Rivers State Abstract Emohua Local Government Area is one of the four local government areas that make up the ethnic nationality of Ikwerre in Rivers state, Nigeria. Others are Obio/Akpor, Port Harc ourt and Ikwerre local governments. Ikwerre is within the wetland of Niger Delta sufficiently endowed with human resources, natural resources, such as forest resources, energy and water resources. Since after the Nigerian civil war, in 1970, the natural re sources located in Ikwerre land have been of paramount importance to the socio -economic development of the Nigerian state to the detriment of the Ikwerre people. Unfortunately, Ikwerre people have been denied not only access to these resources by the feder al government, but its benefits and enjoyment thereby keeping the place perpetually under developed and with extreme poverty and neglect. It is within this context that the issues relating to its youth restiveness and the attendant socio-economic deprivati on need to be properly examined in this work. The major objectives centered on evaluating the relationship between the traditional administrative system and the politics of land management in Akpor Kingdom. The theory employed was historical materialism approach that hinged on the basic ideas of Marxism. The research method adopted was survey approach of research design and made use of both primary and secondary method of data collection. Primary data were generated from copies of questionnaire distributed and personal interviews conducted, while secondary data were generated from textbook, journals, periodicals, etc. The findings were that there is a significant relationship between traditional administrative system and land management in Akpor Kingdom, that conflicts do arise in course of land sharing which can be resolved through process of summoning or law court and that the Nyewe-Ali in Council, the Council of Chiefs, the family heads and the committee set aside for such matters are those in charge of land management in Akpor Kingdom. The conclusion were that there is a significant relationship between traditional administrative system and the politics of land management in Akpor Kingdom and that traditional administrative system enhances effective and efficient process of land management in Akpor Kingdom, through the Nyewe-Ali in Council, the council of chiefs, the family heads and the committee set aside for such matters.

About 1,200 participants (elders; women; youths) from 18 rural communities were trained on principles of sustainable development, benefits of protecting the environment, and in some of the communities this included healthy stress-free living lifestyle. Participants appreciated biodiversity conservation, dangers of illicit drug and alcohol use, prevention of and care for people living with HIV/AIDS, and the dangers associated with oil pipeline vandalism. It analyzed the Ikwerre relations with her Kalabari and Okrika coastal neighbours, as well as the Etche, Eleme, Ekpeye, Ogba Abua and the Igbo of Imo state hinterland neighbours. The paper concluded that the internal developments which were stimulated by their contacts impacted significantly on their culture. Introduction Geographical factors aided the movement of people from one ecological zone to another in migration or interdependent relationships of trade exchange. These exchanges and contacts occurred even in pre-colonial times. The historical roots of inter-group relations of the Ikwerre with her neighbours, dates back to pre-colonial times but became prevalent from the 1850 onward when the Atlantic trade became emphatic on agrarian products as raw materials to the industrial western world. This galvanized the hitherto existing inter-group contact between the Ikwerre and her neighbouring potentates. No.2 2010 DEMOCRACY AND POVERTY REDUCTION IN NIGERIA: A CASE STUDY OF RIVERS STATE: 1999 – 2007 Nekabari Johnson Nna & Prince Ikechukwu Igwe ABSTRACT This paper seeks to examine the extent to which Nigeria’s democratic experience (1999-2007) has elevated the living standards of the majority of the people. It specifically aimed at search lighting the impact of the regime’s key poverty reduction strategies vis-à-vis the overall poverty situation in the country in general and Rivers State in particular. The study focused on two poverty reduction strategies: National Poverty Eradication Programme (NAPEP) and the Rivers State Economic Empowerment and Development Strategy (RIVSEEDS). The study utilized the primary and secondary sources of data in realizing its central objective. The Participatory Poverty Assessment (PPA) method was also adopted in the course of this research work. The sample population was drawn from ten Local Government Areas (LGAs) of Rivers State; Port Harcourt, Obio/Akpor, Ikwerre, Emohua, Etche, Omuma, Ahoada East, Ahoada West, Abua/Odual and Ogba-Egbema-Ndoni LGAs. The research work employed the Political Economy (P.E.) method of analysis. The PE approach elucidates in very clear terms how the policies and reforms of successive governments in Nigeria have debilitated the productive forces of a great number of her population. The findings of this study showed that the democratic experience has impacted little to the poverty situation of the people of Rivers State. It also revealed that the present government’s poverty reduction programme is yet to be complemented by other macroeconomic policies to yield the desired results of poverty reduction, wealth creation and capacity building.

    CRISE Policy Context Paper 2, December 2003 Policy Levers in Nigeria By Ukoha Ukiwo Centre for Research on Inequality, Human Security and Ethnicity, CRISE Queen Elizabeth House, University of Oxford -------------------------------------------------------------------------------------------------------- Executive Summary This paper identifies some prospective policy levers for the CRISE programme in Nigeria. It is divided into two parts. The first part is a narrative of the political history of Nigeria which provides the backdrop for the policy environment. In the second part, an attempt is made to identify the relevant policy actors in the country. Understanding the Policy Environment in Nigeria The policy environment in Nigeria is a complex one that is underlined by its chequered political history. Some features of this political history deserve some attention here. First, despite the fact that prior to its independence Nigeria was considered as a natural democracy because of its plurality and westernized political elites, it has been difficult for the country to sustain democratic politics. The military has held power for almost 28 years out of 43 years since Nigeria became independent. The result is that the civic culture required for democratic politics is largely absent both among the political class and the citizenry. Politics is construed as a zero sum game in which the winner takes all. In these circumstances, political competition has been marked by political violence and abandonment of legitimacy norms. The implication of this for the policy environment is that formal institutions and rules are often subverted leading to the marginalization of formal actors. During the military period, the military political class incorporated bureaucrats and traditional rulers in the process of governance.

Abstract: This work was aimed at assessing the effect of crude oil spill on the diversity and abundance of plankton communities of the Njaba River area of the spill. Sampling was carried out in 1999 in nine clusters of stations, three each from upstream, spill-point and downstream transects. Each cluster was made up of three perpendicular sampling points across the river. Standard methods were used in collecting, preserving, identifying and counting the plankton. A total of 60 species of phytoplankton in 55 genera were collected. Phytoplankton constituted 62.9% of abundance and 71.4% of plankton species collected. The MDI for the upstream was comparable to that of the downstream, and both are significantly higher than the MDI for the spill-point (×2-test; p < 0.05). In all, 122 zooplankton specimens in 24 species and 23 genera were collected. Zooplankton from the upstream clusters accounted for 81.1% of overall abundance and 95.8% of all the species collected. The more pollution- sensitive species such as the meroplankton were only found upstream and were totally absent in both downstream and spill-point clusters. Index of similarity between upstream and downstream shows 76% similarity for phytoplankton and 81% for zooplankton; but the index of similarity between the spill- point and either the upstream or downstream was quite low.
