Republic of the Philippines DEPARTMENT OF TRANSPORTATION SUBJECT GENERAL GUIDELINES FOR THE PILOT IMPLEMENTATION OF MOTORCYCLE TAXIS DATE SECTION 2. BASIC GUIDELINES: In order tc ensure the efficiency of the pi lot implementation, the TWG formulated the following basic guidelines: A. Areas of Implementation. The pilot implementation will ru n within Metro Manila and Metro Cebu. B. Safety Requirements. Both the rider and passenger must comply with safety gear laws. In addition, the following measures shall also be strictly implemented and fo llowed: a. Rid er should be equipped with helme t and reflectorized vest with relevant Motorcycle Taxi branding and identification card which includes the rid er number; b. Passenger should be equipped with reflectorized helmet; c. Only helmets with Philippine Standards (PS) or Import Commodity Clearance (ICC) helmets shall be allowed; d. Rider must wear a body or vest-based strap or belt that can be held by the passenger to remain stable in case tl1e passenger is uncomfortable holding the rider's waist; e. Riders shall drive no faster than 601<ph along any road while on duty, even if the speed limit permits higher speeds f. Riders shall observe speed limit in all roads such as schools, churches, markets; g. Riders shall abide by all available traffic rules and regulations; h. Rider needs to observe maximum payload of the motorcycle; 1. Riders shall ensure that motorcycles are ro utinely maintained and all safety gear are in good co ndition; j. Riders must wear proper uniform e.g. pants and shoes; and k. Rid ers shall only be allowed to serve ten (10) hours a day, or as prescribed by the LTFRB. C. Data Sharing a. The Pilot Implementation should run on a Motorcycle Ride Hailing app-based platform; b. The participating ride-hailing platform for the pilot implementation must, on a monthly basis, submit raw data on the following: i. Road crashes and compla ints from passengers; ii. Collation of service feedback from passengers; iii. Any data on trips, kilometers travelled, fares collected, as determined by the DOTr; and iv. Metro Cebu pilot implementation will gather data for mountainous and rural areas to determine best course of action for motorcycles-for-hire specific to those locations. c. The Data for Road Incid ent Visualization Evaluation and Reporting System (DRIVERS) and the other road safety databases (MMARAS, PSA, ONEISS -DOH) shall be util ized for this pilot implementation; D. Monitoring. The TWG shall convene on a monthly basis and reports sha ll be provided to all members one week prior to the meeting. E. Fare Matrix a. The following fare matrix shall be utilized for the purpose of the pilot implementation: a. Metro Manila: Php 50 for 1st 2km, Php1 O/km up to 7km and Php 15 for the succeeding km with dynamic pricing based on supply and demand with 1.5x su rge cap; b. Metro Cebu: Php20for1st km, Php16/km up to 8km, and Php 20/km above 8km; and c. Surge cap will be adjusted and reviewed by the LTFRB. F. Timeline. Tile pilot implementation shall run for six (6) months, unless a law is sooner enacted , in wl1i ch case the TWG becomes functus officio and the pilot sha ll cease. The TWG may reconvene and recommend th e extension if necessary. G. Key Performance Indicators (KP/) . The fo llowing shall serve as the KPI for the pilot implementation: 1. Accident Threshold (both major and minor incidents) - Five (5) Percent of total rides; any major or fatal incident will ca ll immediately for an emergency TWG meeting, followed by an investigation and decid e appropriate next steps which may include possible suspension of tl1e pilot implementation; 2. Traffic Rules Violation reported by the PNP-H.PG , !v1MDA, L TO and other traffic enforcemenl agencies; and 3. Customer Feedback from Frequent Customers. H. Participating Riders. A total of 27,000 riders shall form part of this pilot implementation. I. Insurance. Accident insurance should be secured and on par with or above Passenger Pe rsonal Accident In surance Program (PPAIP) rates; J. Passenger Sa fety Campaign. A comprehensive safety campaign for the pu blic to ensure that all passengers are knowledgeable in pillion-riding shall be implemented. SECTION 3. OPERATIONAL REQUIREMENTS: Participating ride-hailing platform shall comply with the following re quirements: a. Riders must possess or pass the following: i. Professional Driver's License ii. NB! Clearance iii. Pol ice or Barangay Clearance iv . Pillion-ferrying Skills Assessment v. Traffic Rules and Regulations Written Exam vi . Customer Re lations Train ing for Riders vii. Official Receipt/Certificate of Registration for the motorcycle under rider's name, otherwise, proof-of-ownership (e.g. deed-of-sale) or authorization letter to use must be provided viii. Completed Passenger Courtesy Trainin g to avoid sexual harassment and discrimination, among others b. Motorcycle Specifications: i. 100-200 cubic centimeter (cc) conventional engine displacement ii. Allowable build types include: underbone, scooter, business motorcycle models only. No aggressive sport, off-road or enduro bikes. iii. Pillion seat and foot pegs must be in good condition, and exhaust pipe shall be insulated . Any modifications made shall adhere to the LTO standard; and iv. No modifications lo engine, air intake, exhaust, or wiring. c. Bookings. All bookings shall only ~e made within and via the app platform. d. Passengers, among other things, must: i. Comply with proper safety gear requirements; ii. Passengers to seat front-faci ng only; iii. Riders may refuse passengers that are in the influence of alcohol, PWDs' who cannot hold on safely as passenger, children seven (7) year old and below; and iv. Safely secure the hand-carry bag. SECTION 4. TERMINATION. The TWG may recommend for the termination of the pilot implementation upon assessment of the operations. SECTION 5. EFFECTIVITY. The Pilot Implementation for the Motorcycle Taxi shall take effect one (1) month after the approval of the Secretary, provided th at the Information Education Campaign (IEC) has been properly executed.
