
CITY OF PITTSBURGH 2020 NEIGHBORHOOD ECONOMIC DEVELOPMENT* GRANT PROPOSAL COMMUNITY DEVELOPMENT BLOCK GRANT *Previously known as ACCBO Neighborhood Economic Development (NED) grants provide operating support for organizations facilitating or developing housing and/or commercial development in CDBG-eligible areas of the City of Pittsburgh. The grant funds are contingent upon the City’s receipt of Community Development Block Grant Funds. Funding is administered through the City of Pittsburgh Office of Management and Budget, Community Development Division (OMB-CD). Applications will be accepted by email for the first time this year. Please read all instructions and submit this application with attachments. Grant applications are due by Friday, April 24, 2020 at 5:00 p.m. No applications will be accepted after the deadline. ELIGIBILITY REQUIREMENTS Organizations must: • Have a 501(c)(3) non-profit tax status • Operate in a CDBG-eligible City of Pittsburgh neighborhood and serve primarily low-moderate income residents; • Have sufficient capacity to supervise staff and raise other funding • Must engage in residential or commercial real estate development or facilitate such development. Each year, a portion of the City of Pittsburgh’s Community Development Block Grant (CDBG) funds are earmarked for operating support for community based development organizations. Activities eligible for funding under this program include: • Neighborhood planning that leads to the selection of development sites, • Creating community consensus around a project, • Marketing of new developments, • Tenant selection, • Information resource, • Business recruitment • Financial packaging, • Project management (architect and contractor selection, construction management), and • Administrative control of a development project. • Greening activities in facilitation of residential/commercial development as delineated in a community plan to eliminate blight Funding decisions are based on the following factors: • Whether or not the activities described in the application meet the established qualifications; • The organizational capacity and ability of the applicant group to fulfill the proposed scope of activities; • The total amount of funding available. 2 | For additional assistance email: [email protected]; call: 412-255-2211 I. APPLICATION SUBMISSION In order to be considered for funding, the application MUST be accompanied by the following attachments, marked as indicated: Attachment A: Charter and Bylaws of the organization Attachment B: 501(c)(3) determination and incorporation papers, including tax identification number and the organization’s DUNS number Attachment C: Most recently submitted IRS 990 form; For applicants applying for $30,000 or more, an audit from FY 2018 or 2019 must be submitted. Attachment D: In addition, all organizations must submit a copy of the organization’s current annual budget. This document should be the organization's complete operating budget, not just a budget for the proposed project. Please note that in order for your organization’s proposal to be considered for funding, all sections of the application (including attachments) must be completed.
