(2) How is this value broken up into the various industries? (3) What are the expected trends for agricultural production for the next decade? Answer— (1) The latest census data for Agricultural production was collected in 2006 and detailed results for Sydney were published by the ABS in 2008. The Sydney Basin produces around 7% of the total value of NSW agricultural production valued at $630 million. (2) Crops represent $346M including pasture and cereal cut for hay, Nurseries and cut flowers are valued at $172 million and vegetable production is worth $152 million. Fruit production is worth $18 million with livestock products and slaughtering being valued at $228 million. (3) The Government is certainly aware of the pressure ongoing urban expansion in the Sydney basin places on agricultural land. The Hawkesbury Nepean floodplains around Windsor and Richmond will remain available to agriculture as they cannot be used for housing. Fresh food can be grown relatively cheaply and can be readily transported from as far as Queensland or Victoria as well as the rest of NSW to meet Sydney's increasing demand for food. If consumers see a value in producing food locally it will always be available as producers respond to market signals. *9125 GRAFFITI VANDALS—Mr Craig Baumann asked the Deputy Premier, and Minister for Health representing the Attorney General, Minister for Citizenship, Minister for Regulatory Reform, and Vice President of the Executive Council— How many graffiti vandals have been caught and prosecuted in the Port Stephens electorate in the last 12 months? Answer— I am advised: The Bureau of Crime Statistics and Research (BOCSAR) does not record crime according to electorate. *9126 SPEEDING FINES—RAYMOND TERRACE/SALT ASH—Mr Craig Baumann asked the Deputy Premier, and Minister for Health representing the Attorney General, Minister for Citizenship, Minister for Regulatory Reform, and Vice President of the Executive Council— How many speeding fines have been issued to motorists travelling on Richardson Road between Raymond Terrace and Salt Ash in: (a) January 2009? (b) February 2009? (c) March 2009? (d) April 2009? (e) May 2009? (f) June 2009? (g) July 2009? (h) August 2009? (i) September 2009? (j) October 2009? (k) November 2009 to date? Answer— I am advised: The member is referred to the answer already supplied to him in response to Written Question number 8795. Produced by Altsoft Xml2PDF 8782 LEGISLATIVE ASSEMBLY QUESTIONS AND ANSWERS MONDAY 12 APRIL 2010 *9127 DIRECT BUS SERVICES TO CBD—Ms Gladys Berejiklian asked the Minister for Transport and Roads— In relation to direct city (CBD) buses from Lane Cove via the freeway: (1) How many direct services were available in June 2009? (2) How many direct services are available now? (3) What is the reason for the change? Answer— I am advised: (1) to (3) Under the new and improved route network for Region 7, introduced on 11 October 2009, Epping Road passengers are now benefiting from greatly improved carrying capacity on peak period freeway buses, meaning reduced waiting times at Lane Cove bus stops, and also from faster more direct services to the city. Overall, the number of freeway services is comparable between June 2009 and February 2010 (508 weekly freeway services in June 2009 compared to 505 weekly freeway services in February 2010). *9128 AFFORDABLE RENTAL HOUSING—Ms Gladys Berejiklian asked the Minister for Transport and Roads representing the Minister for Planning, Minister for Infrastructure, Minister for Lands— In relation to the State Environmental Planning Policy (Affordable Rental Housing) 2009 at it applies to Willoughby City Council: (1) Why did the Minister advise council that the affordable housing scheme, which has been in place since 1999, will no longer continue? (2) What is the rationale for this decision? (3) What factors did the Minister consider when making this decision? (4) When will the Minister provide council with a copy of the background material and environmental studies undertaken by the department prior to the introduction of the policy? Answer— (1) The State Environmental Planning Policy (Affordable Rental Housing) 2009 (the "AHSEPP") was launched on 31 July 2009. The AHSEPP provides a suite of planning mechanisms that enables the delivery of a variety of different types of affordable rental housing across the state. The Willoughby City Council affordable housing scheme applies to four sites in the council area. It was not ended by the AHSEPP and continues in force. An expansion of the scheme that would have imposed a development levy on new proposals in the council area was not supported when this was proposed in 2009. (2) Not Applicable (3) Not Applicable (4) The Council has been supplied with general background material which informed the development of the AHSEPP. *9129 INSTALLATION OF TRAFFIC LIGHTS—Ms Gladys Berejiklian asked the Minister for Transport and Roads— In relation to the intersection of Alexander and Chandos streets, Crows Nest: (1) Is the Minister aware of the extent of community concern about the safety issues at this blackspot? (2) Will the Minister support North Sydney Council and local residents to install traffic lights at this dangerous intersection? (3) If so, when? (4) If not, why not? Answer— I am advised: (1) to (4) Crash analysis undertaken at the intersection for the period, 2005-2009, indicates a relatively low crash history, with a total of 5 crashes in 5 years. The Road and Traffic Authority's (RTA) records reveal that a pedestrian has not been involved in any recorded crash within a radius of 30 metres of this intersection. The crash records at this intersection also reveal that there were no injury crashes in the previous 5 years, therefore the intersection is not classified as a blackspot. The installation of traffic lights at this location would not meet the funding criteria associated with Produced by Altsoft Xml2PDF 8783 LEGISLATIVE ASSEMBLY QUESTIONS AND ANSWERS MONDAY 12 APRIL 2010 the Blackspot program. *9130 PACIFIC HIGHWAY UPGRADE—Mr Steve Cansdell asked the Minister for Transport and Roads— (1) Why is the Pacific Highway between Coffs Harbour and Ballina the last upgrade when it has the highest fatalities per traffic flow over the entire length of the Pacific Highway from Sydney to Tweed Heads? (2) When is the anticipated upgrade due to begin? (3) What is the anticipated completion date? Answer— I am advised: (1) The Pacific Highway continues to be upgraded according to safety and travel priorities. Although the section of highway between Coffs Harbour and Ballina has the lowest traffic volumes along the entire length of the highway, more than $1 billion will be invested into major upgrade and safety works over the five years to 2014. (2) These upgrade and safety works consist of the following projects: • a 11.5 km section of the Ballina bypass (under construction). • the 7 km Glenugie upgrade project, south of Grafton (under construction). • the 25 km Sapphire to Woolgoolga upgrade project - work is scheduled to start later this year following the announcement of a preferred tender in February 2010. • The 5 km section of the Devils Pulpit upgrade, near Tabbimoble - work is scheduled to start in 2011, subject to planning approval. Safety improvement works planned for the two-lane sections at Blackadder Creek near Arrawarra, Shark Creek north of Grafton, at Broadwater south of Ballina, and Pimlico Road, south of the Bruxner Highway. (3) The upgrade and safety works programmed to occur between Coffs Harbour and Ballina are scheduled to be completed by mid-2014. Planning continues
