Ruth taught his classes, gave the salary to the young Haitian, enabling him to study in /.S. I am interviewin Ruth Clement Bond at her home in Washin ton, DC. I was struck immediately, when I saw your husband(s bio raphic information in an old [Department of ,tate Bio raphic- Re ister, by the fact that when you first went overseas, to .aiti, you tau ht En lish0 then in Liberia you tau ht at the university. ,uddenly there was a transition0 when you went to Kabul you were a 3housewife.4 What accounts for this difference5 BO D5 At the first post, Haiti, my husband was director of the education program in a team of six or seven people, two of whom were women, sent out for the /.S. GovernmentAs Good eighbor Policy in Latin America, which Nelson Roc(efeller headed up. They taught languages, science, homema(ing in some of the schools. My husband was called chief of party. Although I wasnAt one of the team, I taught English, in the Fcole normal, and also started wor(ing on my doctorate there, but after I had a baby I gave up that effort. I began teaching English when my husband wanted to send one young man, an English teacher, to the /nited States to study. Max got a scholarship for him, but he said, GDr. Bond, I can7t ta(e it because I can7t support my family on that, because I will have to give up this job.H So Max as(ed me, GRuth, how would you li(e to teach English at the Fcole normalIH And I said, GWhy not.H So the government paid him the salary and I did the wor(. He could go to America and have the two salaries coming in, the two sources. I was head of the English Department at .entuc(y State College when we got married in 1931. My field was English and I had gotten my degree at orthwestern. My new husband got a scholarship to the /niversity of Southern California, so I went West with him and started on my doctorate there. /nfortunately... I started to say Gunfortunately I became pregnant.H ThatAs not what I mean, but it was unfortunate for me because I was really en0oying my studies so much. I had to ma(e a decision. I went to school as long as I could, and then I too( time out to have the baby. Started bac( to school and left my baby with a woman who lived in one of those little Ksouthern CaliforniaL cottages, we lived in a cottage too. It was just a nice little neighborhood, a semicircle of houses with English, .orean and blac( American families, and of course we were blac( American too. A blac( American woman who lived in bac( of us, off the street, said, GWell, Mrs. Bond, IAll (eep your baby for you.H So I said, GAll right.H I thought I had a solution. But about two days after I had started bac( to school I had to come home unexpectedly for something. I had my hours when I would come bac( regularly. I would leave the baby clothes, and a bottle with her, she (new when I was coming bac(. And then I came bac( unexpectedly. My baby was on her dirty (itchen floor, filthy, suc(ing on a piece of bacon and had an asafoetidic bag Ka bitter resin with an obnoxious odor, thought to ward off diseaseL around her nec(. So I began to thin(5 which is more important to me, the health of my child or getting a PhD. I was ma(ing straight GAHs, I must say. I had even tal(ed over with my advisor what my topic was going to be. I decided at that time that maybe I had better stay home with my baby. So I just gave up on my PhD, and thought I would do it later. When my husband was called bac( to head a mission the Government was sending to the Tennessee 1alley Authority, I found there was no college down there that I could attend to continue wor(ing on the PhD, so instead I set about organi4ing the women whose husbands were wor(ing on the T1A dam and who, for really the first time, were getting a lot of cash. Some of the wor(ers had been sharecroppers. The Government built four houses for men who would move in with their families, the rest of the wor(ers lived in big dormitories in a compound. We lived in one of the cottages that had been built as an experiment for people living there -- because my husband thought that living outside the town provided me a chance to wor( with the women and show them what opportunities existed -- they were buying pianos with cash, and they couldn7t get them into their cottagesM These country women were buying things they didnAt need, yet werenAt fixing up their houses.

    Africa at LSE: Book Review: Ellen Johnson Sirleaf by Pamela Scully Page 1 of 3 Book Review: Ellen Johnson Sirleaf by Pamela Scully In scarcely 100 short pages, this excellent addition to the Ohio Short Histories of Africa series offers a valuable perspective on Liberia’s outgoing President, and Africa’s first elected female Head of State. With its small size yet wide scope, it sometimes reads less as a biography of Ellen Johnson Sirleaf, and more as a potted history of the Republic of Liberia from the American Colonization Society to the Ebola crisis. It is none the worse for that, writes Calum Fisher. Notwithstanding heady talk of a “biographical turn,” biographical methods and approaches remain marginal amongst professional historians and certainly social scientists. Pamela Scully’s book seems pitched to straddle the academic/popular divide and as such skilfully demonstrates not only the “accessibility” but also the scholarly value of biography. With the life of President Sirleaf serving as a thread throughout (albeit a near-vanishing one at times), the author surveys the modern history of Liberia with admirable economy and insight, and finds many of the dilemmas and contradictions of the country’s past and present embodied in her subject. Ellen Johnson was born, in 1938, deep within the elite social milieu and intersectional privileges of Americo-Liberian Monrovia. She grew up on the same street as the all- important US embassy; her father was active in politics and in the government of President William Tubman (1944-1971); her mother ran an elementary school, and was a preacher in the Presbyterian churches associated with elite society.

