    Jarvis Island National Wildlife Refuge Comprehensive Conservation Plan FINDING OF NO SIGNIFICANT IMPACT Jarvis Island National Wildlife Refuge Comprehensive Conservation Plan Unincorporated U.S. Territory, Central Pacific Ocean The U.S. Fish and Wildlife Service (Service) has completed the Comprehensive Conservation Plan (CCP) and Environmental Assessment (EA) for Jarvis Island National Wildlife Refuge (Refuge). The CCP will guide management of the Refuge for the next 15 years. The CCP and EA describe the Service’s preferred alternative for managing the Refuge and its effects on the human environment. Decision Following comprehensive review and analysis, the Service selected Alternative B in the draft EA for implementation because it is the alternative that best meets the following criteria: Achieves the mission of the National Wildlife Refuge System. Achieves the purposes of the Refuge. Will be able to achieve the vision and goals for the Refuge. Maintains and restores the ecological integrity of the habitats and plant and animal populations at the Refuge. Addresses the important issues identified during the scoping process. Addresses the legal mandates of the Service and the Refuge. Is consistent with the scientific principles of sound wildlife management. Can be implemented within the projected fiscal and logistical management constraints associated with the Refuge’s remote location. As described in detail in the CCP and EA, implementing the selected alternative will have no significant impacts on any of the natural or cultural resources identified in the CCP and EA. Public Review The planning process incorporated a variety of public involvement techniques in developing and reviewing the CCP. This included three planning updates, meetings with partners, and public review and comment on the planning documents.

Washington RACAL The Department of Foreign Affairs and Trade The Department of the Arts, Sport, the Environment, Tourism and Territories Underwater Systems Australia Report-Department of Maritime Archaeology, Western Australian Museum, No. 43 2 Background to the report In July 1988, a wreck believed to be the SS Koombanah, which disappeared with all hands in waters off Western Australia in 1921, was officially reported to the W. A. Museum and the federal government by Captain David Tomlinson, (Master/owner of the Darwin based Research Vessel Flamingo Bay) and Mr Mike Barron, a Tasmanian associate of Tomlinson's, fr;om the Commonwealth Fisheries. In order to facilitate an inspection of the site, it was decided on analysis of the available options and in the light of the W.A. Museum's policy of involving the finders where possible, to join with Messrs Tomlinson and Barron in an inspection out of Darwin on board the RV Flamingo Bay, a very well equipped and most suitable vessel for such a venture. Due to the depth of the water in which the site lay and the distance off­ shore, this required not only the charter of Flamingo Bay which normally runs at circa $2000 per day, but also the hire of a sophisticated position fixing system, a Remote Operated Submersible Vehicle with camera (ROV), echo sounder and side scan sonar.

In fact there was a story written by Stars and Stripes on the gun room I worked in about July or August 1986. But to your questions, yes we wore a cartridge belt, the belt was stored in a locker in the turret, and the gun captain filled the belts. After the gun was loaded with rounds, six bags of powder (large bags were 110 lbs. each) and lead foil, the gun elevated down to the platform in the pit where loaded, and the primer was about the same size as a 30-30 brass cartridge. After I loaded the primer I would give the gun captain a "Thumbs up," the gun captain then pushed a button to let them know that the gun was loaded and ready to fire. After three tones sounded, the gun fired, the gun captain opened the breech and the empty primer fell Primer cartridge courtesy of Volunteer into the pit. Our crew could have a gun ready to fire Turret Captain Marty Waltemyer about every 27 seconds. All communicating was done by hand instructions only, and that was due to the noise in the turret.
