuation and water level monitoring in Pasig City 5 OCDRC V facilitated request of DSWD 5 for M35 trucks from 902nd IBde PA to ferry relief items for families affected in Paracale, Camarines Norte C. WASH, Health 5 DOH-HEMS coordinated with all CHDs relative to health–related incidents in their respective areas of responsibility; prepositioned medicines; and activated PHTOs in provinces for monitoring of damages. Health expenditures of DOH Central Office for pre-positioning of resources amounted to PhP2,539,500.00 5 CHD III pre-positioned medicines and activated all PHTOs in the provinces affected to monitor casualties and damages on health facilities 5 CHD IV-A coordinated with PDCC/s and MDCC’s Government Hospital and other line agencies and pre-positioned stand-by response teams for dispatch D. SAR, Evacuation, Clearing Operations, ICS 5 BFP facilitated the evacuation of 646 families in Tondo, Manila, Pateros and Taguig 5 BFP Muntinlupa in coordination with LGU and other rescue units deployed 1 rubber boat from the LGU SAR unit for rescue of the Labreaga Family whose house at Cabulusan West Service Road, Cupang, Muntinlupa City was washed- out by strong current from the river. They were able to rescue Jonalyn Labreaga - 15 y/o and Joel Labreaga - 11 y/o; and recovered the bodies of Joaquin Labreaga - 57 y/o and Jobelle Labreaga - 7 y/o 5 DPWH IV-A provided assistance in the dredging of Napindan Channel utilizing 2 cranes, mobile light/multi purposes trucks and oyster crews and putting up a 60 meters bridge components under President Bridge Program in view of the damaged Bridge of Promise in Batangas City and Colong Colong Bridge in Calaca, Batangas 5 Chairman, RDCC IV-A established an Advance Command Post (ACP) in Sta. Cruz, Laguna to cater the 4th District of said province. 5 OCDRC IV-A coordinated with the PA and PNP for the massive rescue operations in Sta. Cruz and Pagsanjan, Laguna and other coastal areas 5 1st Battalion, PA, PNP, 202nd Brigade and BFP IV-A with 1 rubber boat, 1 6x6 truck, 2 4x4 trucks, 1 water craft and 3 teams from 202nd Brigade conducted massive rescue operations in Laguna 4 5 Composite teams from PNP, PCG STL, Batangas City Rescue Group and PNRC conducted SAR operations for the two (2) missing persons swept by strong current due to the collapsed of Promise Bridge in Batangas City. The dead bodies of Romulo Soriano, 40 y/o and Nicolo Soriano, 3 y/o were recovered 5 The AFP 202nd Brigade assisted in the conduct of clearing operations in the municipalities of Pangil and Pakil, Laguna 5 RDCC IV-B set up Command Post at OCD RC IV-B 5 OCDRC V coordinated with PDCC Catanduanes re passenger bus stranded at Kanlanka Spillway; with PNP Libmanan, 902nd IBde PA, DPWH re clearing operations along Maharlika Highway 5 The 42nd IBde, PA assisted MDCC Tinambac in the conduct of pre-emptive evacuation of 46 families 5 NFSL-PN evacuated 165 persons (adults and children) from Barangay 7, Mercedes, Camarines Norte to Mercedes Central School (Region V) 5 The 902nd IBde, PA, 31st IBde, PA, DPWH and CANORECO conducted clearing operations along road sections in Brgys.

    Uses of Community-Based Management System (CBMS) In the Province of Camarines Norte ∗ INTRODUCTION I am honored to be with you in this 5th Community – Based Monitoring System (CBMS) National Conference. May task today is to present the Uses of CBMS in the Province of Camarines Norte. First, allow me to make a brief profile of the province. Found on the northwestern coast of the Bicol Peninsula which forms the southeastern section of Luzon, Camarines Norte is bounded on the north by the Pacific Ocean, on the east by the Pacific Ocean and San Miguel Bay, on the west by Lamon Bay and in the south by the adjoining provinces of Camarines Sur and Quezon. It is one of the six (6) provinces that constitute the Bicol Region and is composed of 12 municipalities and 282 barangays. Its capital, Daet, is 365 kms. southeast of the City of Manila, a 7-hour travel by land or a 45-minute trip by plane. It has a projected population for CY 2008 of 533,173 with a growth rate of 1.5% per annum. 60.46% of the population can be found in rural areas while the remaining 39.54% in urban areas. In terms of physical characteristics, it has a total land area of about 232,007 hectares roughly 13.00% of the region’s total area and 0.077% of the country’s total land area. The province’s topography is generally rugged, characterized by rolling hills and mountains in the interior, and fertile plains and valleys along the coast.
