Neighborhood Economic Development* Grant Proposal Community Development Block Grant CITY OF PITTSBURGH 2020 NEIGHBORHOOD ECONOMIC DEVELOPMENT* GRANT PROPOSAL COMMUNITY DEVELOPMENT BLOCK GRANT *Previously known as ACCBO Neighborhood Economic Development (NED) grants provide operating support for organizations facilitating or developing housing and/or commercial development in CDBG-eligible areas of the City of Pittsburgh. The grant funds are contingent upon the City’s receipt of Community Development Block Grant Funds. Funding is administered through the City of Pittsburgh Office of Management and Budget, Community Development Division (OMB-CD). Applications will be accepted by email for the first time this year. Please read all instructions and submit this application with attachments. Grant applications are due by Friday, April 24, 2020 at 5:00 p.m. No applications will be accepted after the deadline. ELIGIBILITY REQUIREMENTS Organizations must: • Have a 501(c)(3) non-profit tax status • Operate in a CDBG-eligible City of Pittsburgh neighborhood and serve primarily low-moderate income residents; • Have sufficient capacity to supervise staff and raise other funding • Must engage in residential or commercial real estate development or facilitate such development. Each year, a portion of the City of Pittsburgh’s Community Development Block Grant (CDBG) funds are earmarked for operating support for community based development organizations. Activities eligible for funding under this program include: • Neighborhood planning that leads to the selection of development sites, • Creating community consensus around a project, • Marketing of new developments, • Tenant selection, • Information resource, • Business recruitment • Financial packaging, • Project management (architect and contractor selection, construction management), and • Administrative control of a development project. • Greening activities in facilitation of residential/commercial development as delineated in a community plan to eliminate blight Funding decisions are based on the following factors: • Whether or not the activities described in the application meet the established qualifications; • The organizational capacity and ability of the applicant group to fulfill the proposed scope of activities; • The total amount of funding available. 2 | For additional assistance email: [email protected]; call: 412-255-2211 I. Fortunately for Simone, The Pittsburgh Promise was 2008 announced her senior year of high school. first scholarships In the fall of 2008, Simone went to Edinboro University, where she majored in finance. Her transition from high school to college was are given bumpy during her first semester. The cultural changes and academic rigor challenged her, and she had the grades to prove it. Simone committed herself to improving her grades. She asked for help and found services on campus like study groups and tutors. By her second semester, Simone’s grades had improved significantly. This experience VOICES inspired her to expand her involvement on campus which led to several leadership opportunities. Simone served as the Black Student Union president, president of the Student Government Association, treasurer for the dance team, and as a resident assistant.

    Author: Stephan Bontrager, Director of Communications, Riverlife A Big Step Forward: Point State Park Pittsburgh’s riverfronts have undergone a long transformation from being used primarily for industry in the first half of the 20th century to the green public parks, trails, and facilities of today. The city’s riverbanks along its three rivers—the Allegheny, Monongahela and Ohio—are a patchwork quilt of publicly- and privately owned land, lined with industrial and transportation infrastructure that has created challenges for interconnected riverfront redevelopment across property lines. Despite the obstacles, Pittsburgh has seen a remarkable renaissance along its waterfronts. The city’s modern riverfront transformation began with the construction of Point State Park during the first “Pittsburgh Renaissance” movement of the 1940s and 50s by then- mayor David L. Lawrence. The 36-acre park at the confluence of Pittsburgh’s three rivers (the Allegheny, Monongahela and Ohio) was conceived as a transformational urban renewal project that would create public green space at the tip of the Pittsburgh peninsula. Championed by a bipartisan coalition of Lawrence, banker Richard King Mellon, and the Allegheny Conference on Community Development, Point State Park was created on land used primarily as a rail yard and acquired through eminent domain. Construction took several decades and the park was officially declared finished and opened to the public in 1974 with the debut of its signature feature, a 150-foot fountain at the westernmost tip of the park. After its opening, Point State Park saw near-constant use and subsequent deferred maintenance. In 2007 as part of the Pittsburgh 250th anniversary celebration, the park underwent a $35 million top-to-bottom renovation led by the Allegheny Conference, Riverlife, and the Department of Conservation and Natural Resources which owns and operates the park.

    Pittsburgh Public Schools Assignment Jennifer Cai John Cusick Anuj Desai Zhenzhen Weng 21-393: OR II December 2014 Introduction Public schools are crucial players in the development of youth, providing equal access to educational opportunities and preparing them to be responsible citizens. 90% of school students in the United States attend public schools. There are approximately 3.1 million teachers and 49.8 million students in public schools as of fall 2014; giving an average student-to-teacher ratio of 16.1. Countless studies have shown that students learn more effectively in smaller classes. Barriers to education exist in the form of transportation. Attendance is one of the most important factors determining a child's academic achievement. Poor school performance and higher dropout rates are correlated with absenteeism. Getting to school is difficult when students do not have reliable transportation options. In addition, if a child is not eligible for school-provided transportation and has to walk to school, the route to school may be hazardous, especially for younger children. Pittsburgh Public Schools, the public school district of Pittsburgh, is the largest school district in Allegheny County and the second largest in the state of Pennsylvania. Currently 54 schools serve approximately 25,000 students in Kindergarten through Grade 12. The average student-teacher ratio for academic year 2011-2012 was 17.4. Elementary school students who live more than 1.5 miles from their schools are provided with bus transportation from the Transportation Department.