This paper presents a brief political history of Liberia. The intention is to bring to the fore the political and economic inequality that existed between the indigenous Liberians and the Americo-Liberians right from the foundation of Liberia. One would appreciate the fact that the mass internal displacement witnessed in Liberia between 1989 and 1996 was a direct impact of this unequal distribution of wealth and political offices. The situation only got to the climax during the tenure of President Samuel Doe in whose time the civil war broke out. This paper examines the iron mining company LAMCO in Liberia, dominated Iron mining strategically and operationally by Swedish actors and interests, between the mid-1950s and the late 1980s. It LAMCO argues that the creation of LAMCO must be understood in the context of the early Cold War and its international Liberia politics, and that the enterprise’s subsequent development was characterized by a specific technopolitical dy- Technopolitics namic resulting from the encounter between the Liberian government’s development strategy and the Swedish investors’ need to mitigate political risks both in Liberia and at home. The findings help clarify the conditions under which actors from an ostensibly non-aligned and non-colonial country could gain access to minerals in Africa. They also contribute to our understanding of iron mining in Liberian political history, showing how LAMCO developed in close association with particular developmental policies in Liberia that sought to promote national development while simultaneously increasing the power of the Liberian presidency. Though it initially served this purpose successfully, its operations also generated a string of unexpected outcomes that eventually made the company a serious problem for the Liberian government.

Corresponding author: [email protected]. † Liberia Research Fellow, Harvard Center for International Development. 1 Liberia has been a fragile state by most definitions since April 1979, when protests over a government decision to increase the price of rice resulted in widespread looting and a violent police crackdown in the capital, Monrovia. Within a year of the riots, Samuel Doe—a 28-year old master sergeant of the Liberian army—led a coup against the government of President William Tolbert, killing Tolbert in the Executive Mansion and publicly executing eleven members of his government. The subsequent decade under the leadership of Doe was marked by economic decline, instability, and increasing violence. In 1989 rebel warlord Charles Taylor mounted a counter-insurgency that dragged Liberia into intermittent, but widespread and brutal, conflict for the subsequent fourteen years. Since 2003, following U.S. and Nigerian intervention, Liberia has been a “post-conflict” fragile state, graduating from two years of transitional government to nearly six under the democratic reign of President Ellen Johnson Sirleaf, albeit with continued support from a force of more than 10,000 United Nations peacekeepers. The President’s many pro-growth and conflict-resolving reforms since the peace have put the country on a positive trajectory, but fundamental challenges continue to exist and the stability of the reform consensus remains fragile.

    POLITICAL GAMBLE IN LIBERIA: THE RISE AND FALL OF PRESIDENT SAMUEL DOE George Agbango• Since the 1960s, most Sub-Saharan African countries have witnessed a succession of military rulers -- a situation that poses serious threats to the region's political stability and politico-socioeconomic development. The few Sub-Saharan African countries that have escaped military rule are not entirely safe from military adventurism. This paper examines the causes and effects of one such military coup d'etat in 1980 in Liberia that led to the rise of Master-Sergeant Doe (who later promoted himself to a five-star general and President of Liberia). Doe ruled Liberia for nearly a decade. During this period, the political and socioeconomic climate in Liberia degenerated and it became another example of an African Country with disastrous experiences with military dictatorship. In 1990, Doe was killed at the height of a civil war that devastated his country. Whereas Doe's rise to power sends a lesson to African civilian regimes that fail to provide honest and democratic leadership, his fall also serves as a warning to African military dictators who ignore the wishes of the majority of their citizens. CAUSES OF THE 1980 COUP IN LIBERIA The circumstances leading to the 1980 coup in Liberia have their roots dating as far back as the 1820's when the state of Liberia was founded. Founded as a colony for freed slaves from the United States, the country's code of arms has the inscription, "The Love of Liberty Brought Us Here." Ironically, "liberty" was not extended to all sectors of the Liberian population, and this problem, in the last decades of the twentieth century, escalated into civil strife.

