INLEDNING 2012 var ett relativt stabilt år för Europaskolorna. Ambitionen var att bibehålla den höga kvaliteten i undervisningen och samtidigt kontinuerligt försöka kontrollera budgeten. Det effektiva resursutnyttjandet visade sig också, tillsammans med den budget som anslagits, möjliggöra att systemet fungerar väl under 2012. Vissa följder av beslut som fattats 2011 märktes redan, och under 2012 fattades beslut om ytterligare åtgärder som bör ge positiva effekter för Europaskolorna under kommande år. Det ständigt ökande antalet elever och avsaknaden av samförstånd mellan medlemsstaterna i frågan om fördelningen av kostnaderna är dock fortfarande en stor utmaning. Eftersom vissa medlemsstater inte fullgör sina skyldigheter när det gäller att utstationera lärare och tillhandahålla infrastruktur ökade EU:s bidrag till Europaskolornas budget på nytt 2012, och situationen kommer med största sannolikhet att förvärras om en hållbar lösning på problemet inte kan hittas. Kommissionen uppmanar därför medlemsstaterna att gå vidare med diskussionen om kostnadsfördelningen. De viktigaste händelserna i Bryssel och Luxemburg var öppnandet av skolan Bryssel IV i Laeken och skolan Luxemburg II i Bertrange/Mamer. Antalet elever i Brysselskolorna ökar emellertid ständigt, och flera av skolorna är fortfarande kraftigt överbefolkade. Under hela 2012 har kommissionen tillsammans med Europaskolornas generalsekretariat efterlyst ett formellt förslag från de belgiska myndigheterna om lokaliseringen av en framtida femte skola i Bryssel. 2. SITUATIONEN I SKOLORNA 2.1. Alicante Elevantalet ökade något och uppgick i början av läsåret 2012/2013 till 1 052 elever1. För första gången sedan skolan startades för tio år sedan tillhör mer än hälften (54,8 %) av eleverna kategori 12. Det rör sig främst om barn till anställda vid Kontoret för harmonisering inom den inre marknaden (KHIM). Det finns fyra språksektioner vid skolan (tyska, engelska, spanska och franska), varav den spanska liksom tidigare år är störst (37,2 %). 2.2. Bergen Antalet elever fortsatte att minska och sjönk till 556, jämfört med 578 läsåret 2011/2012 och 595 läsåret 2010/2011. Flertalet elever (80,4 %) tillhör kategori 3 (447). Antalet elever i kategori 1 (108) har ökat något och motsvarar 19,4 % av det totala elevantalet vid skolan. SV 4 SV 2.3. Bryssel Elevantalet vid Europaskolorna i Bryssel ökar ständigt och uppgick i början av läsåret 2012/2013 till 10 606, jämfört med 10 285 året innan (+3,1 %). Vissa av skolorna var fortfarande kraftigt överbefolkade. När de nya lokalerna för skolan Bryssel IV öppnades i Laeken i september 2012 minskade dock antalet elever vid Bryssel I något, och beläggningen vid Bryssel II och III stabiliserades. Vid Bryssel I i Uccle minskade antalet elever mest, från 3 131 läsåret 2011/2012 till 3 040 läsåret 2012/2013. På grund av de renoveringsarbeten som planeras av Régie des Bâtiments3 i den så kallade Fabiola-byggnaden beslutades att samtliga förskole- och primär 1-sektioner tillfälligt skulle flyttas till lokalerna i Berkendael från september 2012 till slutet av läsåret 2014/2015, när arbetet beräknas vara klart. Skolan i Woluwe, Bryssel II, har flest elever av alla Europaskolor – 3 144 elever i början av läsåret 2012/2013. När den nya bussparkeringen öppnades förbättrades säkerheten på skolgården eftersom de över 50 skolbussarna inte längre behöver köra in på skolgården. Skolan i Ixelles, Bryssel III, hade 2 892 elever i september 2012. Elevantalet är stabilt jämfört med föregående läsår tack vare den intagningspolitik som gäller vid Europaskolorna i Bryssel4. Skolan är dock ändå överbefolkad vilket medför dagliga praktiska svårigheter, särskilt i de gemensamma utrymmena (bibliotek, idrottshall, skolgård osv.). 1 530 elever började läsåret 2012/2013 i de nya lokalerna för skolan Bryssel IV i Laeken. De nya lokalerna invigdes officiellt den 24 oktober 2012 av ordförande José Manuel Barroso, vice ordförande Maros Šefčovič, statssekreterare Servais Verherstraeten och minister Pascal Smets, i närvaro av kung Albert II och drottning Paola. Det finns sex språksektioner vid skolan, däribland den nystartade bulgariska. Därutöver kommer en rumänsk sektion att öppnas i september 2013, vilket bekräftades av de rumänska företrädarna vid styrelsemötet i december 2012. Skolan i Laeken kommer att nå full kapacitet tidigare än väntat. Med tanke på den fortsatta ökningen av antalet elever vid skolorna i Bryssel och överbefolkningen vid vissa av skolorna där finns det ett uppenbart behov av att öppna en femte skola i Bryssel till 2015, såsom Europaskolornas styrelse begärde redan 2010. 2.4. Culham Till följd av styrelsens beslut 2007 att gradvis avveckla typ 1-skolan till 20175 togs inga elever in på förskole- och primär 1-nivå, och elevantalet har minskat med 8,5 %, från 745 elever 2011 till 682 elever i början av läsåret 2012/2013. Den nya Free School som förvaltas av de nationella myndigheterna har drivits i lokalerna i Culham sedan september 2012 och rymmer de två förskoleåren och primärstadieåren 1 och 2. The overall range of subjects on which students will be examined is determined by the choices they will make during their 5th year. What follows is a presentation of the EB structure and of the rules presiding over students’ subject choices during the 5th year. NUMBER OF PERIODS The minimum number of periods to choose is 31, out of which at least 29 must be from compulsory subjects and the options in column 3 (see the table below). The maximum number of periods is 35. Exceptionally, 36 or 37 periods may be allowed by the Director of the school following a recommendation of the class council. About the school International School of Tallinn (IST): • IST was founded on 2016 by a resolution of the school’s owner AS Mainor’s supervisory board and it is planned to be opened on 2017. • IST will provide education in English- up to 3 years based on the Estonian State Curriculum and after that, based on the IB (International Baccalaureate ) Curriculum. • IST is an international general education school that covers the whole cycle from primary school to the end of upper secondary school. • On the school year of 2017/2018, IST will operate at the same building as Mainor University and Emil’s School. This building is located at Suur-Sõjamäe 10a and IST will get to use 125-120 m2 of the building’s area to open two (composite) classes. • During the years 2018-2021 it is planned to provide education in a building which has been adjusted for providing education and is located at Keevise 2. At the moment, Tallinn European School operates there. IST will get to use at least one floor (800- 900m2) of the four-storied building. Emil’s School and Kalli-Kalli Kindergarten will also operate in this building. • The purpose of this school is to achieve a great reputation among the foreign community residing in Estonia, the high quality of the provided education services and to have at least 150 students at the end of the 5th year of operation.
