1. Chairman’s Welcome Lindsay Mason, AAA NSW Division Chair, welcomed members to Sydney and thanked Smiths Detection for kindly sponsoring the meeting.

2. Minutes of Previous Meeting Members reviewed the minutes of the previous meeting (27 April 2016, Albury) and agreed that they were a true and accurate representation.

3. AAA Update Simon Bourke (AAA Policy Manager) provided members with an overview of the AAA’s recent activity, major projects and upcoming events.

Some of the key points included:  Caroline Wilkie (AAA CEO) would be returning from maternity leave on 5 September 2016.

 The AAA has also commenced work on two new Airport Practice Notes, the first of which is an Introduction to Airfield Lighting. The AAA plans to release this document in conjunction with the AAA National Conference in November 2016.  The second new practice note is an Introduction to Airfield Pavements, which is also designed to provide a comprehensive overview and distil the current wealth of pavements knowledge into a single, easily accessible document. This practice note is planned to be released in May 2017 in conjunction with the AAA Pavement and Lighting Forum.  The major research project that AAA is currently finalising and planning to launch in September is a report on Regional Airport Infrastructure, which ACIL Allen were commissioned to develop. The report seeks to highlight the many benefits (both economic and social) that regional airports deliver, but more importantly bring attention to the significant financial difficulties facing this sector of the industry.  The other major initiative being pursued by the AAA is the development of an online education and training platform. The initial offering will be focused around an ARO/WSO refresher training course, which is planned to be launched in November at National Conference.  The policy and advocacy focus for the AAA this year has been centred on aviation security, border processing, planning and safeguarding, CASA and aerodrome safety, regulatory reform and addressing regional airport infrastructure challenges. Since January 2016, the AAA has completed of 30 formal submission and representations to Government on key issues impacting the industry.  The two major AAA events remaining for 2016 include Airport Safety Week and the National Conference. Airport Safety Week will be held from 17‐21 October and will focus on the themes of human factors, airside works, airside driving, environmental considerations and fatigue. Members were encouraged to register and nominate for the Safety Week Awards.  The AAA National Conference will be held from 21‐25 November 2016 in Canberra. It was noted that registrations were progressing well and there were still some sponsorship and exhibition opportunities available.

4. Airservices Australia Update Brad Parker (Airservices Australia) provided members with an update presentation on recent activity at Airservices Australia.

5. Western Sydney Airport Update Ted Plummer (Sydney Airport) provided members with an update on the development of the Western Sydney Airport at Badgery’s Creek.

Some of the key points included:  History of Western Sydney Airport  What the Australian Government says the Western Sydney Airport could look like  Government consultation process  Economic and employment benefits of Western Sydney Airport  Other opportunities Western Airport presents – sense of place, fit for purpose development, new technology and design to create end‐to‐end passenger experience.

6. Briggs Communication – Media management during a crisis Alan Briggs (Briggs Communications) provided members with a presentation on the important considerations to take into account when managing media in a crisis/emergency situations.

7. CASA Update Joe Hain (CASA) provided members with an update on a number of issues and activities that CASA has underway.

Some of the key points included:  Remotely Piloted Aircraft (RPAS)  Part 139 PIR Update  AROC

ACTION: AAA agreed to develop a response to CASA regarding consultation on the draft Advisory Circular for RPAS.

8. AAA NSW Annual General Meeting Nick Lane (AAA) conducted the NSW Annual General Meeting.

Members were invited to provide nominations for the position of NSW Chair, Deputy Chair and Secretary.  Lindsay Mason (Dubbo City Regional Council) was nominated for the position of NSW Chair by Kel Gardiner (Orange City Council). The nomination was accepted, no further nominations were received. Members unanimously elected Lindsay Mason to the position of NSW Chair.  Kel Gardiner (Orange City Council) was nominated for the position of Deputy Chair by Lindsay Mason (Dubbo City Regional Council). The nomination was accepted, no further nominations were received. Members unanimously elected Kel Gardiner to the position of Deputy Chair.  Geoff Smith (Clarence Valley Council) was nominated for the position of NSW Chair by Ross Ioakim (Downer). The nomination was accepted, no further nominations were received. Members unanimously elected Geoff Smith to the position of Secretary.

9. – overview presentation Joanne McLoughlin (Upper Hunter Shire Council) provided members with an overview presentation of Scone Airport’s operations, as well as outlining a number of issues the airport is facing.

Members also discussed some of the difficulties faced in regards to the removal of trees and vegetation on properties neighbouring the airport which infringe the OLS. Also related to this issue was some discussion around the difficulties airports face in being responsible for monitoring potential intrusions into the airport’s OLS and PANS‐OPS surfaces.

10. Tales from the Tarmac Members were provided with an opportunity to update the group on recent activities at each of their airports and organisations.

Some of the comment and issues raised included:  Strong growth in passenger numbers at some regional airports, in particular Coffs Harbour, Tamworth, Ballina, Albury and Armidale.  Some infrastructure projects underway across NSW airports included fencing projects, re‐development of taxiways and aprons, terminal upgrades, runway resurfacing and lighting upgrades.  Several airports also noted new services recently commencing, suggesting that the regional market in NSW is beginning to strengthen. 4

11. Department of Planning and Environment (NSW) Brett Whitwoth (DoPE) provided members with an overview of the some of the issues associated with development and obstacles in the vicinity of airports.

Some of the key points included:  Land Use Planning  Important of Aviation to the planning process  Identified Challenges/Risks  National Airports Safeguarding Advisory Group (NASAG)  National Airports Safeguarding Framework (NASF) and Guidelines (A‐H)  The NSW Planning Framework  Future Work Program

12. Closing Comments and Next Meeting

Members noted the ongoing issues in relation to trees and vegetation infringing airspace surfaces, as well as the difficulties associated with obtaining owner/contact information for recreational aircraft operators.

ACTION: AAA agreed to contact members to seek further examples of difficulties in managing vegetation on neighbouring properties and determine appropriate next steps to address the issue. ACTION: AAA agreed to re‐engage with CASA in relation to the provision of registration details for recreational aircraft controlled by self‐administering aviation organisations.