    ASPJ Africa & Francophonie - 3rd Quarter 2014 US Covert and Overt Operations in Liberia, 1970s to 2003 NIELS HAHN, PHD* Introduction and Background ith support from the US Navy, the American Colonization Soci- ety founded Liberia as an American colony in 1822 with the in- tention of sending rebellious blacks who were formerly slaves “back to Africa.”1 To reduce the administration cost of the colony and limit the responsibility of the US government (USG), Liberia was granted independence in 1847.2 The constitution was written at Harvard University, and W 3 the flag adopted was similar to that of the United States but with only one star. Although Liberia had all of the outward features of an independent state, the American Colonization Society and the USG de facto governed it indirectly. As former research director and president of the US Foreign Policy Association Ray- mond Leslie Buell puts it, Liberia survived “through visits of United States war- ships to Liberian ports and through more urbane gestures, the United States has posted a keep-off-the-grass sign on Liberian soil.”4 Liberia became a foothold of the USG in Africa during European colonial- ism, a place from where it could project its interests into other parts of the conti- nent. In 1926 the Firestone Company established one of the world’s largest rub- ber plantations in Liberia as a response to the British rubber monopoly.5 In the following decades, the USG put in place a number of military facilities such as a deep-sea port, an airport, and numerous military bases and training camps.

  • Liberian History
    Liberian History Liberia, officially the Republic of Liberia, is a country on the west coast of Africa bordered by Sierra Leone, Guinea, Côte d'Ivoire, and the Atlantic Ocean. Liberia has a hot equatorial climate with most rainfall arriving in summer with harsh harmattan winds in the dry season. Liberia's populated Pepper Coast is composed of mostly mangrove forests while the sparse inland is forested, later opening to a plateau of drier grasslands. Since 1989, Liberia has been in a state of flux witnessing two civil wars, the First Liberian Civil War (1989–1996), and the Second Liberian Civil War (1999–2003), displacing hundreds of thousands of people and devastating the country's economy. The name Liberia denotes "liberty" as Black Americans moved to Liberia in 1822, who founded the country in 1847 with the support of the American Colonization Society creating a new ethnic group called the Americo-Liberians. However, this introduction of a new ethnic mix compounded ethnic tensions with the sixteen other main ethnicities. History of Liberia Anthropological research shows the region of Liberia was inhabited at least as far back as the 12th century, perhaps earlier. Mende speaking people expanded westward, forcing many smaller ethnic groups southward towards the Atlantic ocean. The Deys, Bassa, Kru, Gola and Gissi were some of the earliest recorded arrivals. This influx was compounded during the ancient decline of the Western Sudanic Mali Empire in 1375 and later in 1591 with the Songhai Empire. Additionally, inland regions underwent desertification, and inhabitants were pressured to move to the wetter Pepper Coast.

    ABSTRACT CASPER, CLIFFORD JOHN. Tragic Pragmatism: Liberia and the United States, 1971- 1985. (Under the direction of Dr. Nancy Mitchell). The thesis focuses on the US-Liberian relationship from 1971-1985, a time when the cold war entered Africa. In 1975, Cuban troops poured into Angola, and in 1977 more Cubans entered Ethiopia. These events affected US relations with Liberia, long considered a dependable and stable American ally in Africa. William Tolbert, who governed Liberia from 1971 to 1980, strove to raise his country’s profile on the continent and to put some distance between Monrovia and Washington. In 1980, he was overthrown and murdered by Samuel Doe, the new leader of Liberia. Doe, who would rule for a decade, was a ruthless dictator who led his country to the onslaught of civil war. Nevertheless, during the Doe years, US aid to Liberia increased dramatically; under Reagan, Liberia became the largest recipient of US aid in sub-Saharan Africa. The cost of this aid was relatively low for the United States in comparison to its benefits: leverage over a pro-American ally in a strategic location. Newly declassified documents from the Carter Library, the Reagan Library, and the Declassified Document Reference System, as well as interviews with State Department officials, and the US press enable me to present Liberia’s special relationship with the United States in a new light. This is a case study of the attempt of a client state to stake out an independent role despite its dependency. It is also an example of how US foreign policy is governed by a cost/benefit analysis.
